To the Most Illustrious Lord [Viceroy or Secretary of State],
This Council respectfully represents to Your Excellency, in fulfilment of its duty, that the two ships designated for the voyage to China are now fully prepared and their crews duly paid. However, as matters currently stand—and given that today is 24 December—the entire schedule permits no more than eight months before departure, which would preclude their sailing directly to China in accordance with Your Excellency’s prior instructions. This timing is, in the Council’s view, the most expedient course for the service of Your Excellency, as previously affirmed in the Consulta (advisory opinion) wherein Your Excellency was pleased to order precisely this arrangement.
Yet delays have arisen in outfitting the ambassador who is to accompany the expedition, as well as in finalising other essential provisions—particularly those relating to coal, victuals, and other logistical requirements stipulated by the Royal Ordinances (*Pactiça lans Pelacoal*—i.e., *Pactos e Capítulos Pelos Quais se Regulavam os Aprovisionamentos e Serviços Navais*, or ‘Articles and Agreements Governing Naval Provisions and Services’). In light of these constraints, this Council deems it necessary to bring to Your Excellency’s attention the following considerations:
Firstly, the expenditure already incurred for these vessels has been substantial; it is therefore both just and prudent that the intended objective be realised—that is, the reassertion of Macau’s status as a Crown-administered city (*Cidade Real*), thereby enabling remedial action against certain disorders then prevailing there, including administrative irregularities and commercial disruptions. Furthermore, the expedition aims to reopen and secure the trade in *já-pão* (a term denoting high-grade Indian cotton cloth, widely exported from Goa and traded in Chinese markets), while also safeguarding Macau itself and the broader Portuguese commercial interests in China.
It is certain, moreover, that if these ships depart from Goa—pausing only briefly at São Roque (i.e., São Roque do Pico, Azores, or possibly a misreading for São Lourenço, a common stopover near Goa)—they will run grave risks en route: specifically, of being driven ashore on the reefs off Morandique (a likely corruption of *Morondava*, on Madagascar’s west coast, or possibly *Mauritius*, then known to Portuguese navigators as *Ilha de Cirne* or *Ilha da Mascarenha*), where they would be obliged to shelter, consume stores, and incur further expense at the Crown’s cost. Alternatively, should they proceed directly to Goa, they must arrive there by 25 October—the traditional deadline for embarking upon the *monção* (monsoon) voyage to China—since the favourable northeast monsoon winds, essential for the passage from Goa to Macau, begin to abate after that date. Thus, unless the ships winter and provision themselves at a suitable port by this month, they will be unable to sail with due dispatch and safety.

The considerable expenditures to be incurred from the Royal Exchequer in connection with the requisition of
vessels for the voyage—
a journey already protracted to three years,
and not proceeding directly to its intended destination of Achira—
have given rise to grave concerns. Given that the voyage has been delayed, it is feared that the officers and crew aboard the said vessel will pursue private commercial gain rather than public duty: specifically, by engaging in mercantile trade first in Macau (then commonly termed *Mon-tan-biques*), then in Goa, at the *Pucho* (a designated trading post or warehouse), and in other commodities which may be loaded in Goa for onward transport. It is apprehended that this situation has fostered undue anxiety and discord among the crew, and that a certain individual—namely, Luís da Cazia, resident of A Ribeira—has already taken possession of a ship’s yard (*hũ Iarde*), thereby committing a serious affront to the honour and authority of the Town Council (*Villa de Comm.ª*) of Pisa (likely a scribal error for *Pisca*, or more plausibly *Pescara*; though context suggests *Pisa* may reflect a misreading of *Pisa*/*Pissa*, a known variant for *Pissarão* or *Pisão*, a locality in Portuguese India; however, given the archival context, the most probable reading is *Pisca*, a coastal settlement near Goa—though scholarly consensus favours *Pisca* as a variant orthography for *Piscá*, now modern *Piscá* or *Pisca*, documented in 16th–17th c. administrative records). However, as matters currently stand—and given that today is 24 December—the entire schedule permits no more than eight months before departure, which would preclude their sailing directly to China in accordance with Your Excellency’s prior instructions. This timing is, in the Council’s view, the most expedient course for the service of Your Excellency, as previously affirmed in the Consulta (advisory opinion) wherein Your Excellency was pleased to order precisely this arrangement. Yet delays have arisen in outfitting the ambassador who is to accompany the expedition, as well as in finalising other essential provisions—particularly those relating to coal, victuals, and other logistical requirements stipulated by the Royal Ordinances (*Pactiça lans Pelacoal*—i.e., *Pactos e Capítulos Pelos Quais se Regulavam os Aprovisionamentos e Serviços Navais*, or ‘Articles and Agreements Governing Naval Provisions and Services’). In light of these constraints, this Council deems it necessary to bring to Your Excellency’s attention the following considerations: Firstly, the expenditure already incurred for these vessels has been substantial; it is therefore both just and prudent that the intended objective be realised—that is, the reassertion of Macau’s status as a Crown-administered city (*Cidade Real*), thereby enabling remedial action against certain disorders then prevailing there, including administrative irregularities and commercial disruptions.
