Aos nossos caros irmãos e amados filhos, Dean e cônegos da Sé Catedral, Clero e fieis desta nossa diocese—saúde e bênção em Jesus Cristo Nosso Senhor e Salvador.
Quando há pouco mais de um ano soubemos que íamos ser nomeados bispo da diocese de Macau e que essa nomeação seria em breve solenemente confirmada pelo Supremo Hierarca da Igreja, um grande abalo se produziu em nós e quase nos sentimos desfalecer em meio à luta de sentimentos opostos que se debatiam em nossa alma.
Devíamos aceitar ou ser-nos-ia licito declinar aquela nomeação? Tal era a difícil questão que se apresentava ao nosso espírito atribulado, em torno da qual se atropelavam diversas razões disputando-se o triunfo, que nos levavam a resolver-a ora n'um ora n'outro sentido, deixando porém sempre subsistir a dúvida.
Não ir a um tal chamamento, afigurava-se-nos, n'aquele momento psicológico e nas circunstâncias em que tudo se passava, uma desobediência. Podia ser uma contravenção aos designios da Providência. Equivaleria a recusar à pátria, à religião e à Igreja sacrifícios que tinham direito a exigir de nós.
Acceitar porém seria talvez orgulho, temeridade. O episcopado era honra suprema para que absolutamente nos faleciam méritos pessoais, encargo demasiado grande para quem à deficiência de dotes, à debilidade inata à natureza humana, acrescia o enfraquecimento de forças produzido por anos seguidos de aturado trabalho.

A familia, a patria, os amigos—essa grandiosa trilogia,
que resume tudo quanto ha na ordem natural mais digno
d'affeição, actua poderosamente no homem em todos os mo-
mentos da existencia, ainda quando, influenciado por forças
superiores, de tudo pretende desprender-se e libertar-se.
Auelles entes que o acariciavam desde os primeiros dias,
os que para elle tinham um conselho prudente na duvida,
um sorriso d'alegria na prosperidade, uma palavra de confor-
to e uma lagrima de tristeza na desventura; aquelle sol que
lhe doirou o desabrochar da vida e que até entrar no tumu-
lo quereria lhe aquecesse a terra que o ha-de receber,—tudo
constitue uma especie de meio d'onde lhe é tão difficil mu-
dar como á planta acostumada a um certo clima o ser tans-
portada para outro sem risco de definhar e morrer.
“Acolá, diziamos, alguma coisa poderiamos fazer em prol
da causa do bem. D'ali fóra, tão longe dos que temos sem-
pre tido promptos a coadjuvar-nos, em clima tão differente,
em um meio totalmente desconhecido, tendo que ir levar a
fé a povos barbaros e selvagens comprehendidos no ambito
de tão vasta diocese, na idade emque nos encontramos, isto
é, a mais de meio caminho na senda dolorosa que vai do
berço ao tumulo—tudo isso é, que farte, para desalentar
ainda os mais animosos.” (a)
Quereriamos portanto ficar ali no declinar da vida, até
que nos chegasse o momento de irmos repousar no seio de
Deus, mas na verdade sómente o queriamos no caso d'isso
não ir d'encontro á sua vontade, para ali o servirmos e
o termos comnosco, dirigindo e amparando nossos passos,
santificando nossos actos, auxiliando nossas empresas. Co-
mo os discipulos de Jesus Christo na estrada de Emaús di-
ziamos: Senhor, queremos ficar aqui, é já tarde e estamos
cançados, mas ficar Vós tambem comnosco. “Mane nobis-
cum Domine quoniam advesperascit et inclinata est jam
dies.” (b)
O Deus que reanima e rejuvenesce os anciãos do sacordo-
cio “Deus qui lactificat juventutem meam” (b); que se ser-
ve muitas vezes de meios fracos para a realisação de grandes
designios; que dá corgem aos confessores para proclamarem

a fé á face d’um mundo descrente, e aos martyres o heroismo para sellarem com seu sangue a fé que os dirige e a caridade que os impelle,—foi quem reanimou a nossa alma abatida e nos deu forças para tomarmos uma resolução firme e inabalavel de tudo deixarmos para irmos aonde nos chamava.
Aquelle que disse aos apostolos: Euntes in mundum universuni, disse-lhes tambem: ecce ego vobiscum sum omnibus diebus......
Sim, amados Filhos, desde o dia em que fomos ungido para Bispo d’esta diocese sentimos como que uma força até então desconhecida, actuando em nós, que nos impelle para junto d’aquelles que o Espirito Santo nos deu por filhos. Tão poderoso é o effeito da graça sacramental! Aquelle Deus que infunde nos corações das mães o mais incendido amor para com os filhos é lhes dá força e coragem para luctarem com todas as difficuldades da vida para bem d’elles é o mesmo que colloca os bispos á frente das egrejas e nos dias da sua eleição lhes accende na alma um amor sobrenatural mais forte do que todos os amores da ordem da natureza, capaz de todos os heroismos, prompto e forte para todos os sacrificios. E’ por isso que a historia dos martyres do christianismo se entrelaça com a historia do episcopado catholico, e que á frente d’essas legiões numerosas de martyres, d’esse exercito brilhante de combatentes, apparecem as frontes aureoladas dos chefes, dos ungidos, dos pontifices, sempre os primeiros nos combates da fé, na defeza das verdades divinas que dão á Egreja a prodigiosa vitalidade e fecundidade que povoa o mundo de crentes, de filhos de Deus. E’ por isso que nos sentimos forte para a missão difficil do Episcopado, e ás difficuldades que a nossa fraqueza e a propria natureza de tão ardua missão nos oppunham, podemos, a exemplo do grande apostolo, responder: Omnia possum in eo qui me confortat (b), tudo posso n’aquelle .que é a minha força. Trata-se de salvar almas, de trazer ao doce convivio do Evangelho povos barbaros e selvagens mergulhados nas trevas do erro? “Esperam-me tribulações...dire-

