Le Concordat, intervenu en 1857 entre le Saint-Siège et le Portugal, cite, parmi les districts placés sous la juridiction spirituelle de l'archevêque de Goa ou de son suffragant l'évêque de Macao, l'île d'Hainan qui continua cependant à relever en fait du vicaire apostolique (français) du Kouang-tong jusqu'en 1874. A cette époque les évêques de Canton et de Macao insérèrent dans un accord, conclu pour mettre fin à des difficultés entre leurs diocèses respectifs, une clause qui fut ratifiée à Rome et aux termes de laquelle l'île d'Hainan passa, en même temps que la sous-préfecture chinoise de Heungshan dont Macao ressortissait jadis, sous la juridiction effective de l'évêque de Macao. La dite clause fut reproduite dans le Concordat de 1886, relatif au "Patronat du Portugal sur l'Inde". Lorsqu'en 1898 le gouvernement français songea, sinon à prendre possession immédiate de {{PAGE:4}} de l'île d'Hainan, du moins à incorporer cette île dans sa sphère d'influence, il lui parut utile d'obtenir le remplacement des missionnaires portugais, inféodés à la politique anglaise et dont l'action sur les indigènes, d'ailleurs faible, s'exerçait contre nous, par des missionnaires français. Il profita de la demande que, sur les instances du gouvernement de Berlin, le Saint-Siège lui adressa - de renoncer au protectorat de la mission catholique de Mgr. Anzer, au Chantong, pour réclamer, à titre de compensation, le rattachement des chrétiens d'Hainan au vicariat du Kouangtong. Bien que disposé à nous donner satisfaction, le Saint-Siège objecta qu'il était lié par le Concordat de 1886 et nous pria de négocier une entente directe avec le Portugal; il promettait d'en sanctionner les termes et d'en imposer l'exé- cution aux évêques de Canton et de Macao. Les pourparlers furent longs. Le Portugal exigeait comme prix de la renonciation au protectorat religieux sur Hainan la cession par l'évêque de Canton d'une portion de sa circonscription spirituelle dans le voisinage de Macao. Il est équitable de reconnaître que si, au cours des négociations, le gouvernement de Lisbonne tint compte des désiderata de l'évêque de Macao, nous ne prîmes, préoccupés avant tout d'intérêts politiques, pas l'avis de l'évêque de Canton. L'entente entre Lisbonne et Paris fut basée sur la cession de la préfecture de Tchap-King {{PAGE:5}} en échange de celle de Kiong-tchéou (Haïnan). Nous avions hâté la conclusion pour enrayer avec l'aide de missionnaires français les menées gallophobes dont étaient responsables surtout les missions américaines. Un décret de la propagande en date du 3 février 1903 sanctionna l'arrangement et fut notifié par Rome aux évêques de Macao et de Canton. L'évêque de Canton protesta et fit intervenir toutes les influences dont il disposait pour obtenir l'annulation du décret. En même temps il réclamait le maintien du statu quo; cette attitude s'expliquait par le désir des missionnaires du Tchao-King-fou de ne pas abandonner des chrétientés prospères pour aller évangéliser la terre ingrate d'Haïnan. Au contraire, le gouvernement portugais et l'évêque de Macao s'étaient montrés satisfaits du décret de la Propagande, d'autant plus qu'ils comptaient exploiter à leur profit une erreur de plume au texte, due à l'ignorance où l'on était à Rome de la géographie de la Chine. Il était dit à l'article II du document précité "(traauction) que la juridiction spirituelle de l'évêque de Macao était étendue au district de Ciao-King (Tchao-King), contigu (juxta exposita) à celui de Heungshan", alors qu'en réalité le Tchao-king-fou est séparé de Heungshan par trois des sous-préfectures les plus {{PAGE:6}} importantes et les plus riches du Kouang-tong, Shun-Tack, San-ning et San-Ui. Les Portugais pre- naient acte d'une erreur évidente, pour exiger en plus du Tchao-King-fou la cession de ces trois sous-prefectures. L'évêque de Canton, Mgr. Mérel, en présence de cette exigence injustifiable, envoya à Rome un de ses subordonnés le Père Fleureau qui tenta, sans succès, de faire annuler le décret du 3 février 1903, mais qui obtint par contre la correction formelle du lapsus qui s'y était glissé. Le 25 janvier 1904, par un office commu- niqué à notre gouvernement, et confirmé par un décret pontifical, le 16 mars de la même année, le Saint-Siège notifiait à l'ambassadeur de Portugal que "la volonté du Saint-Siège était que la juri- diction de l'évêque de Macao en compensation de la cession de l'île d'Haïnan à la Préfecture apos- tolique de Canton devait s'étendre au district de Tchao-King mais non aux 3 sous-préfectures de San-ning, Sam-Ui et Shun-Tack", ajoutant que d'ailleurs le gouvernement portugais était libre d'engager avec le gouvernement français des négocia- tions pour une modification de frontière et que le Vatican se réservait d'examiner avec bienveillance l'accord nouveau qui pourrait intervenir. Cette solution mécontentait à leur tour les Portugais. Le gouvernement de Lisbonne essaya {{PAGE:7}} de nous faire accepter et de faire imposer à l'évê- que de Canton la cession de trois, puis de deux des sous-préfectures, et il continua de négocier à cet effet avec Rome, espérant que