Resolution
Having appointed vessels and infantry, which in this
munition of Your Majesty in Lisbon, [they] were to present themselves with all speed
for November next, [Your Majesty] was pleased to command the Council of the Treasury, in which
[it was resolved] to take two vessels, which would go directly to [the island of]
where His Majesty [resides], and [where] they would have
a pilot, who would [guide] them on this
journey; in this manner
I order the dispatch of those [vessels] of the Treasury.
On the twenty-first day of February
of one thousand six hundred and forty, and [by] the authority [I hold], [I order] that [they] go directly to this
port; and that the same be done for Mozambique; and because
there are private vessels, for this purpose, [I] command
this expedition with the utmost urgency to the Council
of the Treasury, so that it may arrange and execute [it] with the greatest
speed possible.
Together with the copy of this Decree, which [was] sent
to the Council of the Treasury, another [decree] of the same
date came to this Council, concerning the arming of [vessels for] Ceylon,
and [ordering] that Your Majesty should write to the Viceroy, [and] to
the [Captain-]General [of the fleet], that [the expedition] should be undertaken
forthwith. Having examined this matter, [I find] nothing contrary [to it].
It seemed to the Council, having considered the matter, that [we] should render
all due gratitude to Your Majesty for the mercies [shown], that
Your Majesty [should undertake] the conquests of India, in this
Conclusion, which [Your Majesty] was pleased to adopt, for upon it depends
the sole remedy for that State, which so greatly needs
this

This Council pledges to observe Your Majesty's decree with all due demonstration and grandeur, as set forth in its full tenor, from which we may hope for the best. And in fulfilment of this, with all requisite humility, this Council humbly petitions Your Majesty to be pleased to order that, with all due diligence and promptness, the said Decree be executed so that it may take effect through the Council of Finance [Conselho da Fazenda], taking full notice thereof, together with as many additional men as may possibly be obtained.
Meanwhile, regarding the supply ship [Navio de assistência], it appears to this Council that it would be more convenient for Your Majesty's royal service that it should proceed to Lisbon [a Lisboa], for the reason that it would be impossible for it to go directly to the factory [feitoria] and return, since it is due to depart in November; besides which, according to the information provided by [António?] Pialho Ferreira, there are great inconveniences in undertaking this voyage directly this year, both because of the impossibility of its return and because of the lack of experienced pilots for such a voyage. Furthermore, if it goes to Lisbon, or to [Água?], it could then proceed to the factory, should the disposition of the winds prove favourable.
Your Majesty being blessed with an abundance of men, of which there is no greater need, Your Majesty will be able to bestow all the further graces of that state [Estado da Índia].
This Council has already informed Your Majesty through another representation that it has no knowledge of the ships that have departed this year from Lisbon for India; and that it is necessary that Your Majesty should order this Council to be given notice of the vessels that depart and of their tonnage [porte].

On the twenty-first day of February of one thousand six hundred and forty, and [by] the authority [I hold], [I order] that [they] go directly to this port; and that the same be done for Mozambique; and because there are private vessels, for this purpose, [I] command this expedition with the utmost urgency to the Council of the Treasury, so that it may arrange and execute [it] with the greatest speed possible.
