The document records a chain of authority from Governor-General Yang of Liangguang through the Provincial Administration Commission and Provincial Financial Commissioner Yao to the Prefectural Office, and ultimately to the County Magistrate. It concerns the Dutch ship, driven ashore at Tanzi Bay off Macau on 12 September 1777, whose master *Nuo-ni* and crew—destitute, ill, and unable to navigate due to damaged masts and rudder—petitioned for permission to sell the vessel locally. Following assessment by Macau Overseers (*Lü Weiyuan* et al.) and intervention by Macanese merchant *Hei-ding-lie-lou*, the vessel was surveyed, customs duties paid (*shu chao*), and re-registered under Macau’s maritime licence (*yang ying sheng*).
