Take this as official notification that the same matter has been forwarded to the Viceroy of India.
I have likewise ordered that this document be obtained—though it bears the signatures of only two individuals, both of whom were deemed worthy of limited trust.
I hereby command that you cede this to His Majesty’s Council of State (Conselho de Estado), and to His Excellency the Viceroy of India (Dom António de Noronha, 1st Count of Linhares, serving 1640–1642), for their consideration.
This is to be treated as having the force of a royal letter patent (*carta régia*), particularly insofar as it concerns the appointment of a suitable candidate who may be sent to Goa at the earliest opportunity—even if formal letters patent have not yet been issued, nor can they readily be procured from the individual concerned, despite the utmost diligence exercised by Souta, the *ouvidor* (royal magistrate) of Goa.
His Majesty the King of India—the customary honorific used in Portuguese administrative correspondence to denote the monarch’s authority over the Estado da Índia—wished the Archbishop of Goa to appoint a young man of promise to serve as *feitor* (factor or fiscal agent) in the royal treasury (*fazenda*) of the Municipal Council (*Senado*) of Macau, situated in the Kingdom of China. This appointment was intended to fill the vacancy arising from the recent provision (*provisão*) issued in Goa; however, that provision met with scant satisfaction there, since no suitable candidate could be found on the mainland (i.e., within Portuguese India) for either the post itself or for service in the municipal treasury. This situation is especially regrettable given that Macau contains numerous reputable and financially substantial residents—yet none has thus far been selected, much to their dissatisfaction.
The noble and timely counsel of the Municipal Council (*Senado*) of Macau therefore strongly recommends—as indeed it ought—that qualified individuals resident in the city be considered for such offices. The Council proposes that His Majesty place its confidence in those persons whom it deems capable and trustworthy, and that it seek out candidates of proven merit for positions within the royal treasury and for the governance (*conselho e administração*) of the Republic (i.e., the civic body of Macau).
Accordingly, it appears advisable to nominate for these posts the following individuals, all duly verified and recommended by the Council:
First place: João de Abreu (confirmed as candidate);
Second place: Francisco Carvalho, a native of Canda;
Third place: António Roiz.
