By Royal Dispatch dated 10 June 1813, Your Excellency commands me to report whether, as is presumed, any disagreement has arisen between myself and the Bishop of Peking concerning the governance (*guisação*) of the Royal Seminary. I hereby assure Your Excellency that, on my part, no such disagreement has existed—nor ever did exist—with the Reverend Bishop on this matter. Moreover, should the contrary have been reported at Court, such a claim would be untrue; and this, I submit, becomes evident from the following considerations.
The Seminary is neither under the jurisdiction of the Bishop of Peking nor of the District. Neither prelate possesses any canonical or administrative authority over it. Consequently, no question—or grounds for disagreement—can logically arise between us on this subject. To date, I have exercised no jurisdiction whatsoever within the Seminary. I visited His Lordship the Bishop, who informed me—affirming emphatically—that the matter concerning the new seminary plan involved a fundamentally different content from that previously understood. He stated, in this present residence, that the Congregation had secured from His Royal Highness (H.R.H.) the designation of the Seminary as *his* institution, in accordance with the plan originally drawn up by the Congregation itself; and that this arrangement had been made with the consent of Dom Marcelino José da Silva, Bishop of Macau. Furthermore, His Lordship added that any alteration to this arrangement would result either in the departure of the existing priests or the appointment of others in their stead.
To these points I replied that I would seek clarification directly at the Court of His Sovereign Majesty; and that both I and the members of the Congregation, as loyal vassals, were bound to obey the Sovereign’s commands—commands which His Royal Highness had exercised with such authority over the Congregation for many years.
This approach achieved nothing. With regard to this matter, there was neither genuine concord nor even the slightest appearance of mutual understanding between the Bishop and myself.
This is the full and truthful account I am able to render to Your Excellency.