par suite de la rupture des relations diplomatiques entre le Saint- Siège et nous, il obtiendrait gain de cause. Mais le Vatican ne modifia pas son attitude correcte et son intention de ratifier purement et simplement l'accord des gouvernements français et portugais. Pendant ces pourparlers, les missionnaires portugais d'Haïnan (renforcés pour la circonstance) se livraient contre la France aux manoeuvres les plus déplacées. Leur tenue était d'ailleurs déplorable, au point qu'elle parut devenir dangereuse pour les étrangers en général et que le consul d'Angleterre même se plaignit à Pékin et songea à demander leur rappel dans l'intérêt des colonies européennes. Quant à nos agents à Hoï-how, ils ne cessaient de reclamer le remplacement des mission- naires portugais. En présence de cette situation, le Département invita notre ministre à Pékin et le consul de France à Canton à mettre Mgr. Mérel en demeure de s'aboucher avec son confrère de Macao et de règler avec lui la question de la rétrocession d'Haïnan dans les termes des décrets de Rome. Mgr. Mérel après de longs atermoiements finit par y consentir. Sur instructions du {{PAGE:8}} 6 superieur des Missions etrangeres à Paris, provo- quées par le département, il chargea des pourpar- lers le Père Fleureau, très au courant de l'affaire, qui se rendit auprès de l'évêque de Macao, Mgr. d'Azevedo. Ce dernier tenta de se dérober, de re- venir sur le litige, résolu cependant par le décret pontifical du 16 mars 1904, relatif aux trois sous-préfectures, mais laissé par la ténacité du Père Fleureau qui n'eut même pas à promettre des avantages nouveaux tels que la cession du district de San-Sian (lieu de la sépulture de St. François Xavier), il se déclara prêt à se soumettre à l'appli- cation pure et simple des décrets de 1903 et 1904; il accepta la date du 15 octobre 1906 pour opérer l'échange des districts de Tchao-King et d'Hainan et le principe d'un dédommagement au bénéfice de la mission de Canton pour la différence de valeur qui pouvait être constatée entre les propriétés que cette dernière possédait à Tchao-King-fou et les biens de la mission portugaise à Hainan, à la suite d'un inventaire qui devait être dressé en commun dans les districts français et portugais. Contrairement à cet engagement, l'évêque de Macao se hâta, avant l'exécution de cet inven- taire, de faire vendre à Hof-how, sous prétexte qu'elles relevaient de la mensé épiscopale, les deux maisons que possédait la mission portugaise, (maisons destinées au logement des soeurs et à l'habitation des missionnaires), ces propriétés {{PAGE:9}} 7 étaient, il est vrai, sous-louées à des particuliers depuis un certain temps. Il paraît s'être refusé en outre à maintenir le principe des indemnités représentant la différence de la valeur des biens: ce mauvais vouloir a peut-être été augmenté par l'accueil hostile fait par les chrétiens chinois de Tchao-King aux missionnaires portugais, venus inspecter leur future circonscription. Quoi qu'il en soit, l'évêque de Canton, qui eut pu, à la rigueur, consentir à certains sacrifices lors de l'échange des missions protesta devant la mauvaise foi de Mgr. d'Azevedo et se refusa à exécuter le décret de Rome jusqu'au moment où l'évêque de Macao se sera engagé par écrit, pour éviter toute discussion ultérieure, à échanger le district de Haïnan contre celui de Tchao-King en reversant à la mission française la différence de prix constatée par l'inventaire établi et signé par les missionnaires délégués des deux nationalités, c'est-à-dire 41.073 piastres. Le point de vue de Mgr. Mérel paraît d'autant plus raisonnable que si l'entente qu'il préconise ne se réalisait pas on en reviendrait au statu quo qui nous serait probablement favorable. Les visées françaises sur Haïnan ne sont plus aussi directes qu'en 1898 et la situation n'y est plus aussi tendue au point de vue des menées antifrançaises des missionnaires: nous pouvons {{PAGE:10}} 8 donc attendre le moment que l'on prévoit où les Portugais qui ont liquidé, dans des conditions avantageuses, leurs biens à Hoï-how, renonceront à une évangélisation qu'ils ont toujours négligée, et où les missionnaires français pourront les remplacer sans soulever de protestations. La question religieuse ainsi réglée reste la question politique de l'échange du district de Haïnan contre celui de Tchao-King, qui a motivé de longues négociations entre les gouvernements français et portugais. La légation de Portugal à Paris, après avoir renoncé non sans peine à demander que la mission française abandonnât outre Tchao- King-fou, les trois sous-préfectures voisines, a demandé en dernier lieu que l'échange des districts eut lieu sans indemnité. Cette prétention ne paraît pas acceptable: les gouvernements français et portugais ont réglé entre eux la question d'échange des districts; quant aux conditions destinées à égaliser cette mutation, c'est aux évêques qu'il appartient de s'entendre, selon les termes au décret de Rome./. {{PAGE:11}} MINISTÈRE des AFFAIRES ÉTRANGÈRES — DIRECTION DES AFFAIRES POLITIQUES — COPIE Paris, le 13 juillet 1907. Monsieur le Ministre, Par un office du 13 