It has come to notice that the British merchant ‘Bariluo’ (i.e., *Barilow*, a variant rendering of *Barlow*), having presented his official permit (*pizhao*), arrived at the Fujian port on 27th day of the eighth lunar month for customs inspection and subsequent reporting to the provincial authorities. Upon investigation, it was confirmed that this individual is associated with the *Barilao* (i.e., *Barlow*) vessel — a British ship — and therefore permission to unload cargo or proceed inland was withheld. The said merchant was formally instructed, via the relevant foreign headman (*Yimu*), to remain in waiting pending formal instructions from the Provincial Governor-General (*Dachen*). This directive was duly recorded and reported.
Now, we have received an endorsement dated [unspecified] from His Excellency Li, Governor-General of Guangdong and Guangxi (*Liangguang Zongdu*), stating: ‘The British merchant “Jijuo” (i.e., *Gidgell* or *Gidgell & Co.*; cf. historical variants *Chih-ch’üeh*, *Chi-ch’üeh*) has submitted a petition through the Canton Customs (*Yuehai Guan*); however, he has not specified whether his vessel is the *Barilao* ship referred to above. You are accordingly directed to comply fully with the preceding instructions.’ In addition, we have received a parallel endorsement from Mr De (i.e., *De Guo*, likely Deputy Director or Senior Official of Canton Customs), confirming the same matter.
Having received these directives, this office hereby issues the present command: All foreign headmen (*Yimu*) are required to implement the above instructions without delay, and to convey them explicitly to the said British merchant ‘Jijuo’, ordering him forthwith to return to the *Barilao* vessel and to prepare for immediate departure — under no circumstances may he linger, nor cause disturbance.
Furthermore, it has now been ascertained that ‘Jijuo’ (or his agent, ‘Ya’) has clandestinely engaged in private intercourse with another British merchant, ‘Dunzuo’ (i.e., *Dunlop* or *Dunlop & Co.*, rendered here as *Tun-tso*), in violation of maritime regulations. Such conduct clearly indicates collusion and active inducement on the part of the latter. You are therefore hereby commanded to instruct the foreign headmen strictly to admonish ‘Jijuo’ (and ‘Ya’) and to require their immediate return to their home country aboard the *Barilao* vessel. Any further instance of illicit, unauthorised contact shall be subject to rigorous investigation and punishment without leniency.
