By letters and reports received this year from India and Macao, this Council has come to understand that the city [of Macao] is at risk of being occupied by Castilians due to the lack of commerce in which it is engaged, and that Captain Luís de São Paio, appointed by Your Majesty, lacks the ability and authority to serve that post, since he does not possess any of the necessary credentials, and is also lacking the experience gained from voyages to Japan and the commerce of India, which are so perilous that he is unable freely to manage them due to the risk of encountering the Dutch. Moreover, although the same reports indicate that Your Majesty has very loyal people in that city, it is not possible to disregard this fear, and in order to ensure security, it appears to this Council that Your Majesty should appoint to this position a person from this Kingdom or from India who possesses sufficient authority, talent, experience, and prudence to properly manage and secure that place.