novembre dernier, j'ai eu l'honneur de vous faire connaître que les conditions de l'échange du district de Haïnan contre celui de Tchao-King avaient été réglées sur place entre les évêques de Macao et de Canton, conformément au Décret de la Propagande du 3 février 1903 et du Décret pontifical du 16 mars 1904. Une récente démarche du Conseiller de votre légation a signalé à mon département le retard mis à l'échange des districts, retard attribuable selon lui aux revendications présentées par l'un des missionnaires français du district de Tchao-King-fou qui aurait consacré ses deniers personnels à la construction de l'une des églises Monsieur de Souza Rosa, ministre de Portugal , à Paris. {{PAGE:12}} sur lesquelles devait porter la cession. Des informations que j'ai prises tant auprès de l'évêque de Canton, qui se trouvait de passage à Paris, qu'auprès de nos consuls au Kouang-toung et à Haïnan, il résulte que l'arrêt qui s'est produit dans la négociation tient à des causes différentes. L'évêque de Macao, après s'être soumis aux ordres de Rome relativement à l'échange du district de Haïnan contre le district de Tchao-King (non compris les 3 sous-préfectures de Shun-tack, de San-ning et de San-ui qui n'en font pas partie), avait admis le principe d'une indemnité destinée à parfaire la différence pouvant exister entre la valeur des biens appartenant à la mission française de Tchao-King et ceux de la mission portugaise de Haïnan; le chiffre de cette indemnité devait résulter d'un inventaire qui fut établi sur place par les délégués des deux évêques et signé de leurs noms; cet inventaire a fait ressortir une différence de 41.073 piastres entre la valeur des biens du district portugais et ceux du district français. Ce chiffre considérable résulte en partie de la vente faite au cours même de la négociation par Mgr. d'Azevedo des deux propriétés de la mission portugaise à Hoï-how, centre du district, sous-le prétexte que ces maisons dépendaient de la mensé épiscopale et ne rentraient pas dans les biens {{PAGE:13}} généraux de la mission. La discussion de ce point serait aisée si l'indemnité légitime prévue était payée par l'évêque de Macao à l'évêque de Canton. Dans les conditions actuelles, la question se présente de la manière suivante: les deux évêques sont tenus par la décision de Rome et l'échange des districts sera réalisé aussitôt que Mgr. d'Azevedo aura remis à Mgr. Mérel les 41.073 piastres représentant la différence de valeur entre les biens du district de Tchao-King et ceux du district de Haïnan./. D'autre part un commerçant français, M. Subira a reçu des propositions d'achat pour une propriété qu'il possède à Hsihas, port de l'île de Formose. On a tout lieu de croire que son interlocuteur, le commerçant de la mission Schoucheury, n'agisse aux lieux & pour de la mission protestante allemande de Pak-hoy. M. Subira est prêt à donner la préférence sur la mission allemande, pour la cession de sa propriété, à la Mission Française, si elle-ci peut remplir ses désiderata. Nevertheless, in practice, Hainan continued to fall under the authority of the French Apostolic Vicar of Guangdong until 1874. At that time, the Bishops of Canton and Macao included in an agreement—concluded in order to resolve difficulties between their respective dioceses—a clause which was subsequently ratified in Rome. According to the terms of this clause, the island of Hainan passed, together with the Chinese sub-prefecture of Xiangshan (formerly under the jurisdiction of Macao), into the effective ecclesiastical jurisdiction of the Bishop of Macao. This provision was later reproduced in the Concordat of 1886 concerning the "Portuguese Patronage over India." {{PAGE:2}} --- TRANSLATION --- from the island of Hainan, or at least to incorporate the island into its sphere of influence, it seemed expedient to replace the Portuguese missionaries, who were aligned with British political interests and whose influence over the local population—though limited—was exercised against French interests, with French missionaries. The French authorities took advantage of a request made by the Holy See, at the urging of the Berlin government, that they relinquish their protectorate over the Catholic mission of Bishop Anzer in Guangdong, in order to demand, by way of compensation, the attachment of the Christian communities of Hainan to the vicariate of Guangdong. Although the Holy See was inclined to accommodate French demands, it observed that it was bound by the Concordat of 1886 and accordingly requested that France negotiate a direct agreement with Portugal. It promised to endorse the terms of such an arrangement and to enforce compliance among the bishops of Canton and Macao. The negotiations proved protracted. Portugal demanded, as the price for relinquishing its religious protectorate over Hainan, that the Bishop of Canton cede a portion of his spiritual jurisdiction in the vicinity of Macao. It is only fair to acknowledge that, while the Lisbon government took into account the wishes of the Bishop of Macao during the course of the negotiations, we—preoccupied above all with