Be it known that, in accordance with your petition, the matter has been duly considered. It is reported that certain Portuguese sailors have clandestinely disembarked at Macau; that the vessel in question was anchored off the Whampoa anchorage (Pǔ), where it engaged a local boatman—acting without official authorisation—to convey the foreigners ashore; and that these individuals subsequently attempted murder and robbery along unauthorised routes. This constitutes the present case.

As the latter holds an official position of administrative responsibility, he is duty-bound to investigate such matters thoroughly.’

It is evident, however, that the said foreign official—having previously accepted the report uncritically—now persists obstinately in his erroneous position, thereby demonstrating a marked failure to comprehend the proper conduct of official inquiry. You are therefore hereby directed, with renewed urgency, to summon and interrogate the French officials Tougu A’lan’ni (Tougu d’Aulagny) and others, in order to establish the true facts of the case, and to submit a formal, substantiated report without delay.
