Jorge de Albuquerque, e Jorge de Lobo foram arrematados, e devem ir a Malaca com Navio, que V. Excia. tomou dos tres que ficaram Vieras da Índia, como Mg.º tem dito. As previously instructed, the *prêos* (customs dues) at Louçano were levied, and it was ordained that each party should receive the royal grace individually, accompanied by the promise that glory would be conferred upon the sea into which the vessel would embark and undertake this voyage. In accordance with this directive, the order was issued from the lighthouse (*faro*) of Faz on 7 October 1644.

The Count of Aveiras, Viceroy of India, in a letter dated 30 December of the preceding year (1643), reporting on vessels arriving from Europe destined for that territory, informs His Majesty that the *via do Paracu*—the route taken by António Ruiz Chaminha, later designated the *Praça da Costa* (Coastal Station)—had submitted to His Majesty an account of events occurring during the tenure of the late Viceroy, including details of assessments (*avaliações*) and levies (*lezões*) imposed by the latter; and that three ships had been dispatched: the first, having foundered at the Cape due to the breaking of the *Mato* (a navigational hazard or reef), was the *Tutulorim*, from which the voyage could not proceed. The second ship arrived safely at Goa. The third, however, having sailed from Cochin, remains unlocated; its precise whereabouts are unknown. It is presumed—though not confirmed—that this vessel, like the others, has been detained at the fortress of Malacca. His Majesty is further informed that the English captain Nabiga was killed in combat against our forces; yet no definitive intelligence has been obtained concerning the disposition of the English squadron. According to reports received from the same Flemish (i.e., Dutch) authorities, the English are reported to be in good health and have written from Malacca to the *Dademe* (a Portuguese administrative title, possibly denoting the *Dádeme* or *Dádeme de Malaca*, a local official or representative). On this basis, it is anticipated that a substantial consignment of silver (*pagadeus*) intended for China will soon arrive; meanwhile, the Viceroy expresses deep concern over Goa’s increasing political and economic isolation from the wider Estado da Índia. A further vessel is reported to be en route from Manila, but has been detained at Desorello (a port or anchorage, possibly near Macau or in the South China Sea) without having effected any commercial transaction. Nevertheless, the Viceroy continues to govern and administer affairs accordingly. Moreover, he notes that provisions (*abíl*, i.e., *aviamento*—supplies, victuals, or naval stores) have been requisitioned and allocated (*amondado*) under the authority of Your Excellency (*V. Ex.ª*); and that the procurement of general commodities (*géneros*)—for which formal requisition orders (*cartas de requisição*) have been issued—is now proceeding satisfactorily, as confirmed by recent reports from the *Glesbra* (likely a corruption of *Glossa* or *Glosa*, referring to a financial or administrative ledger or audit office); and that these measures are being duly executed.

Certain Portuguese soldiers have embarked for Malacca under the command of Luís de Cardoso, Captain-General of Malacca, and São Manuel. Accompanying them is the Bishop of that diocese, who holds the dual office of Governor of the Diocese of Malacca and Commissioner of the Holy Office (Inquisition). All parties having assembled, they jointly subscribe to this edict at Malacca.
The Council is of the opinion that an account should be rendered to the Most Reverend Archbishop of Goa—His Excellency having been duly informed—so that he may be apprised of the events which befell the vessel, as well as of the state of the churches established in China by the Divine King of the Indies, pending the return of the ship either to Malacca or to Macau, both of which fall within the jurisdiction of the Estado da Índia.
Jorge de Albuquerque and Jorge de Lobo have been contracted (arrematados) for service and are required to proceed to Malacca aboard the vessel which Your Excellency has selected from among the three ships remaining in India following the arrival of the Vieras fleet, as the Most Reverend Archbishop has previously indicated. In consideration of the expenses incurred during the recent reception and provisioning, the Most Reverend Archbishop has directed the Count of Foz to dispatch a *contada abreviada* (a summary financial statement), together with an inventory of the State’s assets—including church bells and other ecclesiastical and civil effects—and related documentation. This instruction pertains also to Bishop Pinha (Pinaça), whose appointment was communicated via Malacca and who is now preparing to embark there; he is to assume custody of the two aforementioned *dezis* (a term denoting ecclesiastical fiscal officers or commissioners, here possibly referring to agents entrusted with revenue collection or administrative oversight). As the two vessels which recently departed for Malacca carried the same *dezis*, these officials were placed under the joint supervision of the *Bandeijes* (a colonial administrative title, likely designating local revenue collectors or district magistrates), and remain in their charge. Nevertheless, the risk entailed in this arrangement—though not negligible—is mitigated by the fact that, should any difficulty arise, Malacca retains ready communication with the Chaplaincy (*Cabellão*) and the Archbishop of Manila; similarly, recourse may be had to the Bishop of Espelheiro (a variant rendering of ‘Espelho’), whose see lies either in Bate (possibly a transcription error for *Bataan* or *Batangas* in the Philippines) or in Sida (likely a misspelling of *Cebu* or *Zamboanga*), both jurisdictions being linked administratively with Malacca through the ecclesiastical province of Manila.

At the Consultation held before His Majesty’s Council of State in August last, it was resolved that a vessel should be dispatched to China. Nevertheless, we have now received notification from the Viceroy of India concerning the seizure by Chinese mandarins of the three vessels recently sent—just as occurred previously. The same danger may well have befallen the two vessels which had sailed from China, for the maritime route thither is no less hazardous. It was therefore deemed prudent to await further intelligence regarding the fate of the aforementioned vessels; and, should they arrive safely, sufficient readiness would thereby be secured to implement the method of ‘Ua Atardesma Conservação’ [lit. ‘a delayed conservation’, i.e., a provisional or interim administrative measure for safeguarding assets or personnel pending definitive instructions] as directed by His Majesty. Conversely, should the vessels from China have encountered a peril analogous to that suffered by those departing from Goa, then dispatching another vessel at present would merely entail exposing it to an equivalent risk.

