fut détachée de la circonscription
de la mission du Kwangtung
pour être soumise, par le Saint
Siège, à la juridiction ecclésias-
tique de l'évêque de Macao.
Toutefois, comme ce prélat
ne disposait que d'un nombre
restreint de prêtres il ne put,
jusqu'ici, songer à entreprendre
l'œuvre de l'évangélisation de
l'île, trop éloignée d'ailleurs
de sa résidence. Dans ces
conditions, la question s'est
posée au cours des dernières
années, s'il ne conviendrait
pas, dans l'intérêt de la
civilisation et de l'Église,

île à la préfecture apostolique
voisine du Kuang-tung. Cette
mission, desservie par les prêtres
des Missions étrangères de
Paris, s'est notablement déve-
loppée, depuis un certain nom-
bre d'années, et se trouverait
en état d'entreprendre, sans
trop de difficultés, l'organisation
d'un centre de mission dans
l'île d'Hainan.
Le gouvernement français
a cru pouvoir signaler l'intérêt
de la question à l'attention
du Cabinet de Lisbonne, et le
gouvernement de Sa Majesté Fidèle se montra disposé à entrer
dans les vues qui lui étaient
exposées. Certaines difficultés
d'ordre politique parurent

aisément lorsqu’on eut cons-
taté que le rattachement de
l’île d’Hainan au siège épi-

Pursuant to a proposal submitted by the Government of the French Republic in 1898 through the French Legation in Lisbon to the Government of His Most Faithful Majesty, it was agreed that the island of Hainan would be restored to the ecclesiastical jurisdiction of the Diocese of Canton—reverting to the arrangement in place prior to the agreement concluded on 23 March 1876 between the Vicar General of the Diocese of Macau and the Apostolic Prefect—subject to the following conditions:
1. In exchange for the cession of ecclesiastical jurisdiction over the island of Hainan, the jurisdiction of the Bishop of Macau shall be formally recognised over the entire Chaoqing (Chao-King) prefecture—a neighbouring administrative district adjacent to Xiangshan (Hean-Shan), over which the same prelate already exercises pastoral authority.

2nd point — That the demarcation of the territories ceded in this manner shall be undertaken as soon as practicable, subject to the prior authorisation of the Holy See.
3rd point — That the cession of jurisdiction in question shall be effected *provisoria tantum ratione* (i.e., on a provisional basis only).
The French Republic’s Government’s acceptance of the above conditions was communicated to the Government of His Most Faithful Majesty by the French Legation in Lisbon, in a *Pro Memoria* dated 13 February.

In 1875–76, the island of Hainan was detached from the ecclesiastical jurisdiction of the Guangdong Mission and placed—by decree of the Holy See—under the pastoral authority of the Bishop of Macau.
However, as this prelate had at his disposal only a limited number of priests, he was, until now, unable to contemplate initiating the work of evangelisation on the island—a task rendered yet more impracticable by Hainan’s considerable distance from his episcopal residence. Under these circumstances, the question has arisen in recent years—particularly in light of the interests of both civilisation and the Church—whether it would not be advisable…

to reattach the said island to the neighbouring Apostolic Prefecture of Guangdong. This mission—served by priests of the Paris Foreign Missions Society (Société des Missions Étrangères de Paris)—has developed significantly over recent decades and would now be well placed to establish, without undue difficulty, a missionary centre on Hainan Island.
The French government considered it appropriate to draw the attention of the Lisbon Cabinet to the importance of this matter; and the Government of His Most Faithful Majesty [i.e., the Portuguese Crown] indicated its willingness to consider the proposals advanced to it. Certain political difficulties subsequently emerged.

These difficulties could be overcome more readily once it had been established that the attachment of Hainan Island to the episcopal see of Macau had been strictly provisional—explicitly so stated in the very terms of the papal bull appointing the Bishop of that diocese—and that appropriate compensation could be offered to that prelate.
Accordingly, on 15 July last, Mr Arroyo submitted a memorandum to the Representative of the Republic of Portugal in Lisbon, setting out that the Royal Government was prepared to consent to Hainan Island being placed once again under the ecclesiastical jurisdiction of the Bishop of Canton, subject to

1. That, in exchange for the cession of Hainan, the jurisdiction of the Bishop of Macau be formally recognised over the district of Chao Hing (modern: Chaozhou Prefecture), which adjoins the district of Huan Shan (modern: Huazhou), already under his ecclesiastical authority;
2. That the demarcation of the territories to be ceded shall be undertaken as soon as practicable, subject to the prior authorisation of the Holy See;
3. That the transfer of ecclesiastical jurisdiction shall be effected *provisoria tantum ratione* (‘provisionally only’, i.e., without prejudice to any future definitive settlement by the Holy See).
Shortly thereafter, on 31 July, a *memorandum* (*pro memoria*) was submitted to M. Théophile Delcassé—then French Minister of Foreign Affairs—by the Apostolic Nuncio to Paris, confirming the Portuguese government’s stated intentions.

stating that the Holy See, for which such an arrangement would, in principle, present no difficulty, would be pleased to learn the French Government’s view on the matter.
Following this dual communication, the French Government informed the Papal Government that it would accede to Mr Arroyo’s proposals—particularly with regard to the inclusion of a *provisio tantum ratione* clause concerning the transfer of jurisdiction over the territories under consideration by both parties. These same provisions were formally brought to the attention of the Government.