mos com o mesmo apostolo, mas nada receio nem estimo
mais a minha vida do que a mim mesmo e a minha salva-
ção, uma vez que conclua a minha carreira e cumpra com a
paz d'uma boa consciencia o ministério que recebi de Nosso
Senhor Jesus Christo, que é pregar o Evangelho da graça
de Deus.” (a)
D'or'avante, a família, a pátria e a amizade não serão já
um estorvo que nos dificulte ir para onde a voz imperativa
de Deus nos manda partir. Levaremos sim, no íntimo sacra-
rio do nosso coração, para ali lhes pagarmos o tributo de sauda-
de e gratidão a que nos obrigam as suaves reminiscências
que estes três nomes evocam. Mas hão de ser assim mesmo
um forte estímulo para o bem, um valioso sustentáculo contra a natural
fraqueza, um suave conforto nas tristezas e desalentos que
nos assaltarem no meio dos espinhos e das dificuldades.
Porquanto, ainda que longe, sempre nos haveremos de lem-
brar que além “da ocidental praia lusitana,” naquele formosíssimo
archipelago açoriano, há caracteres nobres e austeros, incarnação
viva da humanidade e da justiça, que nos servirão de modelo, corações
bons e generosos que nos acompanharão por toda parte, interessando-se
e enternecendo-se por nós, almas crentes e piedosas de onde a todo o
momento se evolam ferventes preces que se elevarão até ao céu para
intercederem por nós ante o trono de Deus!
Seja-nos licito ainda uma vez, destas longinquas plagas,
enviar a todos a mais afectuosa e sentida saudação!
Quanto a vós, amados diocesanos, desde que pelo Espírito
Santo fomos constituídos vosso bispo, nunca mais deixámos
de pensar em vós e em tudo o que vos pode interessar, de
sentir e nutrir por vós aqueles cuidados e afectos que dominavam
a alma do grande apostolo, semelhantes aos de um pai ou de uma mãe
para com seus filhos, parecendo até que a linguagem humana lhe escasseava
em recursos para os poder expressar. (b)
Nunca deixámos de orar por vós. Tardávamo-nos chegar ao meio
de nossos amados diocesanos. Na oração achávamos conforto; a nossa alma
ali retemperava-se e fortalecia-se para o trabalho, para a luta, para o sacrifício.

Bem necessario nos eram estes auxilios porque quanto
menos nos distanciavamos da nossa cara diocese maiores
eram as apprehensões que nos assaltavam o espirito.
Quando em viagem chegámos a avistar ao longe, alta noite,
o pharol que illumina as costas de Malaca, d'essa antiga joia
da corôa portugueza, a primeira parte do continente asiatico
habitado por christãos sujeitos á nossa jurisdição, a nossa
alma achou-se dominada por sentimentos oppostos d'alegria
e tristeza! Aquelle pharol, em continuo movimento de rota-
ção, ora illuminando os mares a distancia com seu jacto de
luz, ora deixando na escuridão vastissimas regiões, ficando
sempre para alem outras mais vastas que nunca attingia,
lembrava-nos o phenomeno analago da ordem moral que se
passava n'essas extensas regiões do globo, onde pela primeira
vêz iamos entrar,—regiões que o sól rutilante do Evangelho
de ha seculos para cá percorre continuamente, illuminando
um grande numero d'almas com os esplendores da verdade,
ao passo que outro numero maior dellas jazem mergulhadas
nas densas trevas do erro e da morte, "in tenebris et in um-
bra mortis" (a)
Esta consideração ere de bastante peso para nos fazer per-
der todo o alento. Felizmente porem, cobravamos animo
olhando para o passado e vendo esses heroicos missionarios
que ha seculos por ali mesmo caminharam destituidos de to-
o conforto e de todos os auxilios terrenos, levando n'uma
mão a cruz, symbolo da Redempção, no coração o amor en-
cendrado de Deus e do proximo e nos labios o doce nome de
Jesus! Elles fizeram prodigios sobrehumanos, realizaram
assombrosas conquistas de almas para Jesus Christo. O san-
gue dos martyres espalhado pela terra germinou e produziu
muitos christãos cujo numero de seculo em seculo tem vindo
em progressivo augmento.
Mas pondo de parte isso, a alma humana é tão bella,
tão rica, pois vale o sangue d'um Deus, que se
em todo o nosso episcopado não conquistassemos mais que
uma só para Deus, dariamos por bem empregados os nossos
receios, os nossos suores e as nossas fadigas!

Muito mais do que isso porem esperamos conseguir, para
o que muito confiamos nos amorosos designios de Deus, e na
missão providencial confiada á nossa patria, especialmente
á diocese de Macau, a respeito dos povos do oriente.
Com effeito, Portugal recebeu da Providencia a missão
d’evangelisar e christianisar muitas das nações da terra.
Com essa condição se constituiu em nação independente, ex-
pulsando a moirama do occidente da Peninsula hispanica e
povoando de christãos as terras conquistadas. As mesqui-
tas dos mouros eram transformadas em egrejas e onde as
não havia edificavam-se templos em honra do Deus verda-
deiro. Os proprios escravos levados de Africa convertiam-
se á fé e faziam-se tão bons christãos quanto lh’o permittia
a sua capacidade psycologica. (a)
Assegurada a autonomia e independencia nacional na
Peninsula, alargaram-se as conquistas para alem dos mares.
Audazes navegadores sulcaram o oceano em differentes di-
recções á descoberta de novos caminhos e de novos mundos;
a bravura de nossos capitães alargava os dominios da patria,
conquistando-lhe novos continentes e novas ilhas. Mas a es-
pada do conquistador era de perto seguida pela cruz do mis-
sionario, e este com o coração abrazado nas chammas da cari-
dade, lá ia espalhando as luzes do Evangelho, e com ellas
attrahindo povos embrutecidos para o convivio da civilisa-
ção!
E foram estas as perduraveis conquistas dos portuguezes.
Do mais que causou o assombro das nações e que ainda hoje
não pode ser relembrado sem causação profunda,
pouco é o que resta; são pouco mais que ruinas d’um edifi-
cio grandioso a attestar ao mundo inteiro um passado de
gloria e grandeza inegualaveis! Quanto á religião, essa
para gloria immorredoura da nação que a implantou e dif-
fundiu, vive e desenvolve-se dia a dia illuminando com a fé
as intelligencias e aquecendo com a caridade os corações,
fazendo germinar todas as virtudes de que o homem é ca-
paz, transformando os costumes, espandindo-se em fructos
sasonados de boas obras e consolidando-se em instituições
beneficas, promotoras da felicidade do individuo, do pro-
gresso e bem estar social. Foi isto o que tivemos a indisi-