political interests—did not consult the Bishop of Canton. {{PAGE:3}} in exchange for that of Kiong-tchéou (Hainan). We had hastened the conclusion of this arrangement in order to counter, with the assistance of French missionaries, the anti-French activities primarily instigated by American missions. A decree issued by the Congregation for the Propagation of the Faith on 3 February 1903 ratified the agreement and was communicated by Rome to the bishops of Macao and Canton. The bishop of Canton protested and brought to bear all available influence to secure the annulment of the decree. At the same time, he demanded the maintenance of the *status quo*; this stance was motivated by the desire of the missionaries in Chaoqingfu (Chao-kien-fou) not to abandon flourishing Christian communities in order to evangelise the barren territory of Hainan. Conversely, the Portuguese government and the bishop of Macao expressed satisfaction with the decree from the Propaganda [Fide], particularly as they intended to exploit to their advantage a clerical error in the text—arising from Rome’s lack of accurate geographical knowledge of China. {{PAGE:4}} --- TRANSLATION --- among the most important and prosperous districts of Guangdong: Xun-de (Shun-Tack), San-ning, and San-hui (San-Ui). The Portuguese seized upon an obvious error in order to demand, in addition to Chaoqing Prefecture (Tchao-King-fou), the cession of these three sub-prefectures. In view of this unjustifiable demand, the Bishop of Canton, Mgr Mérel, dispatched one of his subordinates, Father Fleureau, to Rome, who attempted—unsuccessfully—to have the decree of 3 February 1903 annulled, but who did succeed in securing a formal correction of the error that had crept into it. On 25 January 1904, through a diplomatic note communicated to our government and subsequently confirmed by a pontifical decree on 16 March of the same year, the Holy See formally notified the Portuguese ambassador that "the intention of the Holy See was that the jurisdiction of the Bishop of Macao, as compensation for the cession of Hainan Island to the Apostolic Prefecture of Canton, should extend to the Chaoqing district, but not to the three sub-prefectures of San-ning, San-hui, and Shun-tack." It further added that, in any case, the Portuguese government remained free to enter into negotiations with the French government regarding a modification of boundaries, and that the Vatican reserved the right to examine favourably any new agreement that might be concluded. This solution, in turn, left the Portuguese dissatisfied. {{PAGE:5}} to persuade us to accept, and to impose upon the Bishop of Canton, the cession of first three, then two of the sub-prefectures; and he continued negotiating towards this end with Rome, hoping that, as a result of the rupture in diplomatic relations between the Holy See and ourselves, he would ultimately prevail. However, the Vatican maintained its correct stance and its intention to ratify purely and simply the agreement reached between the French and Portuguese governments. During these negotiations, the Portuguese missionaries in Hainan (reinforced for the occasion) engaged in highly inappropriate conduct directed against France. Their behaviour was moreover so unsatisfactory that it came to be seen as posing a danger to foreigners generally, prompting even the British consul to lodge a complaint in Beijing and consider requesting their recall in the interests of the European colonies. As for our agents in Haikou, they continually demanded the replacement of the Portuguese missionaries. Faced with this situation, the Department instructed our minister in Beijing and the French consul in Canton to require Bishop Mérel formally to enter into direct discussions with his counterpart in Macao and to settle the question of Hainan’s retrocession in accordance with the terms laid down by the decrees of Rome. After prolonged hesitation, Bishop Mérel eventually agreed to comply. {{PAGE:6}} --- TRANSLATION --- The Superior of the Paris Foreign Missions Society, acting under pressure from the department, entrusted negotiations to Father Fleureau, who was thoroughly familiar with the matter. Father Fleureau proceeded to meet with the Bishop of Macao, Bishop d’Azevedo. The latter attempted to evade the issue and reopen the dispute—already settled by the pontifical decree of 16 March 1904 concerning the three vice-prefectures—but was ultimately brought into line due to Father Fleureau’s persistence. Notably, no new concessions needed to be promised, such as the transfer of the San-Sian district (the site of the burial of St. Francis Xavier). Consequently, Bishop d’Azevedo declared himself ready to comply fully and unconditionally with the decrees of 1903 and 1904. He agreed to the date of 15 October 1906 for the exchange of the Chaoqing and Hainan districts, and accepted the principle of compensation in favour of the Canton mission for any difference in value between its properties in Zhaoqingfu and those held by the Portuguese mission in Hainan, following a joint inventory to be drawn up in both the