Terbo a honra, de levar ao conhecimento de V.ª. o seguinte, de que em conto informar a V.ª. no fim do trimestre, mas que o faço desde já, por haver uma certa analogia entre o que vou ter a honra de expor a V.ª., e o despacho com que em data de 8 novembro V.ª. me honrou para que enviara à Secretaria d'Estado ao meu cargo de 1.ª. e suprava dos explosivos que existente.
§. 1º.
Em 27 de março subseqüente (off. nº 2B) tive a honra d'expôr a V.ª. como eu havia resolvido a questão da fallência de V.ª. do Rosario, e da forma porque estava pagado aos credores.
Em 3 de julho (off. 8B) repava em a V.ª. me ordenasse a quem entregor a quantia de $20.000, créditos de Alliston & Cº, pois que esta firma não aparecia e eu sabia por informações do meu

O consul, se é chamado, cobra os
dividos que pode, e distribui o total
proporcionalmente pelos credores.
Tudo que leva a crer que a falência
de Alliston & Cº foi como os
que acabo de explicar, pois

nem selle, nem sa forma porquê
desaparecem, por mais delípencia,

aos chineses, o estabelecem-se nas

I have the honour of bringing to Your Excellency’s attention the following matter, which I intended to report at the end of the quarter, but am presenting without delay due to a certain similarity between the subject I now have the honour of submitting to Your Excellency and the dispatch by which, on 8 November, Your Excellency was pleased to instruct me to forward to the Ministry of State under my charge the first account and supplementary details regarding the existing stock of explosives.
§1. On 27 March of the following year (despatch no. 2B), I had the honour of informing Your Excellency how I had resolved the issue concerning the bankruptcy of V. A. Before proceeding further, I must clarify the following matter concerning the public manner in which certain bankruptcies have been declared here. There was here in Canton a 'Hotel Victoria', owned by certain Chinese individuals and managed by the astute Portuguese national T. da Cruz; according to what he told me, it was more of a tavern of the kind about which none would speak, rather than resembling the recently opened 'Hotel Victoria' in Canton, which is a genuine hotel in the modern sense. I should further inform you that it is common for shrewd Portuguese nationals to manage small commercial establishments here, particularly since such activities are prohibited to Chinese subjects. As a result, these businesses are established within the Shamshuipo concessions, and are therefore registered under the name of a subject of a European nation.

Terbo a honra, de levar ao conhecimento de V.ª. o seguinte, de que em conto informar a V.ª. no fim do trimestre, mas que o faço desde já, por haver uma certa analogia entre o que vou ter a honra de expor a V.ª., e o despacho com que em data de 8 novembro V.ª. me honrou para que enviara à Secretaria d'Estado ao meu cargo de 1.ª. e suprava dos explosivos que existente. §. 1º. Em 27 de março subseqüente (off. nº 2B) tive a honra d'expôr a V.ª. como eu havia resolvido a questão da fallência de V.ª. do Rosario, e da forma porque estava pagado aos credores. Em 3 de julho (off. 8B) repava em a V.ª. me ordenasse a quem entregor a quantia de $20.000, créditos de Alliston & Cº, pois que esta firma não aparecia e eu sabia por informações do meu {{PAGE:2}} colhja em Hounkhouy que elle tinha fallido. Digno-se o mesmo chorado Muita Condeheiro Lobo d'Avila responder-me em seu despacho de 23. Agosto, ou devantemente que estefaze queda quantia ao credor, ou absente, trador da firma fallida. Antes de proceder, devo esclarecer o seguinte, sobre a forma publica porque aqui se declararam certos fallidos. Um terreno abre como taberna, e ja mais ordinaria que seja, da-Me o pormenor nome de "Hotel" regrido d'un titulo maior, para foso ainda, ou intitular-se fique te como presente d'uma firma comercial, a que nunca se exigue d'accrescentar ao seu nome "e com pombio". Verde a creditar as belis, e a medito {{PAGE:3}} permite que os devedores se desistam com o jogo que lhes proporciona. Chega um dia em que a receita não cobro a dívida, fecha a porta, dando-se por falido, ou entrega aos credores do seu conselho uma relação, às vezes, a tapis, do que deve, e dos dividos que já não pode cobrar. O consul, se é chamado, cobra os dividos que pode, e distribui o total proporcionalmente pelos credores. Tudo que leva a crer que a falência de Alliston & Cº foi como os que acabo de explicar, pois que ninguém me da publicidade nem selle, nem sa forma porquê desaparecem, por mais delípencia, que eu tenho feito. Continuam, pois, em meu poder aquele, 20 dólares, e 80 avos, {{PAGE:4}} §. 2. Outro caso que tenho a apresentar a V.ª e identico. Havia aqui em Cantão um "Hotel Victoria", pertencente a uns chineses, e de que era gerente o subútil portu- guês T. da Cruz; pelo que me contou, era uma taberna como aquelles, de que nenhum de falar, e não como o "Hotel Victoria" recentemente aberto em Cantão, e que é um verdadeiro hotel. Devo ainda informar que a frequen- cia com que aparecem aqui os subútils portugueses gerindo pequenas casas de commercio, e sendo os ser proibidos aos chineses, o estabelecem-se nas concentrações de Shamseen, e por isso elles abrem essas casas de com- mercio em nome d'um subútil duma nação europeia. {{PAGE:5}} CANTÃO Ora aquelle chamado "Hotel Victoria" declarou-se falido pela forma forse acima dêco dito, no tempo em que o concel inglês D. Brenau fez o recono escriturado. D. Brenau encarregou o seu vice concel Bourne, de Cobras as dividas, e paps aos credores. Durante tivni conta deste concel todo fallon-me o vice concel n'aquele assumpto, não que corrio nod era imposte, e elle tinha muito que fazer, depois me poria ao facto a quarta. Depois, por tanto, não só pra defensiva para com elle, mas para com o concel que gosira o recibo concelado. També depois, que elle fez o que pode, cobrando-lhe ainda $ 9.60 que me entujou ha taluy tres muge, dizendo-me que procuraria qualquer documento que ainda possera ter {{PAGE:6}} she tal assumpto. Na occasião de me entregar aquella quantia (da que lhe pano recebo) entregem-me também um envelope enorme cheio de docu- mentos, se documentos se lhe podem chamar, como os 4 que juntó, quais Tudo de 15 e 20, o que tem de peso talvez um filho, tal é a quantidade! Aqueles $9.00 já elle não sabia a quem os entregar. No princípio do commentário foi o Vice comand Dourme Trau ferido para Shanghai, sem que eu ou ele possam sê-lo, saber alguém aquella quantia pertence, ou auto, porquê se deveria distribuir, nem possibilidades me parece que haja de o rir a saber. Lembre-me, pois, propor a V.S. {{PAGE:7}} 1, 19, 22, 24, 25, 26, 29, 34, 32 que aquella quantia de $ 20\frac{1}{100}$ de Alliston & Cº, e esta de $ 9\frac{6}{100}$ do Hotel Victoria entreme no cofre do consulado como receita para o Estado; e se algum dia, contra teso, a proba diversos, apparecer alguém a reclamal em pedir autorizaçõ a p.ª. para os entregos, re me parece de justiça.