vel satisfação de ver e observar nas Indias e na Peninsula
de Malaca, onde os christãos se gloriam de terem recebido
dos portuguezes os ensinos da fé, a tal ponto que, mesmo
em paiz de dominação estrangeira, ainda fallam o portu-
guez, ao menos nos actos religiosos, na prédica e exercicios
de devoção nas egrejas e nas orações do culto privado em
familia. Os religiosos habitantes de Malaca não querem
fallar outra lingua senão o seu portuguez, ainda que muito
adulterado, porque, dizem elles, é o fallar christão!
E esta antiga e nobre cidade de Macau, melhor do que
qualquer outra conquista portugueza, nos fornece argumen-
to comprovativo da missão confiada pela Providencia a Por-
tugal na christianisação do Oriente. Collocada durante se-
culos como sentinella avançada na vanguarda das conquistas
da patria portugueza em prol da civilização e da fé, nas re-
giões do extremo oriente, embora tenha sido que ceder essa
honra a outras mais favorecidas da sorte, Macau tem sido e
continuará a sêr um centro d’onde irradiará a luz do Evan-
gelho para muitas vastas regiões ainda hoje immersas nas
sombras do erro. Confinada aos estreitos limites d’uma pe-
quena saliencia de terra ligada ao continente asiatico, situa-
da a 3000 leguas da metropole, exposta por todos os la-
dos aos ataques d’inimigos poderosos, que por mais d’uma
vez tentaram a sua conquista, em tempos em que succum-
biram a iguais assaltos humanamente mais favoreci-
das e que tinham ainda a protegê-las nomes prestigiosos
de Duarte Pacheco, Affonso d’Albuquerque e D. João de
Castro,—Macau, por uma especie de milagre, ou antes por
um favor especial da Providencia, ao cabo de tantos seculos,
acompanhados em sua marcha de mil vicissitudes para todas
as nações do orbe, ainda se conserva debaixo da soberania
da Corôa portugueza! Phenomeno, na verdade, extraordi-
nario, que mal se explica, a não sêr por um designio parti-
cular da Providencia, que constituisse Portugal uma nação
missionaria com o direito de fazer irradiar no
oriente o sol do Evangelho e as luzes da civilização!
O que é Gôa para as vastas regiões Hindostanicas, Macau
o tem sido, é o continuar a sêr não só para as christanda-
des do estreito de Malaca, para as extensas regiões da China
e da Occania que se encontram dentro do nosso ex-

tenso Padrado, mas tambem para muitos outros si-
tuados fóra d'elle, para onde continuamente emigram seus
filhos, que ali vão constituir colonias florescentes, entregues
ao labor da vida commercial, fallando a lingua de Camões e
professando a Religião catholica, apostolica romana !
Temos fé n'esta missão providencial, e esperamos que o
nosso querido Portugal a sustentará e desempenhará briosa
e conscienciosamente á medida que se forem removendo dif-
ficuldades com que tem tido que luctar. E em quanto em
Macau houver uma gotta d'antigo sangue portuguez e almas
em que brilhe um raio d'essa luz que S. Francisco Xavier,
o grande Apostolo do Oriente, n'estas regiões veiu accender,
Macau ha de ser um facho brilhante em meio d'estas longin-
quas plagas. A gruta historica, a que o grande vate, can-
tôr das glorias nacionaes, vinculou o seu nome, estará ali
para estimular os brios patrioticos dos habitantes de Macau,
e o pendão das Quinas tremulando no alto de Nossa Senhora
da Guia lembrar-lhes que, se a espada de Affonso Hen-
riques conseguiu firmar a independencia da patria, era a fé
de Jesus Christo que alentava o braço que a brandia !
O Santo Nome de Deus a cuja egide protectôra Macau
se acolhe desde os primitivos tempos da dominação portu-
gueza continuará a protegel-a no desempenho da sua nobre
missão. Pois não há mal que este santo nome não afaste,
bem que elle não traga. Em nome de Nosso Senhor opera-
vam os Apostolos prodigios de todo o genero, curando os
enfermos, expulsando demonios, convertendo as multidões,
soffrendo alegremente as injurias e perseguições. E assim
implantaram o christianismo em meio das nações. Em no-
me de Deus administra a Egreja os sacramentos, celebra o
mais augusto dos sacrifícios, abençôa todos os sêres, santifi-
ca todas as acções, todas as obras e todas as empresas. Não
ha nada que não prospere sob o santo nome de Deus que em
tempos de fé se iniciavam todas as empresas. Ao largarem
do porto para irem á conquista de novos mundos, os gran-
des navegadores do seculo XVI mandavam içar em nome
de Nosso Senhor Jesus Christo as velas dos seus galeões.
E estes impellidos por uma brisa forte e sacudidos pelas

ondas alterosas, lá iam mar fóra, velozes, destemidos, a des-
cobrir novos mares e novas terras, levando a povos desco-
nhecidos, a nações barbaras, a tribus selvagens a noção
d’um Deus cujo nome bemdito escrito em letras de fogo
nas estrellas do firmamento, repercutido no fraguedo dos
promontorios e repetido pela voz do commando na ponte do
navio, accendia na alma dos arrojados navegantes a fé, for-
talecia-lhes a esperança e dava-lhes coragem para arrosta-
rem os perigos d’uma viagem por demais demorada, até che-
garem a prender a unha de ferro da sua ancora em o porto
desejado! E todas as conquistas que a isso se seguiam eram
emprehendidas, sustentadas e levadas ao fim, em nome do
Deus uno na essencia e trino em pessoas!
Graças a Deus, motivos d’esperança não nos faltam. Paira
ainda por estas regiões o espirito de S. Francisco Xavier, o
grande Apostolo, que depois de ter percorrido o oriente veiu,
por um designio particular da Providencia, exahar o seu
ultimo suspiro aqui, bem perto da futura capital da nossa
amada diocese, para que Macau nascesse das suas derradeiras
bençãos d’apostolo, assim como Gôa se fortalecera e prospe-
rara sob a influencia das primeiras!
Temos tambem a protegel-a no desempenho da sua nobi-
lissima missão, essa brilhante phalange de martyres, muitos
d’elles portuguezes, que regaram com seu sangue o sólo do
extremo oriente, e cujos nomes gloriosos ella se ufana de ter
inscriptos no seu Kalendario diocesano, invocando-os como
protectores seus junto de Deus, offerecendo em dias certos
do anno o mais augusto sacrificio em sua honra e celebrando
a memoria d’elles na psalmodia, nas lições, hymnos e canti-
cos de sua formosa liturgia.

Na longa viagem que emprehendemos para vir ao meio
de vós, amados filhos, todas as circumstancias, todas as coin-
cidencias vinham como que de molde a animar-nos e a for-
talecer-nos. Parecia-nos ouvir a cada passo este grito d’ani-
mação—Sursum corda.
Em Lourdes, na cidade privilegiada de Maria, onde passa-

