Upon submission of the four petitions appended hereto, His Excellency the Viceroy shall be presented with them.
Some concessions are granted: namely, a licence is hereby issued to Gonçalo Ferraz (also recorded as *Ferraz de Lemão*)—together with his wife and family—to travel to this Realm [i.e., the Kingdom of Portugal], in view of their having commercial affairs requiring their personal attendance and resolution. They request permission to embark aboard one of the two ships presently under royal commission; however, no vessel has yet been designated for this purpose.
Licence is likewise extended to Francisco da Silva (of São Paulo) to accompany Gonçalo Ferraz on the same voyage, subject to the following conditions:
(i) That Francisco da Silva be formally appointed to the captaincy of the said ship, thereby enabling him to discharge his duties in the service of His Majesty; and
(ii) That he be authorised to transport, alongside his own effects, the goods and chattels belonging to his kinsmen—whose property is to be loaded aboard the vessel—thereby ensuring greater security for all concerned.
This arrangement has been duly communicated to the Council, which recommends that His Majesty grant the requested licence without delay, authorising both Gonçalo Ferraz and Francisco da Silva—as well as their respective wives and families—to depart for the Kingdom of Portugal. Furthermore, the Council advises that Gonçalo Ferraz be granted a formal *provisão* (royal warrant), stipulating that, should he die during the voyage, Francisco da Silva—travelling in his company—shall assume full authority over the estate and effects entrusted to Ferraz, acting in accordance with the interests of His Majesty’s service and those of Ferraz’s surviving kin.

Your Majesty having resolved, upon due consideration of this matter, to grant the petition submitted by Francisco da Silva of São Paulo—requesting permission to return to this Realm—the petitioner subsequently presented a further memorial to Your Majesty, which Your Majesty was pleased to refer to this Council. In it, he states that he has served His Majesty for twelve years in the said territories; that he is currently stationed in China, where no more than two thousand Portuguese residents dwell in that city; and that, by virtue of his extensive experience in military affairs, he would be of greater utility to Your Majesty’s service within this Realm. He further pleads that regard be had to his standing as a man of considerable probity and integrity, and that, should he remain absent, his household and estate will inevitably fall into ruin—particularly as he and his brother both served in those parts: his brother, Gaspar de Azevedo of São Paulo, having been killed by enemy forces. Accordingly, he petitions Your Majesty to grant him the favour of a licence to return to this Realm.
Having examined the matter, and finding no impediment arising from the Queen Regent’s authority in China (to whom the petition was originally addressed), and bearing in mind Your Majesty’s prior concession of such licence, the Council has reviewed the said memorial and hereby affirms the decision already taken by Your Majesty. This present record thus confirms—*in addition to* the licence previously granted by Your Majesty to Agostinho Ferraz de Lemos—the same privilege extended to the petitioner.

Upon submission of the four petitions appended hereto, His Excellency the Viceroy shall be presented with them.
Some concessions are granted: namely, a licence is hereby issued to Gonçalo Ferraz (also recorded as *Ferraz de Lemão*)—together with his wife and family—to travel to this Realm [i.e., the Kingdom of Portugal], in view of their having commercial affairs requiring their personal attendance and resolution. They request permission to embark aboard one of the two ships presently under royal commission; however, no vessel has yet been designated for this purpose.
Licence is likewise extended to Francisco da Silva (of São Paulo) to accompany Gonçalo Ferraz on the same voyage, subject to the following conditions:
(i) That Francisco da Silva be formally appointed to the captaincy of the said ship, thereby enabling him to discharge his duties in the service of His Majesty; and
(ii) That he be authorised to transport, alongside his own effects, the goods and chattels belonging to his kinsmen—whose property is to be loaded aboard the vessel—thereby ensuring greater security for all concerned.
This arrangement has been duly communicated to the Council, which recommends that His Majesty grant the requested licence without delay, authorising both Gonçalo Ferraz and Francisco da Silva—as well as their respective wives and families—to depart for the Kingdom of Portugal. Furthermore, the Council advises that Gonçalo Ferraz be granted a formal *provisão* (royal warrant), stipulating that, should he die during the voyage, Francisco da Silva—travelling in his company—shall assume full authority over the estate and effects entrusted to Ferraz, acting in accordance with the interests of His Majesty’s service and those of Ferraz’s surviving kin.

Your Majesty having resolved, upon due consideration of this matter, to grant the petition submitted by Francisco da Silva of São Paulo—requesting permission to return to this Realm—the petitioner subsequently presented a further memorial to Your Majesty, which Your Majesty was pleased to refer to this Council. In it, he states that he has served His Majesty for twelve years in the said territories; that he is currently stationed in China, where no more than two thousand Portuguese residents dwell in that city; and that, by virtue of his extensive experience in military affairs, he would be of greater utility to Your Majesty’s service within this Realm. He further pleads that regard be had to his standing as a man of considerable probity and integrity, and that, should he remain absent, his household and estate will inevitably fall into ruin—particularly as he and his brother both served in those parts: his brother, Gaspar de Azevedo of São Paulo, having been killed by enemy forces. Accordingly, he petitions Your Majesty to grant him the favour of a licence to return to this Realm.
Having examined the matter, and finding no impediment arising from the Queen Regent’s authority in China (to whom the petition was originally addressed), and bearing in mind Your Majesty’s prior concession of such licence, the Council has reviewed the said memorial and hereby affirms the decision already taken by Your Majesty. This present record thus confirms—*in addition to* the licence previously granted by Your Majesty to Agostinho Ferraz de Lemos—the same privilege extended to the petitioner.