Royal Decree.
During December, Mr Arroyo conveyed to Mr Bouvier his view that, in order to expedite the necessary revisions to the territorial demarcation of the Diocese of Macau, it would be advisable for the Ambassador of the Portuguese Republic to the Holy See to consult with the Ambassador of His Most Faithful Majesty (i.e., the King of Portugal) to the Holy See, with a view to jointly requesting from the Holy See a revised canonical regulation governing the Diocese of Macau and the Diocese of Guangdong.
For his part, His Excellency Archbishop Ainti declared it essential that formal agreement between the two governments be first established—so that the Holy See might proceed accordingly.

The Portuguese Government,
acting upon the proposal of the Bishop of Macau
(China), would be prepared to cede the island of Hainan to France,
with the express ecclesiastical purpose of its incorporation into the Apostolic Vicariates of Canton.
This arrangement would be conditional upon the French Government, in turn,
granting Portugal certain territories contiguous to the Portuguese city and colony of Macau.
The Holy See—while affirming that, in principle, such an arrangement would present no canonical or administrative difficulty—would welcome the opportunity to learn the French Government’s official view on this matter.

His Majesty’s Government will have no hesitation in agreeing that the island of Hainan be once again placed under the ecclesiastical jurisdiction of the Diocese of Canton, as had been the case prior to the agreement concluded on 23 March 1870 between Manuel Lourenço de Gouveia, Vicar General of the Diocese of Macau, and Zefirino Guillemincia, Apostolic Prefect. This arrangement would be effected through a new formal agreement, which must expressly include the following provisions:
I. In exchange for the transfer of ecclesiastical jurisdiction over the island of Hainan—effected in this manner—the episcopal jurisdiction of the Bishop of Macau shall be formally recognised over the entire Chaoqing (Zhaoqing) district, a region contiguous with Hainan.

The Government of the French Republic and the Government of His Majesty the King of Portugal, following consultations brought to the attention of His Excellency the Apostolic Nuncio in Lisbon, have jointly recognised that, in the interests of the evangelisation mission being carried out in southern China, certain modifications would be desirable.

The matter was brought before the ecclesiastical authorities for adjudication, involving both the Diocese of Macau and the Apostolic Vicariate of Guangdong (Kuang Tung), with respect to the island of Hainan and the Chaoqing (Chao-king) district. Consequently, the two civil administrations agreed to submit the following points to the judgment of the Holy See:
1. The island of Hainan—which had been attached in 1875 to the jurisdiction of the Bishop of Macau, *provisio tantum ratione* (i.e., provisionally, without prejudice to any future definitive arrangement)—should be transferred anew to the jurisdiction of the Apostolic Prefect (or Superior) of the Apostolic Vicariate of Guangdong.
2. Furthermore, the district of Chaoqing—

The bishop of Macau’s spiritual authority would be extended to the Chao-ch’ing district.
3. Both modifications to the jurisdiction of the diocese of Macau and of the Apostolic Prefecture of Guangdong would be implemented *provisionally only* (*provisoria tantum ratione*).
In bringing the terms of this agreement to the attention of His Eminence the Secretary of State of His Holiness, the Ambassador of the French Republic to the Holy See may only draw His Eminence’s attention to the high value attached by the French Government to the Holy See’s gracious provision for the demarcation of the diocese of Macau.

Pursuant to a proposal submitted by the Government of the French Republic in 1898 through the French Legation in Lisbon to the Government of His Most Faithful Majesty, it was agreed that the island of Hainan would be restored to the ecclesiastical jurisdiction of the Diocese of Canton—reverting to the arrangement in place prior to the agreement concluded on 23 March 1876 between the Vicar General of the Diocese of Macau and the Apostolic Prefect—subject to the following conditions:
1. In exchange for the cession of ecclesiastical jurisdiction over the island of Hainan, the jurisdiction of the Bishop of Macau shall be formally recognised over the entire Chaoqing (Chao-King) prefecture—a neighbouring administrative district adjacent to Xiangshan (Hean-Shan), over which the same prelate already exercises pastoral authority.

2nd point — That the demarcation of the territories ceded in this manner shall be undertaken as soon as practicable, subject to the prior authorisation of the Holy See.