mos dias que reputamos dos mais felizes da nossa vida, veiu,
augmentar a nossa felicidade o facto d'ali encontrarmos
uma demonstração solemne da vossa fé e piedade. Era a
lampada de prata offerecida á Santissima Virgem de Lour-
des pela religiosa cidade de Macau em testemunho do seu
reconhecimento pelo facto de a haver preservado de total-
mente succumbir ao medonho tufão que sobre ella caiu no
para sempre memoravel anno de 1874 e em que pereceram
mais de 5000 de seus habitantes. Muito nos consolou ver-
mos ali, em lugar d'honra, patente aos olhos das multidões,
que de toda a parte acodem ao sanctuario querido da Rai-
nha dos céos, aquelle testemunho, dado á face do mundo
inteiro, da fé catholica de nossos amados diocesanos, da sua
viva religiosidade, da sua sincera piedade para com Maria
Santissima e da sua firme confiança na intercessão e vali-
mento da mãe de Deus!
E' que ir a Lourdes ou fazer-se representar, por espirito
de verdadeira piedade, n'aquelle lugar abençoado é o mesmo
que admittir o dogma catholico em todo o seu admiravel
conjuncto; é condennar os erros que em todos os tempos,
e particularmente em nossos dias, o espirito da mentira sus-
cita para arrebatar a Jesus Christo e á Egreja o legitimo
imperio que tem sobre as almas. E' crêr na existencia d'um
Deus pessoal, omnipotente e infinitamente sabio, n'uma or-
dem sobrenatural superior á que reina em o mundo physico;
é proclamar o absoluto poder de Deus sobre o mundo e por-
tanto professar o dogma da criação e do governo do mundo
e dos homens pela Providencia; é admittir o peccado origi-
nal com as suas funestas consequencias para o tempo e para
a eternidade, a Redempção operada por Jesus Christo e to-
da a obra do divino Redemptor com a mediação de Maria
Santissima Immaculada; é acceitar a moral christã com
todas as suas maximas e exigencias, o livre arbitrio, a cons-
ciencia moral, a distincção entre o bem e o mal, entre o
justo e injusto, o merito e o demerito, os premios e os casti-
gos, e por conseguinte a sancção eterna da lei divina com a
gloria celeste como galardão da virtude e d'uma morte na
amizade de Deus, é o inferno com todos os seus horrores
para os que prevaricam e morrem impenitentes. E' acredi-
tar na instituição e efficacia divina dos Sacramentos, do san-

to sacrifício da missa e da oração, meios pelos quaes se con-
tinua no mundo o sacrifício cruento da cruz no seu duplo
effeito de glorificar a Deus e de santificar e salvar as almas !
E' principalmente reconhecer que existe uma Egreja depo-
sitaria da verdadeira doutrina, mestra infallivel da verdade,
encarregada da direcção e governo das almas em tudo o que
respeita á salvação, e por conseguinte a obrigação de crêr o
que ella ensina, condemnar o que ella condemna e de cum-
prir o que ella ordena com inteira submissão e obediencia
aos legitimos pastores.
Por outro lado, admittir as apparições de Lourdes com
seus celestes ensinamentos, é condemnar o frio naturalismo
e o sórdido materialismo que invadem os espiritos, a idola-
tria da carne, a avidez das riquezas e a ambição do poder
que avassalam o mundo. E' reprovar a licença que cam-
peia infrene, appellando-se falsamente com o formoso no-
me de leberdade, a lincenciosidade de costumes que se alas-
tra por toda a parte, a revolta contra o principio d'autorida-
de que subverte a ordem moral e põe o mundo social em
medonhas convulsões. E' repellir a irreligião que rouba ao
individuo as suas crenças, condição essencial da verdadeira
felicidade, á familia a paz e alegria domestica, á sociedade a
base do estavel equilibrio entre o desenvolvimento moral e
o progresso material, condição sine qua non do verdadeiro
bem estar, da paz e prosperidade dos estados.
Por isso, immenso contentamento se apoderou de nossa
alma ao contemplarmos aquelle monumento de fé, ali
posto pela piedade de nossos amados diocesanos. Parecia-
nos que nos encontravamos todos—o bispo, o clero e os fieis
da diocese, ali reunidos aos pés da formosa Madona da basi-
lica, para em concerto unisono proclamarmos a nossa firme
adhesão aos celestes ensinamentos de Maria, para fazermos,
á fáce do mundo inteiro e como protesto contra a funesta
e descarada propaganda do erro, a nossa salemne pro-
fissão de fé catholica, e apregoar bem alto, em meio d'a-
quella Europa que os sectarios do inferno se esforçam por
deschristianisar, a nossa intima união á Egreja de Roma,
áquella rocha vinte vezes secular, fundamento inquebranta-
vel da verdade, sustentaculo indefectivel da unica religião
verdadeira !

Oxalá, carissimos filhos, que aquella lampada com a sua
luz sempre brilhante e sempre ardente seja em todo o tem-
po symbolo verdadeiro da vossa fé e da vossa caridade.
Oxalá, nunca ella seja para o vosso bispo o que foi para o
grande Paulo o distico—ignoto Deo—gravado pelos atheni-
enses sobre um dos seus porticos, occasião para vos censurar
d'incredulidade ou pelo menos de incoherencia em vossos
actos, por os achar em desharmonia com os principios da
vossa fé. Esperamos que não será jamais assim, e que bem
pelo contrario com os auxilios da graça que vos não falta-
rão, permanecereis firmes na vossa crença, coherentes na
pratica das bôas obras, não vos envergonhando nunca de
com ellas confessardes a Jesus Christo. A Santissima Vir-
gem vos guardará como filhos do seu coração, não se enver-
gonhará de vos apresentar como taes ante o throno do Pae
celeste (a) e de impetrar para vós, enquanto vivos e á hora
da morte, a misericordia e amor de seu bemdito Filho.
Em nossa viagem tivemos tambem a ventura de visitar a
capital do catholicismo. Ali, n'aquella Roma, ao pé d'aquelle
roble gigante que ha vinte seculos assiste sobranceiro a todas
as vicissitudes porque vão passando as sociedades humanas,
resistindo a todas as tempestades, junto d'aquella pedra em
que assenta solidamente a Egreja de Jesus Christo (b) a
nossa alma fortalecia-se, a nossa fé tornava-se mais viva,
o nosso espirito, ao comtemplar tantos objetos ricos de tra-
dições, caros á piedade christã, tantos monumentos em que
o genio do homem soube imprimir em formas grandiosos os
grandes ideaes do christianismo e gravar d'uma maneira du-
radoura os grandes acontecimentos da vida da Egreja, o nos-
so espirito divagava por todos os lugares, via todas as pesso-
as, representava-se todos os santos mysterios, os actos de
heroismo, as virtudes sublimes, a santidade dos grandes he-
roes da religião, as perseguições que soffreram, as luctas que
sustentaram e as victorias que alcançaram. Via em fim os
combates e os triumphos da Egreja sobre seus numerosos
inimigos! Parecia-nos que em volta de nós reinava uma
atmosfera toda celeste em que a nossa alma se embebia e
deleciava. Para ali chamavamos todos os entes que nos

eram caros, e dos primeiros a representarem-se ao nosso
espirito eram os nossos amados diocesanos. Avivamos ali o
desejo de sermos o que o Supremo Pastor das almas, Jesus
Christo, queria que fossemos para a porção do mystico re-
banho que nos confiára, o que foram os sagrados Apostolos,
os santos martyres e confessores para a Egreja, que elles
receberam a missão d'illustrar com a doutrina da salvação,
de dilatar com os seus trabalhos, de consolidar com o seu
zelo, de sanctificar com os seus exemplos, de regar com os
seus suores e de fecundar com o seu sangue.
Ajoelhado aos pés do Vigario de Jesus Christo, deante d'a-
quelle ancião venerando, dominava-nos o pensamento de que
nos achavamos em presença do proprio Jesus Christo, e da
sua bocca ouviamos os salutares avisos, as palavras de con-
forto, as interrogações por tudo o que mais interessava ao
rebanho querido a que nos ligara, e por fim aquella benção
dada com palavras tão graves, tão solemnes, tão sahidas
do intimo d'aquella alma grande, tão repassadas de caridade
apostolica, que ainda nos parece ouvil-as, e jamais as olvi-
daremos—benção ao bispo, á diocese, ao seminario, aos fieis
e a todas as obras emfim que o zêlo e a caridade promovem
por Jesus Christo aos apostolos e a seus successores: Ide e
eu estarei comvosco, Euntes...ecce ego vobiscum sum...! (a)

