I have the honour of informing Your Excellency that I received a reply from His Excellency the Minister and Secretary of State for Home Affairs regarding the bubonic plague, in response to my official communication, the text of which I take the liberty of transcribing:
"I have the honour to inform Your Excellency that the sanitary condition of the city of Canton has not deteriorated. There have been, and continue to be, only a few isolated cases of bubonic plague, and the disease has not assumed the epidemic character which many had feared.
