Álvaro Semedo of the Society of Jesus, Procurator General of the Province of China, submitted a petition to this Council in which he states that, on behalf of the Fathers of that mission, he has previously presented a request concerning the extreme poverty of the churches and their present state of ruin—conditions arising from the non-payment of their regular stipends for a period of twenty years, despite repeated appeals. These arrears have accumulated further, as the missionaries have continued their work in hardship, deprived even of the means to preach the Gospel. Moreover, they have rendered significant service to Your Majesty in that monarchy since the founding of the City of Macau. Yet nothing has been granted in response to their petitions. The sum owed exceeds fifty thousand cruzados—indeed, one hundred and fifty thousand—and is not payable in coin, but rather in two drafts upon Locoambique, due immediately. Given the pressing necessity, Your Majesty’s conscience-bound obligation to provide due assistance has now become urgent; or else expedite an official inquiry through the Reverend Judge of the Inquisition, as such matters require diligent examination. It is exceedingly difficult to find remedies for these hardships, and without prompt intervention, the relief sought by those Fathers will remain unattainable, etc. Furthermore, for another matter requiring information, Terbo was designated to conduct the inquiry, but he lost his authority through formal deposition, though others deemed suitable were appointed. These arrears have accumulated further, as the missionaries have continued their work in hardship, deprived even of the means to preach the Gospel. Moreover, they have rendered significant service to Your Majesty in that monarchy since the founding of the City of Macau. |