E como se tudo isto não bastasse para nos animar e en-
cher nossa alma das melhores esperanças, eis que, admira-
velmente se congregam as mais felizes coincidencias, todas
de molde a tornarem auspiciosa a nossa entrada n'esta
amada diocese! Ao sairmos do mez de maio consagrado
pela Egreja e pelos fieis de todo o mundo aos cultos tão bel-
los, tão consoladores em honra de Maria, nossa celeste Mãe,
ao entrarmos n'esse outro mez, não menos cheio d'encantos
para a alma fiel, consagrado ao Coração amantissimo de
Jesus, e nos dias em que a Santa Egreja commemora com o

[jubilo festival da sua liturgia a descida do Espirito Santo sobre os Apostolos e fieis reunidos no Cenaculo de Jerusalem...! Foi em tão feliz conjunctura que tivemos a dita de sermos acolhido por nossos amados diocesanos, desde o desembarque que fizemos em Singapura até á nossa entrada solemne na capital d'esta querida diocese! Oh quanto nos captivam e animam o acolhimento enthusiastico e affectuoso com que nos receberam, as finezas que continuam a dispensar-nos Sua Ex.<Emphasis type="italic">cia</Emphasis> o Senhor Governador, as mui dignas auctoridades civis e militares da provincia, os illustres filhos d'esta terra e o nosso amado clero! Em taes demonstrações, que de certo não merecemos e que apenas o predicamento da auctoridade de que nos achamos revestido pode explicar, vemos plenamente confirmado tudo o que d'antemão sabiamos á cerca do nobre e primoroso caracter das pessoas que superintendem ao governo d'esta provincia, e dos bons e religiosos sentimentos dos habitantes desta illustre cidade. Tudo isso nos causa immensa alegria, porque nos permitte vêr bem garantidas a bôa harmonia e o perfeito acordo que entre nós deve reinar para o cabal e perfeito cumprimento das graves obrigações que sobre nós impendem, e que todos desejamos escrupulosamente cumprir. Pela nossa parte a expressão do nosso sincero reconhecimento com os protestos da mais leal e decidida cooperação para tudo em que possamos utilmente intervir, e não cessaremos d'elevá-lo nossas luzes, lhes afaste todos os obstáculos e facilite o bom exito todas as suas empresas. Ao nosso amado clero, a tributo dos eleitos que o Senhor collocou para serem os instrumentos dos seus designios de paz, os ministros da sua misericordia, os assoalhadôres da sua doutrina, os guias, os conselheiros do seu povo, a esses companheiros assiduos de trabalho, colaboradores natos na missão ardua que nos está confiada,—as nossas intimas e affectuosissimas saudações! o mais escrupoloso empenho em manter o decoro da sua cor-
poração, em promover a honra e o prestigio da primeira
egreja do bispado, por modo que em tudo o que respeita á
gloria de Deus e ao interesse das almas sirva de exemplo e
de modêlo à todas as outras. Para tudo muito confiâmos
nas luzes e bôa vontade de todos os illustres capitulares.
E a vós, digno e zelosissimo clero parochial e missiona-
rio......! Sois a lucerna ardens accendida pela mão do Se-
nhor em meio da sua casa para com seu brilho allumiar e
com seu calôr suave aquecer aquelles que estão em volta,
posta em lugar elevado, super candelabrum, para que possa
aproveitar a todos os que n'ella habitam. Essa luz que o
Senhor quer que espalheis em torno de vós é a celeste
doutrina de que vos fez depositarios. Deus quer que todos
se salvem (a), e para quem seja se salvar bastará,
diz S. Paulo, invocar o nome de Deus (b). "Mas como in-
vocarão aquelle em quem não creram? Ou como crerão
n'aquelle que não ouviram? E como ouvirão se não tive-
rem quem lhes pregue?" (c)
O povo fiel é o rebanho mystico que o Eterno Pastor das
almas vos confiou para o conduzirdes aos saudaveis pascigos
onde a doutrina e os sacramentos são o unico pabulo succu-
lento capaz de saciar uma alma faminta. E' preciso pois
que o padre encarregado da cura d'almas applique o seu ze-
lo a instruir os fieis confiados ao seu ministerio, incutindo-
lhes as verdades da fé e as maximas da moral christã, e a
santifical-os pela graça dos divinos sacramentos, afim de que
todos esses elementos, bem assimilados, se transformem em
fructos de saudaveis resoluções, em actos de virtude e pra-
tica de boas obras, sem o que não haverá vida christã.
Mas como o bom pastor trata as suas ovelhas consoante
as necessidades das mesmas, tambem o pastor d'almas para
que o seu ministerio seja fructuoso, alem do ensino geral e
cummum a todos, deve proporcionar os seus cuidados e des-
velos ás differentes classes de christãos e aos diversos esta-
dos das almas por quem tem de responder. Necessariamente
devem variar, conforme se dirigem a almas piedosas e

amantes da perfeição, a christãos tibios e arrastados no de-
ver, ou a peccadores habituários e endurecidos no vicio;
á juventude innocente e ignara do mal, ou á adolecencia
avida de liberdade e em perigo de transviar-se; ao homem
senhor de si e do seu destino, mas colocado no meio d’uma
sociedade em que universalmente se conspira contra a honra
e contra o dever, ou a pais de familia, a esposos onerados de
cuidados pelo peso da idade ou a enfermos achacados de males
que lhes tornam pesada à existencia.
Como o Apostolo a seu discípulo Timotheo, aqui vos digo,
carissimos padres: “Prega a palavra, insta a tempo e fóra
de tempo, reprehende, roga, admonesta, sem nunca perderes
a paciencia nem deixares de instruir; vigia, e não te negues
a trabalho algum; procede como um evangelista, cumpre o
teu ministerio.” (a) E n’outra parte: “Fiz-me tudo para
todos para salvar a todos” (b)
Mas não vos contentes de pregar sómente ao povo fiel.
Nosso Senhor “tem outras ovelhas que não são d’este
aprisco,” quae non sunt ex hoc ovile, “mas que é necessario
conduzir a elle” illas opportet me adducere. (c)
Que vasto campo aberto á vossa actividade e ao vosso
zêlo! Quantos milhões de infelizes ainda mergulhados na
densa caligem do erro e da superstição! e quantos d’esses
enfermos só esperam talvez que os mergulhem na piscina
probatica do baptismo para adquirirem a saúde da alma?
Oxalá não tenham elles que lançar-vos em rosto o dito ho-
minem non habeo (a) (falta-me um homem) do enfermo do
Evangelho junto á piscina Bethsaida!
Obriga-vos a trabalho tão meritorio a virtude da caridade,
que não pode soffrer que se percam, por incuria nossa, al-
mas, nossas irmãs, criadas á imagem e semelhança de Deus
e redimidas com o sangue preciosissimo de seu bemdito Fi-
lho. Compelle-vos a isso a ordem terminante e expressa de
Jesus Christo praedicate Evangelium omni creaturæ, pre-
gare a todas as criaturas, para que todas tenham fé e se bap-
tisem, porque só o que tivér fé e fôr baptisado é que será