French and Portuguese ecclesiastical jurisdictions. {{PAGE:7}} Seven properties, it is true, had been sub-let to private individuals for some time. Furthermore, he appeared unwilling to uphold the principle of indemnities representing the difference in value between the properties involved; this reluctance may have been exacerbated by the hostile reception given by the Chinese Christians of Zhaoqing to the Portuguese missionaries who had arrived to inspect their prospective jurisdiction. In any case, the Bishop of Canton, who might—strictly speaking—have agreed to certain concessions during the exchange of missions, protested against the bad faith displayed by Bishop d’Azevedo and refused to implement the decree from Rome until the Bishop of Macao formally committed himself in writing, so as to prevent any future disputes, to exchange the district of Hainan for that of Zhaoqing and to reimburse the French mission the difference in value as established by the inventory drawn up and signed by the missionaries delegated from both national groups—namely, 41,073 piastres. Bishop Mérel’s position appears all the more reasonable in that, should the agreement he advocates fail to materialise, the situation would revert to the *status quo*, which would likely be advantageous to us. {{PAGE:8}} One must therefore await the anticipated moment when the Portuguese, having liquidated their assets in Haiphong under favourable conditions, will relinquish a mission to which they have always paid little attention, thereby allowing French missionaries to take their place without provoking protests. With the religious question thus settled, there remains the political issue concerning the exchange of the Hainan district for that of Zhaoqing, which has been the subject of prolonged negotiations between the French and Portuguese governments. The Portugueselegation in Paris, having reluctantly abandoned its initial demand that the French mission should relinquish not only Zhaoqing-fu but also the three neighbouring sub-prefectures, has most recently insisted that the territorial exchange proceed without any indemnity. This claim appears unacceptable: the French and Portuguese governments have already agreed upon the exchange of territories; as regards the conditions necessary to balance this transfer, it falls to the bishops concerned to reach mutual agreement, in accordance with the terms set forth in the decree from Rome. {{PAGE:9}} --- TRANSLATION --- MINISTRY OF FOREIGN AFFAIRS — DIRECTORATE OF POLITICAL AFFAIRS — COPY Paris, 13 July 1907. The Bishop of Macao, having complied with the directives from Rome regarding the exchange of the Hainan district for the Zhaoqing district (excluding the three sub-prefectures of Shuntak, Sanning, and Sanwei, which are not part of it), had accepted the principle of compensation intended to balance any difference in value between the assets belonging to the French mission in Zhaoqing and those of the Portuguese mission in Hainan. The amount of this compensation was to be determined by an inventory drawn up on-site by delegates appointed by the two bishops and signed by them. This inventory revealed a discrepancy of 41,073 piastres between the value of the property in the Portuguese district and that in the French district. This considerable sum arose in part from sales carried out during the course of the negotiations themselves by Mgr. {{PAGE:11}} General terms of the mission. Discussion of this matter would be straightforward if the legitimate indemnity envisaged were paid by the Bishop of Macao to the Bishop of Canton. Nous avions hâté la conclusion pour enrayer avec l'aide de missionnaires français les menées gallophobes dont étaient responsables surtout les missions américaines. Un décret de la propagande en date du 3 février 1903 sanctionna l'arrangement et fut notifié par Rome aux évêques de Macao et de Canton. L'évêque de Canton protesta et fit intervenir toutes les influences dont il disposait pour obtenir l'annulation du décret. En même temps il réclamait le maintien du statu quo; cette attitude s'expliquait par le désir des missionnaires du Tchao-King-fou de ne pas abandonner des chrétientés prospères pour aller évangéliser la terre ingrate d'Haïnan. Au contraire, le gouvernement portugais et l'évêque de Macao s'étaient montrés satisfaits du décret de la Propagande, d'autant plus qu'ils comptaient exploiter à leur profit une erreur de plume au texte, due à l'ignorance où l'on était à Rome de la géographie de la Chine. Il était dit à l'article II du document précité "(traauction) que la juridiction spirituelle de l'évêque de Macao était étendue au district de Ciao-King (Tchao-King), contigu (juxta exposita) à celui de Heungshan", alors qu'en réalité le Tchao-king-fou est séparé de Heungshan par trois des sous-préfectures les plus {{PAGE:6}} importantes et les plus riches du Kouang-tong, Shun-Tack, San-ning et San-Ui. Les Portugais pre- naient acte d'une erreur évidente, pour exiger en plus du Tchao-King-fou la cession de ces trois sous-prefectures. L'évêque de Canton, Mgr. Mérel, en présence de cette exigence