By decree of Your Majesty dated the 28th of September last, it is ordered that a Letter from Dom Braz de Castro, dated the 25th of January of the present year, be examined in this Council, and that an opinion be consulted upon it. In this letter, he states that although the Viceroy, Dom Phelippe Mascarenhas, had received via Your Majesty's authority in 1646 a Letter concerning the favour Your Majesty had been pleased to grant him, entrusting him with the post of Captain-General of the City of Machas [Macau], for the considerations set out in the same Letter, the Viceroy did not inform the supplicant of it until the 29th of March of the past year, through the Secretary Duarte de Figueiredo de Mello, when the vessels were on the point of making the voyage to China. This was a misfortune intended to tarnish the reputation he has acquired in Your Majesty's service over so many years. Nevertheless, he replied that he did not have free will in Your Majesty's service, and was ready to fulfil whatever Your Majesty commanded. And when no answer was given to him, he went to the galiot's house where the Viceroy was, and conveyed the same to him, and what he had said to the Secretary, to which the Viceroy made no reply whatsoever. This confirmed that such a notice was merely pro forma, with no intention of being carried out, but rather given in case he should make difficulties about the journey (which he could have done without censure, given the haste with which the vessels were being dispatched). It seems to him, Dom Braz, that he should give an account of this to Your Majesty, with no further verification than the truth which he must tell his King and Lord. For, having requested a Certificate from the Secretary many times, the Secretary refused to issue it, saying he would do so at another time, and until that time, no further mention was made to him of such a journey. And that the Viceroy gives an account to Your Majesty in a different manner. He begs Your Majesty, with all due submission, that he be granted the opportunity to be heard, for the disaffection the Viceroy bears him is well known, as his representatives have represented to Your Majesty.

Dom Brás de Faria [states] that, whilst he was at an estate outside the city of Goa, the Viceroy, Dom Filipe Mascarenhas, on the twentieth of March 1647, sent the Secretary of State, Duarte de Figueiredo de Melo, to show him a letter from His Majesty [the King], of the eighth of the sixth month [August], ordering that the Viceroy should make known to the said subject the command he had issued for him to proceed to the general relief of China, inasmuch as the fortress and city of Macao required imminent defence to avert the danger in which the State found itself. This was shown to him four days before the vessels were to depart for that purpose, finding him here for our [purpose?] there was no [means of evasion?], and the Viceroy had ordered the preparations to be made, as the effects [of the order] would demonstrate. The fact that this notice was given to him at such a limited and proximate time to the departure of the vessels was understood to be because [the Viceroy] was known to be disaffected towards the said subject, whom he saw was embarking with great reluctance, so that, by excusing himself from the voyage, he might achieve that which his scant affection and hardened spirit ordinarily desired, and with which he might cause greater offence before His Majesty. And because the said subject knew well the spirit of the Viceroy, and how certain it was that he would appeal at a time when it suited the credit of a person of quality and the necessity of that favour, he dismissed [the matter] through the same secretary, stating that he had no free will for the service of His Majesty, for he was always ready to execute whatever His Excellency might order him to do, as he best understood, for the greater good. Even though it was made clear to him by the letter he was shown the emphasis with which His Majesty named only the said subject for the security of the cause of Macao, among the agents in whom he trusted, by the efficacy with which he was urged to embark at the very hour the Viceroy ordered him, and notwithstanding the reply which he had given through the secretary, the said subject went to the middle of the hall where the Viceroy was, and there he repeated the message he had sent via the secretary and the reply he had given him, offering anew, and excusing himself for not wishing to respond, how ready he was to put into execution the order of His Majesty, and all else that might be of his Royal service. To this, the Viceroy did not deign to say anything, neither yes nor no. And the said subject, conceding this, when he turned to go home, reaffirmed to him his spirit of readiness for this and all other occasions of His Majesty's service. But as the Viceroy did not deign to accept his offers, the said subject remained with the understanding that the Viceroy had no will to accept anything, for he had heard him at such a limited time. By decree of