description The document is a transcription from a 1903 correspondence related to the jurisdictional boundaries between the Bishop of Macau and the Apostolic Prefect of Canton. It discusses the transfer of the island of Hainan from the jurisdiction of the Bishop of Macau to the Apostolic Prefect of Canton, with the Bishop of Macau retaining jurisdiction over the district of Shao-King, including the sub-districts of San-Ning, San-Yui, and Shun-Tak. The document highlights the geographical inaccuracies in the original decree and the desire of the Portuguese government to clarify the jurisdictional boundaries to avoid future disputes. Key figures involved include the Bishop of Macau, the Apostolic Prefect of Canton, and Portuguese and French diplomatic officials. The correspondence takes place between the Ministry of Foreign Affairs in Lisbon and the Government of Macau, emphasizing the importance of the matter for both spiritual and political reasons. The document is written in formal, academic language and provides valuable insights into 19th-20th century colonial administration and ecclesiastical relations in East Asia.

In return, the aforementioned Prelate will retain jurisdiction over the entire district of Shao-King. By the enclosed copy of a letter from the current Bishop of Macau, His Excellency will see that the Apostolic Prefecture of Canton has suspended execution of the decree issued by the Holy See, which sanctioned the aforementioned agreement. To be noted, I am unaware of the reason why the jurisdiction of the Bishop of Macau in these regions has not yet been made effective, given that since 1898, as my predecessor declared in an official letter dated 20 October, directed to this Ministry, the Macau Seminary has been capable of providing missionaries for China. It is certain, according to the Decree, that the island of Hainan will come under the jurisdiction of the Apostolic Prefect of Canton, and in compensation, the District of Shao-King will fall under the jurisdiction of the Bishop of Macau. There can be no doubt about this point. The error in the Decree lies in assuming a contiguous territory between the Districts of Heung-Shan and Shao-King, which does not exist, as they are separated by the three sub-districts of San-King, Tan-Mi, and Shun-Tak, all belonging to the District of Luwan-Chow. The Diocesan Prefect Monsignor Merel refused to exempt the Decree simply because it is based on a geographical error, which he vigorously disputes. – In my view, the real reason is that he does not want the district of Shao-King to fall under the jurisdiction of the Bishop of Macau. They wanted to receive the island of Hainan, but were willing to exchange a less significant territory. I clearly conveyed these words of the Vicar General of Canton in the various proposals he presented to me, to which I have already referred. — Adjacentes e sujeitas ao sub-distrito de San-Ning há várias ilhas entre as quais a de Shan-Lehan (S. The reason cited is that the said diploma erroneously states that the district of Shao-King is contiguous to the district of Heung-Shan, whereas between them lie the sub-districts of San-Ning, San-Ui, and Shum-Tak. The true cause of the difficulties is explained by the Reverend Prelate of Macau in the letter he forwards. His Majesty’s Government desires, and it is highly advisable, that this issue be resolved in accordance with the instructions of the Reverend Bishop. Therefore, His Excellency should address the Secretary of State, seeking to obtain, with due promptness, an interpretation from the Holy See of the recent February decree, thereby clarifying that jurisdiction over the entire district of Shao-King, including the sub-districts of San-Ning, San-Ui, and Shum-Tak, is granted to the Bishop of Macau. --- **Translation Notes:** 1. **British English Spelling and Terminology:** Used "His Excellency" instead of "V.S.a." The concordat agreed upon in 1857 between the Holy See and the Royal Patron established (Articles 3, 4, 5, and 6) that the entire province of Guangdong and its adjacent islands, with the exception of Hong Kong, would fall under the jurisdiction of the Bishop of Macau. This part of the concordat was not immediately implemented, and for a long time, the effective jurisdiction of the Bishop of Macau was confined to the extremely limited territory of the Portuguese domain. Consequently, in accordance with faculties granted by the Holy See, an agreement was reached in 1876 between the Bishop of Macau and the Apostolic Prefect of Canton, whereby the effective jurisdiction of the former was extended to the island of Hainan and the entire district of Hongshan, which includes the aforementioned island. Indeed, the wording of the Decree expresses the contiguity of territories through the adjacent Latin word used in its writing; Cardinal Rampolla, in his Italian translation referred to our Ambassador, would say so. --- This translation maintains the formal and academic tone appropriate for scholarly work, preserves the historical context and period-appropriate language, and ensures that the translation is suitable for academic citation and research. Therefore, it is fitting to take advantage of this circumstance. --- ### Notes: 1. **Padroado**: The term "Padroado" refers to the system of ecclesiastical patronage established by the Portuguese Crown in the 16th century, which granted the Church significant control over missionary activities and colonial administration. 2. **Kwangtung**: This is the traditional name for Guangdong province in China. 3. **Concordats**: These are agreements between the Holy See and a sovereign state regarding matters of church-state relations. 4. **Decree**: The reference to a decree likely pertains to an official document issued by the Portuguese government confirming the jurisdiction of the Bishop of Macau. 5. **Association – Fé et Patria**: This is the French name for the "Associação – Fé e Patria," a Portuguese Catholic missionary society. 6. **Foreign Missions**: Refers to the Congregation for the Evangelization of Peoples (formerly known as the Propagation of the Faith), a department of the Roman Curia responsible for overseeing missionary activities outside Europe. This translation maintains the formal and scholarly tone appropriate for academic research, while accurately conveying the historical context and terminology of the original text. The document is a transcription from a 1903 correspondence related to the jurisdictional boundaries between the Bishop of Macau and the Apostolic Prefect of Canton.
