Customs Pass for Vessels Entering the Guangdong Maritime Customs (Yuehai Guan)
[Main text]
By imperial appointment, Fang, Supervising Secretary of the Imperial Household Department and Director of the Guangdong Maritime Customs,
hereby issues the following directive:
Whereas foreign vessels—having duly paid customs duties and maritime tribute (‘tax-tribute’, *shuixiang*) at this port—or having been driven by adverse winds or unfavourable currents to other provinces (without intent to engage in trade therein), are found in possession of valid stamped duty receipts, they shall be permitted immediate passage without reimposition of duties. This regulation was previously deliberated jointly by the relevant authorities and formally submitted to the throne for approval, as recorded in official archives.
Now, it has been reported that the foreign merchant Estêvão (‘Es-shan-chih’), master of a vessel bound for Luzon (the Spanish Philippines) with a cargo for commercial purposes, has fully discharged all applicable customs duties and maritime tribute in accordance with established precedent. Accordingly, this official pass is hereby issued for his use.
This document shall serve as proof of compliance. The vessel’s master shall retain it for presentation at customs checkpoints, frontier stations, riverine inspection posts, and other regulated passages. Upon verification, the vessel shall be granted immediate passage without further demand for duties or tribute, nor may it be detained, impeded, or subjected to unwarranted delay.
Pursuant to long-standing regulations, the vessel’s armaments—including shipboard cannon and small arms—are to be declared and entered herein; no excess weaponry shall be carried, nor any contraband goods concealed aboard. Violations shall be subject to rigorous investigation; repeated petitions on such matters are neither warranted nor admissible.

Whereas this Customs House has been instructed by imperial mandate to investigate and suppress the illicit trade in opium, all unauthorised sale of foreign opium—wherever conducted—must be strictly prohibited. It has now been reported that certain lawless individuals continue to engage in the clandestine sale of foreign opium both within and immediately surrounding the provincial capital, thereby contravening established statutes. In consequence, instructions have been issued to the relevant local magistracies to apprehend and prosecute such offenders without delay. This public notice is accordingly issued for general information and compliance.
All merchants, residents, and other persons are hereby formally admonished: henceforth, any person found engaged in the unauthorised sale of foreign opium shall be subject to rigorous punishment without exception. All are required to observe this injunction strictly and without deviation.