Your Majesty dated the 28th of September last, it is ordered that a Letter from Dom Braz de Castro, dated the 25th of January of the present year, be examined in this Council, and that an opinion be consulted upon it. In this letter, he states that although the Viceroy, Dom Phelippe Mascarenhas, had received via Your Majesty's authority in 1646 a Letter concerning the favour Your Majesty had been pleased to grant him, entrusting him with the post of Captain-General of the City of Machas [Macau], for the considerations set out in the same Letter, the Viceroy did not inform the supplicant of it until the 29th of March of the past year, through the Secretary Duarte de Figueiredo de Mello, when the vessels were on the point of making the voyage to China. This was a misfortune intended to tarnish the reputation he has acquired in Your Majesty's service over so many years. Nevertheless, he replied that he did not have free will in Your Majesty's service, and was ready to fulfil whatever Your Majesty commanded. And when no answer was given to him, he went to the galiot's house where the Viceroy was, and conveyed the same to him, and what he had said to the Secretary, to which the Viceroy made no reply whatsoever. This confirmed that such a notice was merely pro forma, with no intention of being carried out, but rather given in case he should make difficulties about the journey (which he could have done without censure, given the haste with which the vessels were being dispatched). It seems to him, Dom Braz, that he should give an account of this to Your Majesty, with no further verification than the truth which he must tell his King and Lord. For, having requested a Certificate from the Secretary many times, the Secretary refused to issue it, saying he would do so at another time, and until that time, no further mention was made to him of such a journey. And that the Viceroy gives an account to Your Majesty in a different manner. He begs Your Majesty, with all due submission, that he be granted the opportunity to be heard, for the disaffection the Viceroy bears him is well known, as his representatives have represented to Your Majesty.
Along with the aforementioned Letter, he presented to this Council a petition that Dom Braz de Castro made to the Patriarch of Ethiopia, requesting that, seeing as the Secretary of State refused to issue him a Certificate in

Dom Brás de Faria [states] that, whilst he was at an estate outside the city of Goa, the Viceroy, Dom Filipe Mascarenhas, on the twentieth of March 1647, sent the Secretary of State, Duarte de Figueiredo de Melo, to show him a letter from His Majesty [the King], of the eighth of the sixth month [August], ordering that the Viceroy should make known to the said subject the command he had issued for him to proceed to the general relief of China, inasmuch as the fortress and city of Macao required imminent defence to avert the danger in which the State found itself. This was shown to him four days before the vessels were to depart for that purpose, finding him here for our [purpose?] there was no [means of evasion?], and the Viceroy had ordered the preparations to be made, as the effects [of the order] would demonstrate. The fact that this notice was given to him at such a limited and proximate time to the departure of the vessels was understood to be because [the Viceroy] was known to be disaffected towards the said subject, whom he saw was embarking with great reluctance, so that, by excusing himself from the voyage, he might achieve that which his scant affection and hardened spirit ordinarily desired, and with which he might cause greater offence before His Majesty. And because the said subject knew well the spirit of the Viceroy, and how certain it was that he would appeal at a time when it suited the credit of a person of quality and the necessity of that favour, he dismissed [the matter] through the same secretary, stating that he had no free will for the service of His Majesty, for he was always ready to execute whatever His Excellency might order him to do, as he best understood, for the greater good. Even though it was made clear to him by the letter he was shown the emphasis with which His Majesty named only the said subject for the security of the cause of Macao, among the agents in whom he trusted, by the efficacy with which he was urged to embark at the very hour the Viceroy ordered him, and notwithstanding the reply which he had given through the secretary, the said subject went to the middle of the hall where the Viceroy was, and there he repeated the message he had sent via the secretary and the reply he had given him, offering anew, and excusing himself for not wishing to respond, how ready he was to put into execution the order of His Majesty, and all else that might be of his Royal service. To this, the Viceroy did not deign to say anything, neither yes nor no. And the said subject, conceding this, when he turned to go home, reaffirmed to him his spirit of readiness for this and all other occasions of His Majesty's service.