salvo. (b) Ordena-vol-o a Egreja que na concessão do Pa-
droado do oriente á Corôa de Portugal lhe impoz a obriga-
ção de propagar a fé entre as nações pagãs; e abstendo-nos
agora de citar decretos, apenas vos lembramos o do sexto
Concilio provincial de Gôa, de bem recente celebração, já
posto em execução n'esta diocese, onde por conseguinte tem
força obrigatoria. (c)
E que merecimentos n'esta vida, e que glorias na outra a
coroarem tudo quanto se faça a bem d'estas pobres almas!
Animam salvasti, diz um Santo Padre, tuam praedestinasti.
"Salvaste uma alma, asseguraste a eterna predestinação á
tua". Por onde se vê que o proprio interesse é tambem
alavanca potente a mover-nos ao trabalho, arduo sim, mas
immensamente proveitoso da evangelisação dos gentios.
Esforcemo-nos por trazel-os ao doce convivio da civilisaçõo
a que elles têm tanto direito como tinham nossos pais que
nol-a transmittiram por herança, sem o que d'ella seriamos
privados. Se assim fizermos mostraremos mais uma vêz ao
mundo que só o christianismo é capaz d'arrancar um povo
ao jugo deprimente do selvagismo e da barbarie e fazel-o
gozar da liberdade e dos esplendores da civilisaçõo!
Carissimos padres! Glorificae a Deus pelo cumprimento
integral de vossos deveres; e para que assim seja, sêde asiduos
na oração, na lição espiritual, no estudo da sagrada
theologia, no uso do sacramento da penitencia, e na celebraçõo
do augustissimo sacrificio da missa, sempre precedida
da conveniente preparaçõo e seguida da devida acçõo de graças.
Fugi da occiosidade, mãe de todos os vicios, e de todas
as occasiões perigosas; e edificae a todos pelo bom exemplo.
Pelas entranhas de Nosso Senhor Jesus Christo vos exhortamos
a que poupeis á Egreja o triste espectculo do escandalo
que tanto a afflige. O mau exemplo é tanto mais prejudicial
quanto parte do padre, visto que por virtude da sua missão
é obrigado a instruir, o que mal conseguirá se o ensino
da palavra não fôr, como o do Divino Mestre, prece-dido
do exemplo, coepit facere et docere (a). O Padre está
por natureza do seu munus, como que em lugar alto com

relação aos fieis. O altar aonde todos os dias sobe é a montanha de Sião onde por suas mãos continúa a offerecer-se em holocausto pelos peccados do mundo a victima sacrosanta. O povo tem os olhos fixos n’aquella montanha donde espera desça a salvação. Mas ai! se com as mãos tinctas no sangue immaculado do Divino Cordeiro elle se arremessa ao lodaçal immundo do peccado!
D’aquella altura se despenha o desgraçado, nada ha que o contenha, porque a paixão é insaciavel. E’ a pedra que se desprende do alto da montanha, desce o declive em carreira vertiginosa, precepite-se d’abysmo em abysmo, arrancando arvores, destruindo culturas, arrazando muros, e fazendo de todos estes destroços novos agentes de destruição, que por seu turno multiplicando-se levam a ruina, a devastação e a morte a tudo quanto encontram! Que outra cousa haverá a esperar do padre que com seus maus exemplos corrompe algumas victimas e por meio d’estas multiplica em assombrosa progressão os funestos effeitos da sua depravação no meio d’um povo que tinha obrigação de conduzir ao bem e á pratica da virtude pelo ensino constante da palavra e do exemplo? Que tremenda responsabilidade, Santo Deus!.... Muito nos consolam as informações que temos ácerca do bom clero d’esta diocese, pois fazem-nos nutrir a esperança de que jamais teremos que deplorar semelhante mal.
Bem hajam nossos illustres predecessores pelo muito que se empenharam para que esta diocese tivesse um clero digno da sua nobre e santa missão! Graças a seus desvelos, o seminario diocesano entregue a mestres e directores competentissimos attingiu um estado florescente que muito nos consola e anima.
Ao Divino Coração de Jesus Nosso Salvador, noite e dia pediremos fecunde e corõe de fructos duradouros esta obra da formação do clero; e a vós, carissimos padres, exhortamo-vos a que vos unaes comnosco n’esta santa cruzada, afim de que Deus cada vez mais se agrade de nós e com o povo fiel de quem somos a forma e modêlo—forma facti gregis—(a) dêmos ao céo e á terra um espetaculo capaz de causar inveja, se possivel fosse, aos proprios anjos!
Aos nossos amados diocesanos em geral, com a nossa reli-

giosa e cordeal saudação, enviamos os sinceros votos que já aqui fizemos a respeito dos fieis habitantes de Macau.
O nosso vivo desejo é que todos se santifiquem aproveitando-se dos thesouros de graças e abundantes meios de santificação de que o Nosso adoravel Salvador fez depositaria a sua Egreja e cuja distribuição ella nos confiou e ao nosso amado clero. Vamos pois, carissimos filhos, emquanto é tempo, á fonte da divina graça onde encontraremos a força que nos habilitará a vencer a grande distancia que separa a terra do céo, pois sómente ali poderemos achar aquella felicidade porque todos suspiramos!
Sêde gratos ao Nosso Divino Salvador pela summa liberalidade e misericordia que tem tido para comvosco. Pelas luzes que possuis bem vêdes quanta é a felicidade de que gosaes—na pureza da fé em que fostes instruidos, na santidade da moral christã em que fostes educados, na riqueza incomparavel dos divinos sacramentos e outros meios de santificação de que somente gosam os filhos da Egreja, no cuidado e empenho com que esta mãe carinhosa vela pára que nada vos falte de tudo quanto interessa á vossa salvação! Comparae vossa sorte com a dos infelizes pagãos que vivem e morrem proximos d'este divino manancial sem nunca saborearem um só d'estes soberanos dons!
A gratidão porem deve medir-se pelo amor e pela amizade de que a ella nos obrigam. Amor amore compensatur. Mas só ama verdadeiramente a Deus aquelle que cumpre integralmente a sua lei, plenitudo legis est dilectio (a), e só é verdadeiramente amigo de Nosso Senhor aquelle que cumpre os seus preceitos, “vos amici mei estis si feceritis quae praecipio vobis,, (b). Condição facillima, que bem revela a bondade e generosidade d'um Deus, pois é suave e leve o jugo da sua lei—“jugum enim meum suave est et onus meum leve” (c).

