A fair wind having been reported, this Council has dispatched the two carracks accompanying this letter to Macau. Having taken cognisance of their departure, the Council understands that they are proceeding on a favourable voyage and will duly arrive at Macau (referred to here as *Amaquao*), whence they shall proceed to Goa and thence to Lisbon—the royal court—there to be provisioned and fitted out for further service. All other matters referenced herein are addressed in Minute No. 20, dated 20 May 1644.

Having duly reported to Your Majesty the impossibility encountered by the vessel *P. Ando*, previously verified by João Fábio da Caria, of continuing its voyage, it was determined that its passage should be accompanied by a pilot—yet this proved unfeasible, as the vessel could not withstand the prevailing winds and sea conditions. Your Majesty having now been apprised of this situation, and given that the route in question is known to be hazardous—indeed, several vessels have foundered there—no further attempt ought to be made along this course without due caution and appropriate navigational support. Accordingly, João Fábio has been instructed to proceed no further in this matter.

His Excellency, in accordance with the instructions issued to him,
has proceeded to inspect the two ports—namely, those of São Filipe and Praia—
and has likewise examined the anchorage facilities and the condition of the harbour works
at the latter. He reports that the port is serviceable, though its utility remains limited
by the absence of adequate quay infrastructure and by the persistent inadequacy of the breakwater.
Nonetheless, he judges it sufficient for present needs, provided that the anchorage be kept clear
and that the breakwater be reinforced. He further observes that this island of Fogo,
a dependency of the diocese of Santiago (São Tiago) in Cape Verde, lies within the ecclesiastical jurisdiction
of the Bishop of Santiago; yet, in practice, pastoral oversight remains severely deficient.
He notes the presence of a small chapel at the foot of the volcano—dedicated to Nossa Senhora da Ajuda—
but records that no resident priest serves the parish, nor is there any regular provision of sacraments.
The inhabitants, numbering approximately 1,200 souls, rely upon occasional visits from clergy based in São Filipe,
though such visits are infrequent and irregular. With regard to civil administration,
he finds the local *capitão-mor* (district governor) to be diligent but under-resourced;
the treasury remains chronically underfunded, and revenues—derived chiefly from customs duties on wine,
salt, and locally produced *aguardente*, as well as modest land rents—are insufficient to meet even basic administrative costs.
He recommends urgent intervention: first, the appointment of a resident curate for Fogo,
second, the allocation of funds for essential repairs to the breakwater and landing stage,
and third, the establishment of a formal fiscal audit to address longstanding deficiencies in revenue collection
and to prevent leakage—particularly in relation to maritime trade and the licensing of coastal vessels.

Continuing my account and sworn testimony before Your Majesty’s most honourable representative in this voyage—having recorded the particulars thereof in full—I hereby submit this final report, following my formal obligation to proceed [ILLEGIBLE] in accordance with the duties incumbent upon João, commander of this squadron, whose authority I acknowledge and under whose command I have operated.
We made landfall at the island of Fogo (Cape Verde archipelago), anchoring off Angra do Sol (a coastal locality on Fogo) and taking on artillery stores; thence we proceeded to the port of Ribeira Grande on the island of São Nicolau, where we replenished our water supplies. We then sailed for Cape Verde, arriving at the port of Porto Novo on the island of Santo Antão, where I deposited all official documents and correspondence entrusted to me by the captain-general of this expedition.
Immediately thereafter, I dispatched a boat to Sinagoga (a settlement on Santo Antão), whereupon it was provisioned with casks and taken to the spring at Pico de Sinagoga—there completing the filling of twelve pipos (traditional Portuguese water casks, approx. 30–40 litres each). During this operation, several locations were surveyed; over twenty men disembarked, and we found fertile ground there. The flagship (almiranta) of our fleet was sighted at that time, bearing the same insignia as our vessel; we learned from its crew that they had been awaiting us for five days. They reported that adverse weather conditions—including persistent fog, strong northerly winds, and heavy seas—had impeded their progress on the preceding day, and that they customarily anchored at this location during the month of August. Should Your Excellency so direct, I stand ready to deploy additional boats along the flanks (i.e., to conduct further reconnaissance or landing operations) along the coastline.

