Sir,
It appears—save for the petition which Your Majesty has ordered to be forwarded to this Council—from Lopo Sarmonto, requesting the grant of his stipends. In it, he states that, having held for many years the privilege of Captain of the *mes* (a Portuguese colonial administrative and military unit) in various parts of India, he has served His Majesty therein, performing judicial functions and exercising the liberties appertaining to that office—including participation in warfare and undertaking missions of greater importance than those normally assigned to such posts (which, by their nature, do not admit of delegation to others or of assignment to subordinate officers).
He further notes that Your Majesty was graciously pleased, on 15 February 1641, to permit him to depart from India—or from China, where he then resided—with his household and family, without requiring prior consent from the Viceroy; and that, should he choose to return, he would do so not as Captain of a vessel, but in another capacity.
Now, however, Your Majesty has commanded the dispatch of a ship bound directly for China, where Lopo Sarmonto currently resides, and has appointed him Captain thereof—thereby facilitating his fortunate return from these distant regions. He proposes, upon arrival in China, to refit and sail directly for Portugal, disembarking at this city [i.e., Lisbon], rather than at Goa. Moreover, wishing to serve Your Majesty more effectively, he seeks permission to equip an additional vessel—either to sail separately, or, preferably, to consolidate all passengers, including his own household and family, aboard a single large ship—deeming such an arrangement highly advantageous both to Your Majesty’s service and to the preservation of the Royal Treasury.
Accordingly, he petitions Your Majesty to grant him this favour, in accordance with the foregoing proposal; and further requests that, should he sail in a vessel of his own fitting-out, he be confirmed as its Captain, vested with all the rights, privileges, and prerogatives accorded to Captains of the *Carreira da Índia* (the Portuguese India Route), as set forth in the relevant royal ordinances (*regimentos*), statutes (*estatutos*), and regulations issued by the Casa da Índia (the Crown’s administrative and commercial agency for Asian trade).
Finally, he recalls that Your Majesty, in recognition of the services rendered by António Fialho Fernandes in conveying this intelligence, granted him the chief captaincy (*capitania-mor*) of the said route; and humbly entreats Your Majesty to extend a similar grace to himself.

The said Lopo Sarmento, in the absence of the aforementioned António Ferreira, shall serve as Captain-Major of the fleet dispatched from China; and, should both fleets be required, one of his sons shall likewise serve in that capacity, since he has two sons who collectively possess the requisite qualifications for such appointment.
Having considered Lopo Sarmento’s standing and the long-standing services he has rendered to Your Majesty in India over many years, it is recommended that he be granted a licence to return to the Kingdom with his household and family. Furthermore, in view of the favour he requests—and taking due account of his merits—it is proposed that he be appointed Captain of the said fleet, with all the liberties and privileges accorded to Captains of vessels on the *Carreira da Índia* (the Portuguese India Route). Should António Fialho Ferreira—whom Your Majesty has already honoured with the office of Captain-Major—be absent or unavailable, Lopo Sarmento shall assume the position of Captain-Major of the fleet arriving from China; and, should both António Fialho Ferreira and Lopo Sarmento be unavailable, either of the said Lopo Sarmento’s two sons shall succeed to the office.

Lopo Sarmento de Carvalho, resident in China,
requests that he be granted the office of *muito guarda da galé* [a senior naval administrative and fiscal post, literally ‘great guard of the galley’, historically denoting a high-ranking official responsible for the provisioning, maintenance, and financial oversight of royal galleys or, by extension in the Portuguese Asian context, of major naval vessels or fleets].
He further petitions that the agreement (pacto) stipulate that his share of the cargo—i.e., his entitlement to commercial privileges on board—shall not be assigned to the Captain of the vessel, but shall instead remain under his own control; and that he be permitted to enjoy the same prerogatives and liberties accorded to the Captains of the *naus da Índia* [Indiamen—the crown-licensed merchant ships sailing the Carreira da Índia, the official Lisbon–Goa–Macau route].

In it, he states that, having held for many years the privilege of Captain of the *mes* (a Portuguese colonial administrative and military unit) in various parts of India, he has served His Majesty therein, performing judicial functions and exercising the liberties appertaining to that office—including participation in warfare and undertaking missions of greater importance than those normally assigned to such posts (which, by their nature, do not admit of delegation to others or of assignment to subordinate officers). He further notes that Your Majesty was graciously pleased, on 15 February 1641, to permit him to depart from India—or from China, where he then resided—with his household and family, without requiring prior consent from the Viceroy; and that, should he choose to return, he would do so not as Captain of a vessel, but in another capacity. Now, however, Your Majesty has commanded the dispatch of a ship bound directly for China, where Lopo Sarmonto currently resides, and has appointed him Captain thereof—thereby facilitating his fortunate return from these distant regions. He proposes, upon arrival in China, to refit and sail directly for Portugal, disembarking at this city [i.e., Lisbon], rather than at Goa. Moreover, wishing to serve Your Majesty more effectively, he seeks permission to equip an additional vessel—either to sail separately, or, preferably, to consolidate all passengers, including his own household and family, aboard a single large ship—deeming such an arrangement highly advantageous both to Your Majesty’s service and to the preservation of the Royal Treasury.
