Huang, Acting Left Magistrate of Xiangshan County (署香山縣左堂事), holding the post of Candidate State Right Vice-Magistrate (候補州右堂), with one recorded major merit (記大功一次), hereby submits this report concerning the injury case and petition for clemency and disciplinary action.
Reference is made to the petition submitted by the foreign headmen (夷目, designated representatives of foreign trading communities), which states that on the fifth day of the current month, sailors from Atlantic vessels (大西洋船, Qing administrative term for European/Portuguese ships) bearing the names Lou Duoni Jiaojie were verbally abused and physically assaulted by an individual identified as Rong Yaogou. Accordingly, this matter has been formally transmitted for record. Furthermore, prior instructions were issued directing the foreign headmen to ascertain the condition of the injured foreigners, ensure prompt medical treatment, and submit a report once full recovery had been achieved. However, no reply has been received to date, which constitutes a clear case of deliberate administrative delay (玩延). Consequently, a supplementary order is now being issued.