injustifiable, envoya à Rome un de ses subordonnés le Père Fleureau qui tenta, sans succès, de faire annuler le décret du 3 février 1903, mais qui obtint par contre la correction formelle du lapsus qui s'y était glissé. Le 25 janvier 1904, par un office commu- niqué à notre gouvernement, et confirmé par un décret pontifical, le 16 mars de la même année, le Saint-Siège notifiait à l'ambassadeur de Portugal que "la volonté du Saint-Siège était que la juri- diction de l'évêque de Macao en compensation de la cession de l'île d'Haïnan à la Préfecture apos- tolique de Canton devait s'étendre au district de Tchao-King mais non aux 3 sous-préfectures de San-ning, Sam-Ui et Shun-Tack", ajoutant que d'ailleurs le gouvernement portugais était libre d'engager avec le gouvernement français des négocia- tions pour une modification de frontière et que le Vatican se réservait d'examiner avec bienveillance l'accord nouveau qui pourrait intervenir. Cette solution mécontentait à leur tour les Portugais. Le gouvernement de Lisbonne essaya {{PAGE:7}} de nous faire accepter et de faire imposer à l'évê- que de Canton la cession de trois, puis de deux des sous-préfectures, et il continua de négocier à cet effet avec Rome, espérant que par suite de la rupture des relations diplomatiques entre le Saint- Siège et nous, il obtiendrait gain de cause. Mais le Vatican ne modifia pas son attitude correcte et son intention de ratifier purement et simplement l'accord des gouvernements français et portugais. Pendant ces pourparlers, les missionnaires portugais d'Haïnan (renforcés pour la circonstance) se livraient contre la France aux manoeuvres les plus déplacées. Leur tenue était d'ailleurs déplorable, au point qu'elle parut devenir dangereuse pour les étrangers en général et que le consul d'Angleterre même se plaignit à Pékin et songea à demander leur rappel dans l'intérêt des colonies européennes. Quant à nos agents à Hoï-how, ils ne cessaient de reclamer le remplacement des mission- naires portugais. En présence de cette situation, le Département invita notre ministre à Pékin et le consul de France à Canton à mettre Mgr. Mérel en demeure de s'aboucher avec son confrère de Macao et de règler avec lui la question de la rétrocession d'Haïnan dans les termes des décrets de Rome. Mgr. Mérel après de longs atermoiements finit par y consentir. Sur instructions du {{PAGE:8}} 6 superieur des Missions etrangeres à Paris, provo- quées par le département, il chargea des pourpar- lers le Père Fleureau, très au courant de l'affaire, qui se rendit auprès de l'évêque de Macao, Mgr. d'Azevedo. Ce dernier tenta de se dérober, de re- venir sur le litige, résolu cependant par le décret pontifical du 16 mars 1904, relatif aux trois sous-préfectures, mais laissé par la ténacité du Père Fleureau qui n'eut même pas à promettre des avantages nouveaux tels que la cession du district de San-Sian (lieu de la sépulture de St. François Xavier), il se déclara prêt à se soumettre à l'appli- cation pure et simple des décrets de 1903 et 1904; il accepta la date du 15 octobre 1906 pour opérer l'échange des districts de Tchao-King et d'Hainan et le principe d'un dédommagement au bénéfice de la mission de Canton pour la différence de valeur qui pouvait être constatée entre les propriétés que cette dernière possédait à Tchao-King-fou et les biens de la mission portugaise à Hainan, à la suite d'un inventaire qui devait être dressé en commun dans les districts français et portugais. Contrairement à cet engagement, l'évêque de Macao se hâta, avant l'exécution de cet inven- taire, de faire vendre à Hof-how, sous prétexte qu'elles relevaient de la mensé épiscopale, les deux maisons que possédait la mission portugaise, (maisons destinées au logement des soeurs et à l'habitation des missionnaires), ces propriétés {{PAGE:9}} 7 étaient, il est vrai, sous-louées à des particuliers depuis un certain temps. Il paraît s'être refusé en outre à maintenir le principe des indemnités représentant la différence de la valeur des biens: ce mauvais vouloir a peut-être été augmenté par l'accueil hostile fait par les chrétiens chinois de Tchao-King aux missionnaires portugais, venus inspecter leur future circonscription. Quoi qu'il en soit, l'évêque de Canton, qui eut pu, à la rigueur, consentir à certains sacrifices lors de l'échange des missions protesta devant la mauvaise foi de Mgr. d'Azevedo et se refusa à exécuter le décret de Rome jusqu'au moment où l'évêque de Macao se sera engagé par écrit, pour éviter toute discussion ultérieure, à échanger le district de Haïnan contre celui de Tchao-King en reversant à la mission française la différence de prix constatée par l'inventaire établi et signé par les missionnaires délégués des deux nationalités, c'est-à-dire 41.073 piastres. La question religieuse ainsi réglée reste la question politique de l'échange du district de Haïnan contre celui de Tchao-King, qui a motivé de longues négociations entre les gouvernements français et portugais. La légation de Portugal à Paris, après avoir renoncé non sans peine à demander que la mission française abandonnât outre Tchao- King-fou, les