By special appointment, His Excellency Xīng, Magistrate of Xiāngshān County, Guǎngzhōu Prefecture, with one additional rank and eight commendations for administrative service, plus one commendation for military merit, hereby issues the following proclamation:
To the foreign headmen (*yímù*) of Macau—Wēiláiduō and others—be it known:
Pursuant to an official directive (*píngyù*) recently received from the Military and Civil Administration (*Jūnmín Fǔ*), and having personally reported thereon to the Provincial Governor (*Dūxiàn*), it has been ordered that the *jiélèisī* (a Portuguese term, here rendered as *‘Jelaisi’*, referring to the annual Macau–Canton trade delegation) shall henceforth be required, each year, to travel to Guangzhou under the same official permit (*pái*) as merchants from other foreign nations.