At Amboim, under pressure from the narrow pass of Alcaixor, we aligned two mortars and their large carriage (verga grande), stowing them on deck; only upon completion of the ballasting (água feita) do I expect to depart this evening—this being the twentieth day of the present month. The vessel was pursued but escorted safely, and I place my trust in divine favour. I await His grace and, in this brief and constrained time, have laboured diligently to complete so considerable a task; I rely wholly upon His hand, and commend myself to His guidance as I continue onward with Jerónimo de Vaz de Se e Ojem. João [et] do Brasil—these men, though lacking exertion, possess other competencies; notably, Jerónimo excels in navigation and in conducting himself capably among his fellow officers and crew. Moreover, he is tall and robust, and his presence here will prove beneficial: he may assist in addressing the deficiencies observed at Jergue (i.e., São Jorge da Mina), where the fortifications are in poor repair; such assistance would be of utility in mitigating these shortcomings, which remain unresolved. I also note that José de Oliveira has been instructed to prepare a copy of this dispatch, dated 20 February 1675.

Continuing my account and sworn testimony before Your Majesty’s most honourable representative in this voyage—having recorded the particulars thereof in full—I hereby submit this final report, following my formal obligation to proceed [ILLEGIBLE] in accordance with the duties incumbent upon João, commander of this squadron, whose authority I acknowledge and under whose command I have operated.
We made landfall at the island of Fogo (Cape Verde archipelago), anchoring off Angra do Sol (a coastal locality on Fogo) and taking on artillery stores; thence we proceeded to the port of Ribeira Grande on the island of São Nicolau, where we replenished our water supplies. We then sailed for Cape Verde, arriving at the port of Porto Novo on the island of Santo Antão, where I deposited all official documents and correspondence entrusted to me by the captain-general of this expedition.
Immediately thereafter, I dispatched a boat to Sinagoga (a settlement on Santo Antão), whereupon it was provisioned with casks and taken to the spring at Pico de Sinagoga—there completing the filling of twelve pipos (traditional Portuguese water casks, approx. 30–40 litres each). During this operation, several locations were surveyed; over twenty men disembarked, and we found fertile ground there. The flagship (almiranta) of our fleet was sighted at that time, bearing the same insignia as our vessel; we learned from its crew that they had been awaiting us for five days. They reported that adverse weather conditions—including persistent fog, strong northerly winds, and heavy seas—had impeded their progress on the preceding day, and that they customarily anchored at this location during the month of August. Should Your Excellency so direct, I stand ready to deploy additional boats along the flanks (i.e., to conduct further reconnaissance or landing operations) along the coastline.

At Amboim, under pressure from the narrow pass of Alcaixor, we aligned two mortars and their large carriage (verga grande), stowing them on deck; only upon completion of the ballasting (água feita) do I expect to depart this evening—this being the twentieth day of the present month. The vessel was pursued but escorted safely, and I place my trust in divine favour. I await His grace and, in this brief and constrained time, have laboured diligently to complete so considerable a task; I rely wholly upon His hand, and commend myself to His guidance as I continue onward with Jerónimo de Vaz de Se e Ojem. João [et] do Brasil—these men, though lacking exertion, possess other competencies; notably, Jerónimo excels in navigation and in conducting himself capably among his fellow officers and crew. Moreover, he is tall and robust, and his presence here will prove beneficial: he may assist in addressing the deficiencies observed at Jergue (i.e., São Jorge da Mina), where the fortifications are in poor repair; such assistance would be of utility in mitigating these shortcomings, which remain unresolved. I also note that José de Oliveira has been instructed to prepare a copy of this dispatch, dated 20 February 1675.