trois sous-préfectures voisines, a demandé en dernier lieu que l'échange des districts eut lieu sans indemnité. Nevertheless, in practice, Hainan continued to fall under the authority of the French Apostolic Vicar of Guangdong until 1874. At that time, the Bishops of Canton and Macao included in an agreement—concluded in order to resolve difficulties between their respective dioceses—a clause which was subsequently ratified in Rome. According to the terms of this clause, the island of Hainan passed, together with the Chinese sub-prefecture of Xiangshan (formerly under the jurisdiction of Macao), into the effective ecclesiastical jurisdiction of the Bishop of Macao. The French authorities took advantage of a request made by the Holy See, at the urging of the Berlin government, that they relinquish their protectorate over the Catholic mission of Bishop Anzer in Guangdong, in order to demand, by way of compensation, the attachment of the Christian communities of Hainan to the vicariate of Guangdong. Although the Holy See was inclined to accommodate French demands, it observed that it was bound by the Concordat of 1886 and accordingly requested that France negotiate a direct agreement with Portugal. It promised to endorse the terms of such an arrangement and to enforce compliance among the bishops of Canton and Macao. The negotiations proved protracted. Portugal demanded, as the price for relinquishing its religious protectorate over Hainan, that the Bishop of Canton cede a portion of his spiritual jurisdiction in the vicinity of Macao. It is only fair to acknowledge that, while the Lisbon government took into account the wishes of the Bishop of Macao during the course of the negotiations, we—preoccupied above all with political interests—did not consult the Bishop of Canton. {{PAGE:3}} in exchange for that of Kiong-tchéou (Hainan). At the same time, he demanded the maintenance of the *status quo*; this stance was motivated by the desire of the missionaries in Chaoqingfu (Chao-kien-fou) not to abandon flourishing Christian communities in order to evangelise the barren territory of Hainan. Conversely, the Portuguese government and the bishop of Macao expressed satisfaction with the decree from the Propaganda [Fide], particularly as they intended to exploit to their advantage a clerical error in the text—arising from Rome’s lack of accurate geographical knowledge of China. {{PAGE:4}} --- TRANSLATION --- among the most important and prosperous districts of Guangdong: Xun-de (Shun-Tack), San-ning, and San-hui (San-Ui). The Portuguese seized upon an obvious error in order to demand, in addition to Chaoqing Prefecture (Tchao-King-fou), the cession of these three sub-prefectures. In view of this unjustifiable demand, the Bishop of Canton, Mgr Mérel, dispatched one of his subordinates, Father Fleureau, to Rome, who attempted—unsuccessfully—to have the decree of 3 February 1903 annulled, but who did succeed in securing a formal correction of the error that had crept into it. On 25 January 1904, through a diplomatic note communicated to our government and subsequently confirmed by a pontifical decree on 16 March of the same year, the Holy See formally notified the Portuguese ambassador that "the intention of the Holy See was that the jurisdiction of the Bishop of Macao, as compensation for the cession of Hainan Island to the Apostolic Prefecture of Canton, should extend to the Chaoqing district, but not to the three sub-prefectures of San-ning, San-hui, and Shun-tack." It further added that, in any case, the Portuguese government remained free to enter into negotiations with the French government regarding a modification of boundaries, and that the Vatican reserved the right to examine favourably any new agreement that might be concluded. This solution, in turn, left the Portuguese dissatisfied. {{PAGE:5}} to persuade us to accept, and to impose upon the Bishop of Canton, the cession of first three, then two of the sub-prefectures; and he continued negotiating towards this end with Rome, hoping that, as a result of the rupture in diplomatic relations between the Holy See and ourselves, he would ultimately prevail. However, the Vatican maintained its correct stance and its intention to ratify purely and simply the agreement reached between the French and Portuguese governments. During these negotiations, the Portuguese missionaries in Hainan (reinforced for the occasion) engaged in highly inappropriate conduct directed against France. Their behaviour was moreover so unsatisfactory that it came to be seen as posing a danger to foreigners generally, prompting even the British consul to lodge a complaint in Beijing and consider requesting their recall in the interests of the European colonies. As for our agents in Haikou, they continually demanded the replacement of the Portuguese missionaries. Faced with this situation, the Department instructed our minister in Beijing and the French consul in Canton to require Bishop Mérel formally to enter into direct discussions with his counterpart in Macao and to settle the question of Hainan’s retrocession in