The Count of Aveiras, Viceroy of India, in a letter dated 30 December of the preceding year (1643), reporting on vessels arriving from Europe destined for that territory, informs His Majesty that the *via do Paracu*—the route taken by António Ruiz Chaminha, later designated the *Praça da Costa* (Coastal Station)—had submitted to His Majesty an account of events occurring during the tenure of the late Viceroy, including details of assessments (*avaliações*) and levies (*lezões*) imposed by the latter; and that three ships had been dispatched: the first, having foundered at the Cape due to the breaking of the *Mato* (a navigational hazard or reef), was the *Tutulorim*, from which the voyage could not proceed. The second ship arrived safely at Goa. The third, however, having sailed from Cochin, remains unlocated; its precise whereabouts are unknown. It is presumed—though not confirmed—that this vessel, like the others, has been detained at the fortress of Malacca. His Majesty is further informed that the English captain Nabiga was killed in combat against our forces; yet no definitive intelligence has been obtained concerning the disposition of the English squadron. According to reports received from the same Flemish (i.e., Dutch) authorities, the English are reported to be in good health and have written from Malacca to the *Dademe* (a Portuguese administrative title, possibly denoting the *Dádeme* or *Dádeme de Malaca*, a local official or representative). On this basis, it is anticipated that a substantial consignment of silver (*pagadeus*) intended for China will soon arrive; meanwhile, the Viceroy expresses deep concern over Goa’s increasing political and economic isolation from the wider Estado da Índia. A further vessel is reported to be en route from Manila, but has been detained at Desorello (a port or anchorage, possibly near Macau or in the South China Sea) without having effected any commercial transaction. Nevertheless, the Viceroy continues to govern and administer affairs accordingly. Moreover, he notes that provisions (*abíl*, i.e., *aviamento*—supplies, victuals, or naval stores) have been requisitioned and allocated (*amondado*) under the authority of Your Excellency (*V. Ex.ª*); and that the procurement of general commodities (*géneros*)—for which formal requisition orders (*cartas de requisição*) have been issued—is now proceeding satisfactorily, as confirmed by recent reports from the *Glesbra* (likely a corruption of *Glossa* or *Glosa*, referring to a financial or administrative ledger or audit office); and that these measures are being duly executed.

Certain Portuguese soldiers have embarked for Malacca under the command of Luís de Cardoso, Captain-General of Malacca, and São Manuel. Accompanying them is the Bishop of that diocese, who holds the dual office of Governor of the Diocese of Malacca and Commissioner of the Holy Office (Inquisition). All parties having assembled, they jointly subscribe to this edict at Malacca.
The Council is of the opinion that an account should be rendered to the Most Reverend Archbishop of Goa—His Excellency having been duly informed—so that he may be apprised of the events which befell the vessel, as well as of the state of the churches established in China by the Divine King of the Indies, pending the return of the ship either to Malacca or to Macau, both of which fall within the jurisdiction of the Estado da Índia.
Jorge de Albuquerque and Jorge de Lobo have been contracted (arrematados) for service and are required to proceed to Malacca aboard the vessel which Your Excellency has selected from among the three ships remaining in India following the arrival of the Vieras fleet, as the Most Reverend Archbishop has previously indicated. In consideration of the expenses incurred during the recent reception and provisioning, the Most Reverend Archbishop has directed the Count of Foz to dispatch a *contada abreviada* (a summary financial statement), together with an inventory of the State’s assets—including church bells and other ecclesiastical and civil effects—and related documentation. This instruction pertains also to Bishop Pinha (Pinaça), whose appointment was communicated via Malacca and who is now preparing to embark there; he is to assume custody of the two aforementioned *dezis* (a term denoting ecclesiastical fiscal officers or commissioners, here possibly referring to agents entrusted with revenue collection or administrative oversight). As the two vessels which recently departed for Malacca carried the same *dezis*, these officials were placed under the joint supervision of the *Bandeijes* (a colonial administrative title, likely designating local revenue collectors or district magistrates), and remain in their charge. Nevertheless, the risk entailed in this arrangement—though not negligible—is mitigated by the fact that, should any difficulty arise, Malacca retains ready communication with the Chaplaincy (*Cabellão*) and the Archbishop of Manila; similarly, recourse may be had to the Bishop of Espelheiro (a variant rendering of ‘Espelho’), whose see lies either in Bate (possibly a transcription error for *Bataan* or *Batangas* in the Philippines) or in Sida (likely a misspelling of *Cebu* or *Zamboanga*), both jurisdictions being linked administratively with Malacca through the ecclesiastical province of Manila.

At the Consultation held before His Majesty’s Council of State in August last, it was resolved that a vessel should be dispatched to China. Nevertheless, we have now received notification from the Viceroy of India concerning the seizure by Chinese mandarins of the three vessels recently sent—just as occurred previously. The same danger may well have befallen the two vessels which had sailed from China, for the maritime route thither is no less hazardous. It was therefore deemed prudent to await further intelligence regarding the fate of the aforementioned vessels; and, should they arrive safely, sufficient readiness would thereby be secured to implement the method of ‘Ua Atardesma Conservação’ [lit. ‘a delayed conservation’, i.e., a provisional or interim administrative measure for safeguarding assets or personnel pending definitive instructions] as directed by His Majesty. Conversely, should the vessels from China have encountered a peril analogous to that suffered by those departing from Goa, then dispatching another vessel at present would merely entail exposing it to an equivalent risk.
