The notice responds to an urgent petition submitted by foreign residents in Macau—conveyed through their designated representative, the foreign headman (Yimu), identified here as ‘Wēiluōduō’, a transliteration of the Portuguese title *Vedor*—requesting the resumption of rice shipments from Shiqi in Xiangshan County to Macau to alleviate food shortages affecting both Chinese and foreign inhabitants.
