Infatti la Santa Sede nello stabilire la nuova circoscri- zione, si basava sui documenti ad essa presentati dai due Go- verni portoghese e francese, e particolarmente sulle Note e Memorie, consegnate rispet- tivamente dalle due Amba- sciate. Ora, in nessuno di tutti i documenti presentati si parla della cessione delle tre accennate sotto-prefetture; mentre invece s'insiste sem- pre sulla cessione, quanto al- la giurisdizione, dell'intero {{PAGE:4}} distretto di Chao-King. Che se nel Decreto di « Propaganda questo distretto è stato indica to siccome adiacente a quello di Hean-Shien, sul quale il Ve. scovo di Macao esercitava già la sua giurisdizione, ciò è av- venuto perché così era stato indicato alla Santa Sede dai due Governi, e segnatamente dalla Nota dell' Eccellenza Vostra sotto la data degli 11 Marzo 1901 e dal Pro-Me. moria della stessa Eccellenza Vostra rimesso in data dei 20 Ottobre 1912. Questo errore geografico però non toglie che la domanda dei due Governi si riferisse al solo ed intero Di stretto di Chao-King. Poichè dunque la domanda risguar dava il Distretto di Chao- King, e le tre sotto-prefetture di San-Ning, San-Oui e Shien-Cak non dipendo. {{PAGE:5}} no nè dal Distretto di Chao- King, nè da quello di Hean- Hien, la Santa Sede non poteva comprenderle nella concessione. Tutto questo la Santa Sede deve dichiarare in o- maggio alla verità, senza entrare a scrutare quale sia stata l'intenzione dei due Governi, portoghese e francese nel fare l'accordo e nel presen- tare ad essa le rispettive do- mande.