accordance with the terms laid down by the decrees of Rome. After prolonged hesitation, Bishop Mérel eventually agreed to comply. {{PAGE:6}} --- TRANSLATION --- The Superior of the Paris Foreign Missions Society, acting under pressure from the department, entrusted negotiations to Father Fleureau, who was thoroughly familiar with the matter. Furthermore, he appeared unwilling to uphold the principle of indemnities representing the difference in value between the properties involved; this reluctance may have been exacerbated by the hostile reception given by the Chinese Christians of Zhaoqing to the Portuguese missionaries who had arrived to inspect their prospective jurisdiction. In any case, the Bishop of Canton, who might—strictly speaking—have agreed to certain concessions during the exchange of missions, protested against the bad faith displayed by Bishop d’Azevedo and refused to implement the decree from Rome until the Bishop of Macao formally committed himself in writing, so as to prevent any future disputes, to exchange the district of Hainan for that of Zhaoqing and to reimburse the French mission the difference in value as established by the inventory drawn up and signed by the missionaries delegated from both national groups—namely, 41,073 piastres. Bishop Mérel’s position appears all the more reasonable in that, should the agreement he advocates fail to materialise, the situation would revert to the *status quo*, which would likely be advantageous to us. {{PAGE:8}} One must therefore await the anticipated moment when the Portuguese, having liquidated their assets in Haiphong under favourable conditions, will relinquish a mission to which they have always paid little attention, thereby allowing French missionaries to take their place without provoking protests. With the religious question thus settled, there remains the political issue concerning the exchange of the Hainan district for that of Zhaoqing, which has been the subject of prolonged negotiations between the French and Portuguese governments. The Portugueselegation in Paris, having reluctantly abandoned its initial demand that the French mission should relinquish not only Zhaoqing-fu but also the three neighbouring sub-prefectures, has most recently insisted that the territorial exchange proceed without any indemnity. Le Concordat, intervenu en 1857 entre le Saint-Siège et le Portugal, cite, parmi les districts placés sous la juridiction spirituelle de l'archevêque de Goa ou de son suffragant l'évêque de Macao, l'île d'Hainan qui continua cependant à relever en fait du vicaire apostolique (français) du Kouang-tong jusqu'en 1874. A cette époque les évêques de Canton et de Macao insérèrent dans un accord, conclu pour mettre fin à des difficultés entre leurs diocèses respectifs, une clause qui fut ratifiée à Rome et aux termes de laquelle l'île d'Hainan passa, en même temps que la sous-préfecture chinoise de Heungshan dont Macao ressortissait jadis, sous la juridiction effective de l'évêque de Macao. Lorsqu'en 1898 le gouvernement français songea, sinon à prendre possession immédiate de {{PAGE:4}} de l'île d'Hainan, du moins à incorporer cette île dans sa sphère d'influence, il lui parut utile d'obtenir le remplacement des missionnaires portugais, inféodés à la politique anglaise et dont l'action sur les indigènes, d'ailleurs faible, s'exerçait contre nous, par des missionnaires français. Il profita de la demande que, sur les instances du gouvernement de Berlin, le Saint-Siège lui adressa - de renoncer au protectorat de la mission catholique de Mgr. Anzer, au Chantong, pour réclamer, à titre de compensation, le rattachement des chrétiens d'Hainan au vicariat du Kouangtong. Bien que disposé à nous donner satisfaction, le Saint-Siège objecta qu'il était lié par le Concordat de 1886 et nous pria de négocier une entente directe avec le Portugal; il promettait d'en sanctionner les termes et d'en imposer l'exé- cution aux évêques de Canton et de Macao. Les pourparlers furent longs. Le Portugal exigeait comme prix de la renonciation au protectorat religieux sur Hainan la cession par l'évêque de Canton d'une portion de sa circonscription spirituelle dans le voisinage de Macao. Les Portugais pre- naient acte d'une erreur évidente, pour exiger en plus du Tchao-King-fou la cession de ces trois sous-prefectures. L'évêque de Canton, Mgr. Mérel, en présence de cette exigence injustifiable, envoya à Rome un de ses subordonnés le Père Fleureau qui tenta, sans succès, de faire annuler le décret du 3 février 1903, mais qui obtint par contre la correction formelle du lapsus qui s'y était glissé. Le 25 janvier 1904, par un office commu- niqué à notre gouvernement, et confirmé par un décret pontifical, le 16 mars de la même année, le Saint-Siège notifiait à l'ambassadeur de Portugal que "la volonté du Saint-Siège était que la juri- diction de l'évêque de Macao en compensation de la cession de l'île d'Haïnan à la Préfecture apos- tolique de Canton devait s'étendre au district de Tchao-King mais non aux 3 sous-préfectures de San-ning, Sam-Ui et Shun-Tack", ajoutant que d'ailleurs le gouvernement