To our dear brothers and beloved children, Dean and canons of the Cathedral, clergy, and faithful of our diocese—health and blessing in Jesus Christ, our Lord and Saviour.
When just over a year ago we learned that we were to be named bishop of the diocese of Macau and that this appointment would soon be solemnly confirmed by the Supreme Hierarch of the Church, a great disturbance arose within us, and almost we felt ourselves fainting amidst the struggle of opposing sentiments that raged within our soul.
Should we accept or were we entitled to decline that appointment? Such was the difficult question that presented itself to our troubled spirit, around which various reasons jostled for supremacy, leading us to resolve it now one way and now another, yet always leaving doubt in our minds.
Not to go to such a call, at that psychological moment and in the circumstances under which everything was transpiring, seemed to us, a disobedience. It could be a defiance of the designs of Providence. It would amount to refusing sacrifices to the homeland, religion, and the Church that had a right to demand of us.
But to accept might perhaps be pride, temerity. The episcopate was the supreme honour, for which absolutely no personal merits were required, an undertaking too great for one who, besides the deficiency of talents, the inherent weakness of human nature, was further weakened by years of arduous labour.

The family, the homeland, friends – this majestic trilogy that encapsulates all that is naturally most worthy of affection – acts powerfully upon man at every stage of his existence, even when influenced by superior forces to sever and liberate himself from them. Those who had nurtured him from the earliest days, those who offered wise counsel in doubt, a smile of joy in prosperity, words of comfort and a tear of sorrow in adversity; that sun which had nourished his life’s budding and which until death’s door would have wished to warm the earth that was to receive him – all constitute a kind of milieu from which it is so difficult to depart, much like a plant accustomed to a certain climate that struggles to survive if transplanted elsewhere without risk of withering and dying.
“We could still do something for the cause of good there,” they said, “far from the helpers we have always had at hand, in a different climate, in a completely unknown environment, tasked with bringing faith to barbarous and savage peoples within such a vast diocese, in an age where we find ourselves, more than halfway along the painful path from cradle to grave – all this is enough to discourage even the most resolute.” (a)
We would therefore wish to remain there until our time came to rest in God’s bosom, but truly, we only wished to do so if it did not go against His will, serving Him there and keeping Him with us, guiding and supporting our steps, sanctifying our actions, and aiding our endeavors. Like the disciples of Jesus Christ on the road to Emmaus, we said: Lord, we want to stay here, it is already late and we are tired, but also stay with us. “Stay with us, Lord, for it is already evening and the day is inclining towards its end.” (b)

with faith in a world of disbelief, and with martyrs' heroism to seal their faith with their blood and charity—this was what revived our spirits, which were depressed, and gave us the strength to make a firm and unshakable resolution to leave everything and go where we were called.
He who said to the apostles: "Go into the whole world," also said to them: "Behold, I will be with you always, even to the end of the age..."
Indeed, beloved children, since the day we were anointed as Bishop of this diocese, we have felt a force hitherto unknown to us, acting upon us, urging us towards those whom the Holy Spirit has given us as children. The effect of sacramental grace is truly powerful! Just as God infuses the hearts of mothers with the most passionate love for their children, He also gives them the strength and courage to face all the difficulties of life for their benefit; similarly, He places bishops at the forefront of the Church, and during their election, He kindles within them a supernatural love stronger than any natural love, capable of every heroism, ready and strong for every sacrifice. It is for this reason that the history of Christian martyrs is intertwined with the history of Catholic episcopacy, and that before these numerous legions of martyrs, this brilliant army of combatants, appear the crowned foreheads of the leaders, the anointed, the pontiffs, always the first in the battles of faith, defending divine truths that give the Church its prodigious vitality and fertility, populating the world with believers, children of God.
It is for this reason that we feel strong for the difficult mission of episcopacy, and against the difficulties that our weakness and the very nature of such an arduous mission present to us, we can, like the great apostle, respond: "All things are possible to him who strengthens me" (Philippians 4:13). To save souls, to bring barbaric and savage peoples, plunged into the darkness of error, into the sweet fellowship of the Gospel?

I share this sentiment with the same Apostle, and I fear not nor hold in contempt my life more than myself and my salvation, once I have concluded my career and fulfilled the ministry that I received from Our Lord Jesus Christ, which is to preach the Gospel of God’s grace." (a)
Henceforth, family, country, and friendship will no longer be obstacles that hinder our journey where the imperative voice of God directs us. Instead, we shall carry within our hearts, as a sacred altar, the tributes of nostalgia and gratitude owed to these sweet memories evoked by these three names. However, they must remain a strong incentive for good, a valuable support against natural weakness, and a gentle comfort in the sorrows and discouragements that assail us amidst thorns and difficulties. For even though far away, we will always remember that beyond "the western shores of Lusitania," in that most beautiful archipelago of the Azores, there exist noble and austere characters, the very incarnation of humanity and justice, who will serve as models for us. Good and generous hearts that will accompany us everywhere, caring for and touching us, souls of believers and pious individuals who, at every moment, evolve fervent prayers that will rise to heaven to intercede on our behalf before the throne of God!
It is permissible for us, from these distant lands, to send you our most affectionate and heartfelt greetings once more!
As for you, beloved diocesans, since we were constituted your bishop through the Holy Spirit, we have never ceased to think about you and everything that concerns you, feeling and nurturing towards you those cares and affections that dominated the great Apostle's soul, similar to those of a father or mother towards their children, as if the human language lacked sufficient means to express them. We have never ceased to pray for you. We delayed coming to the midst of our beloved diocesans. In prayer, we found solace; our soul was tempered and strengthened for the work, the struggle, and the sacrifice.

These aids were indeed essential to us, for the closer we drew to our mother diocese, the greater became our apprehensions. When on our journey we caught sight, late at night, of the lighthouse that illuminates the coast of Malacca, one of the ancient jewels of the Portuguese crown and the first part of Asian land inhabited by Christians subject to our jurisdiction, our souls were dominated by conflicting emotions of joy and sorrow! That lighthouse, in continuous rotation, sometimes illuminating distant seas with its beam of light, at other times leaving vast regions in darkness, always remaining beyond others that it could never reach, reminded us of the analogous phenomenon of moral order occurring in these vast regions of the globe, where we were about to enter for the first time—regions through which the resplendent sun of the Gospel has been continuously traversing for centuries, illuminating numerous souls with the splendours of truth, while a greater number remain submerged in the dense darkness of error and death, "in tenebris et in umbra mortis" (a).
This reflection was sufficient to drain us of all hope. Fortunately, however, our spirits were lifted when we looked back at the heroic missionaries who, for centuries, had walked those same lands destitute of all comfort and earthly aids, carrying the cross as a symbol of redemption in one hand, burning love in their hearts for God and neighbour, and the sweet name of Jesus on their lips! They achieved superhuman feats, making astonishing conquests of souls for Jesus Christ. The blood of martyrs spread across the earth bore fruit, producing many Christians whose numbers have grown progressively over the centuries.
But setting aside this, the human soul is so beautiful, so rich, that if in all our episcopate we could convert but a single person for God, we would consider our fears, our sweat, and our labours well spent!