In 1875–76, the island of Hainan was detached from the ecclesiastical jurisdiction of the Guangdong Mission and placed—by decree of the Holy See—under the pastoral authority of the Bishop of Macau.
However, as this prelate had at his disposal only a limited number of priests, he was, until now, unable to contemplate initiating the work of evangelisation on the island—a task rendered yet more impracticable by Hainan’s considerable distance from his episcopal residence. Under these circumstances, the question has arisen in recent years—particularly in light of the interests of both civilisation and the Church—whether it would not be advisable…

to reattach the said island to the neighbouring Apostolic Prefecture of Guangdong. This mission—served by priests of the Paris Foreign Missions Society (Société des Missions Étrangères de Paris)—has developed significantly over recent decades and would now be well placed to establish, without undue difficulty, a missionary centre on Hainan Island.
The French government considered it appropriate to draw the attention of the Lisbon Cabinet to the importance of this matter; and the Government of His Most Faithful Majesty [i.e., the Portuguese Crown] indicated its willingness to consider the proposals advanced to it. Certain political difficulties subsequently emerged.

These difficulties could be overcome more readily once it had been established that the attachment of Hainan Island to the episcopal see of Macau had been strictly provisional—explicitly so stated in the very terms of the papal bull appointing the Bishop of that diocese—and that appropriate compensation could be offered to that prelate.
Accordingly, on 15 July last, Mr Arroyo submitted a memorandum to the Representative of the Republic of Portugal in Lisbon, setting out that the Royal Government was prepared to consent to Hainan Island being placed once again under the ecclesiastical jurisdiction of the Bishop of Canton, subject to

1. That, in exchange for the cession of Hainan, the jurisdiction of the Bishop of Macau be formally recognised over the district of Chao Hing (modern: Chaozhou Prefecture), which adjoins the district of Huan Shan (modern: Huazhou), already under his ecclesiastical authority;
2. That the demarcation of the territories to be ceded shall be undertaken as soon as practicable, subject to the prior authorisation of the Holy See;
3. That the transfer of ecclesiastical jurisdiction shall be effected *provisoria tantum ratione* (‘provisionally only’, i.e., without prejudice to any future definitive settlement by the Holy See).
Shortly thereafter, on 31 July, a *memorandum* (*pro memoria*) was submitted to M. Théophile Delcassé—then French Minister of Foreign Affairs—by the Apostolic Nuncio to Paris, confirming the Portuguese government’s stated intentions.

Following this dual communication, the French Government informed the Papal Government that it would accede to Mr Arroyo’s proposals—particularly with regard to the inclusion of a *provisio tantum ratione* clause concerning the transfer of jurisdiction over the territories under consideration by both parties. These same provisions were formally brought to the attention of the Government.

Royal Decree.
During December, Mr Arroyo conveyed to Mr Bouvier his view that, in order to expedite the necessary revisions to the territorial demarcation of the Diocese of Macau, it would be advisable for the Ambassador of the Portuguese Republic to the Holy See to consult with the Ambassador of His Most Faithful Majesty (i.e., the King of Portugal) to the Holy See, with a view to jointly requesting from the Holy See a revised canonical regulation governing the Diocese of Macau and the Diocese of Guangdong.
For his part, His Excellency Archbishop Ainti declared it essential that formal agreement between the two governments be first established—so that the Holy See might proceed accordingly.

The Government of the French Republic and the Government of His Majesty the King of Portugal, following consultations brought to the attention of His Excellency the Apostolic Nuncio in Lisbon, have jointly recognised that, in the interests of the evangelisation mission being carried out in southern China, certain modifications would be desirable.

The matter was brought before the ecclesiastical authorities for adjudication, involving both the Diocese of Macau and the Apostolic Vicariate of Guangdong (Kuang Tung), with respect to the island of Hainan and the Chaoqing (Chao-king) district. Consequently, the two civil administrations agreed to submit the following points to the judgment of the Holy See:
1. The island of Hainan—which had been attached in 1875 to the jurisdiction of the Bishop of Macau, *provisio tantum ratione* (i.e., provisionally, without prejudice to any future definitive arrangement)—should be transferred anew to the jurisdiction of the Apostolic Prefect (or Superior) of the Apostolic Vicariate of Guangdong.
2. Furthermore, the district of Chaoqing—

Arroyo, à la date du 15 juillet dernier, remît au représentant de la République à Lisbonne un mémorandum exposant que le gouvernement royal était disposé à consentir à ce que l’île d’Hainan fût de nouveau soumise à la juridiction de l’Évêque de Canton sous la {{PAGE:8}} [Page] 1 [Main text] condition 1° que, en échange de la cession de Hainan, la juridiction de l’Évêque de Macao soit reconnue sur le district de Chao Hing, contigu à celui de Huan Shan qui relève déjà de son autorité ; 2° qu’il sera procédé aussitôt que possible à la délimitation des territoires cédés avec l’auto- risation préalable du Saint- Siège. 3° que la cession de juridiction sera effectuée sous la clause de provisoria tantum ratione. Peu après, à la date du 31 juillet, un *pro memoria* remis à M. Delcassé par le Nonce Apostolique à Paris confirmait les intentions du gouvernement portugais en {{PAGE:9}} ajoutant que le Saint-Siège, pour qui une telle combinaison ne présenterait, en thèse générale, aucune difficulté, prendrait volontiers connaissance de l'opinion du gouvernement français à ce sujet. À la suite de cette double communication le Gouvernement français fit connaître au Gouvernement pontifical qu'il donnerait son adhésion aux ouvertures de M.
