From the Residents, Merchants, and the Curator, and other officials of this City named of God in China, prostrate before Your Highness, we kiss Your hand as loyal vassals: considering that this City is so remote and distant from those over which Your Highness holds sway, it might be forgotten due to its distance and the honor and credit it maintains for the Portuguese nation within the Chinese Empire: we have resolved to continue writing to Your Highness as we have done every year past, executing the order that Your Highness gave us in a letter dated March 1675, always sending our letters to be read by the Governor of India, and despite our efforts, it seems that these letters are not reaching Your Highness, as we have not received any favorable responses from them. We hope that the friendly letters of Your Royal Highness will reach us, as we believe that they would bring much-needed relief from the troubles we suffer. If we were present before Your Highness, this City would indeed be free from these hardships.
Please note whether it is necessary to write to His Majesty with utmost diligence.
This City has repeatedly represented in several letters to Your Holiness the miserable state of affairs, where the second in command of the Captaincy, who does not sell the larger ships to the Chinese, remains loyal to Your Highness, as per the edict issued by the same City. Furthermore, if possible, the Emperor of China and Tartary should not enter into any contracts or bear any names in his empire, and this should be observed in all his districts. By divine providence, after many years of waiting for such an opportunity, the Emperor was moved to grant exclusive trading rights to the supplicants of this City, specifically to the Third, who is known as Blessed Father Francisco de Fa, who can enjoy the same privileges as those granted to the citizens of Goa, provided that the Lord of Florim Camo allows Nani Bert to travel freely. As for the Residents and Landezes, they must continue to visit this City annually with their ships, negotiate trade with the local inhabitants, and ensure that such negotiations are conducted exclusively with the Portuguese, under the strict supervision of the provincial courts of Chão.

A commissioner was sent from this city to Batavia, requesting that no ships be dispatched to the Chinese islands without the Emperor’s consent, and that the Emperor might not be informed of this arrangement, thereby avoiding potential misinterpretation and the loss of this city, which would result in a lack of control. The consequence of this is that the Dutch will continue their activities with greater efficacy in these islands, leading to a significant conflict under the guise of peace. This matter is presented to Your Highness to seek a remedy that will benefit this city so severely affected by the actions of all European powers in this region. We also send this same warning annually to the Governor and the Government of India, hoping that they can take measures to address these issues in service to Your Highness.
Past eighty years ago, we reported to Your Highness the excesses committed by Luis de Mello Sampayo during his tenure as Captain-General.