Beyond these expectations, we hope to achieve much more, relying on the benevolent designs of God and the providential mission entrusted to our homeland, especially the Diocese of Macau, concerning the peoples of the Orient.
Indeed, Portugal was endowed by Providence with the mission to evangelize and Christianize many nations on Earth. With this condition, it became an independent nation, expelling Moors from the Iberian Peninsula and populating conquered lands with Christians. Mosques of the Moors were transformed into churches, and where they did not exist, new temples were built in honor of the true God. Even the slaves brought from Africa converted to the faith and became as good Christians as their psychological capacity allowed.
Having secured national autonomy and independence within the Iberian Peninsula, conquests extended beyond the seas. Bold navigators sailed across the ocean in various directions, discovering new paths and new worlds. The bravery of our captains expanded the domains of the homeland, conquering new continents and islands. However, the sword of the conqueror was soon followed by the cross of the missionary, who carried the light of the Gospel with the warmth of charity, spreading civilization among the barbarized peoples!
These were the enduring conquests of the Portuguese. While what caused the astonishment of nations and still cannot be recalled without deep emotion today is minimal; little remains but the ruins of a magnificent building attesting to a glorious and unequalled past! As for religion, this eternal glory of the nation that implanted and spread it continues to live and develop, daily illuminating minds with faith and warming hearts with charity, fostering all virtues of which man is capable, transforming customs, expanding in bountiful fruits of good deeds, and solidifying in beneficial institutions promoting individual happiness, progress, and social well-being. This was the legacy we inherited.

It gives great satisfaction to observe and note in the East Indies and the Malacca Peninsula, where Christians pride themselves on having received the teachings of faith from the Portuguese, to such an extent that even in a foreign-dominated land, they continue to speak Portuguese, at least in religious acts, preaching, and devotional exercises in churches, and in private family prayers. The religious inhabitants of Malacca do not want to speak any other language than their Portuguese, despite its significant corruption, because, they say, it is the Christian speech!
And this ancient and noble city of Macau, better than any other Portuguese conquest, provides us with evidence corroborating the mission entrusted by Providence to Portugal in the Christianization of the Orient. Located for centuries as an advanced sentinel at the forefront of the Portuguese nation’s conquests for civilization and faith in the extreme East, although it has had to yield this honor to more fortunate regions, Macau has been and will continue to be a center from which the light of the Gospel will radiate to vast regions still immersed in the shadows of error. Constrained within the narrow limits of a small peninsula connected to the Asian continent, situated 3,000 leagues from the metropolis, exposed on all sides to the attacks of powerful enemies who have more than once attempted its conquest, in times when other regions, more humanly favored and protected by prestigious names like Duarte Pacheco, Afonso de Albuquerque, and Dom João de Castro, succumbed to similar assaults—Macau, by a kind of miracle or rather by a special Providence, after so many centuries, continues to be under the sovereignty of the Portuguese Crown! Indeed, a truly extraordinary phenomenon that can hardly be explained except by a particular design of Providence that made Portugal a missionary nation with the right to spread the light of the Gospel and the lights of civilization throughout the Orient!
What Goa is for the vast Indian regions, Macau has been and continues to be not only for the Christians of the Malacca Strait but also for the extensive regions of China and Oceania that lie within our former possessions.

This passage is not merely an exhortation to the Padrão but also extends to many others situated outside its immediate vicinity, where its children continuously immigrate, establishing thriving colonies engaged in commercial labor, speaking the language of Camões and professing the Roman Catholic Apostolic religion! We have faith in this providential mission, and we hope that our beloved Portugal will sustain and vigorously fulfill it as difficulties are progressively overcome. And as long as there remains a drop of ancient Portuguese blood and souls where the light that St. Francis Xavier, the great Apostle of the Orient, brought to these regions continues to shine in Macau, Macau will remain a brilliant beacon amidst these distant shores. The historic grotto, to which the great poet, the singer of national glories, affixed his name, will serve to inspire the patriotic spirits of Macau’s inhabitants, and the flag of the Five Lions fluttering atop Our Lady of the Good Hope will remind them that while King Afonso Henriques’ sword secured the independence of the homeland, it was faith in Jesus Christ that inspired the arm that wielded it!
The Holy Name of God under whose protectiveegis Macau has taken refuge since the earliest days of Portuguese dominion will continue to shield it in the performance of its noble mission. For nothing evil can escape the Holy Name, nor can anything flourish without it. In the Name of Our Lord, the Apostles performed wonders of every kind—curing the sick, expelling demons, converting multitudes, suffering gladly insults and persecutions. Thus they implanted Christianity among nations. In the Name of God, the Church administers the sacraments, celebrates the most august of sacrifices, blesses all beings, sanctifies all actions, works, and enterprises. Nothing prospers without the Holy Name of God, which in times of faith initiated all enterprises. When the great navigators of the sixteenth century set sail for the conquest of new worlds, they hoisted the sails of their galleons in the Name of Our Lord Jesus Christ.

restless waves carried the sea outward, swift and bold, discovering new seas and new lands, leading unknown peoples, barbarous nations, and savage tribes to the notion of a God whose blessed name was written in letters of fire across the stars of the heavens, echoed in the thunder of promontories, and repeated by the voice of command on the ship’s deck, kindling faith in the hearts of adventurous sailors, strengthening their hope, and giving them courage to endure the dangers of a journey that was too long, until they reached the desired port! in days that we consider among the happiest of our lives, our happiness was further enhanced by finding there a solemn demonstration of your faith and piety. It was the silver lamp offered to the Most Holy Virgin of Lourdes by the religious city of Macau, as testimony to its recognition of having been preserved from total destruction by the terrible typhoon that fell upon it in the forever memorable year of 1874, in which more than 5,000 of its inhabitants perished. They were costly, and among the earliest to present themselves before our minds were our beloved diocesan clergy. There we kindled the desire to become what the Supreme Shepherd of souls, Jesus Christ, desired us to be for the portion of the mystical flock entrusted to us, as were the sacred Apostles, the holy martyrs and confessors for the Church, who received the mission to illuminate with the doctrine of salvation, to expand through their labours, to consolidate with their zeal, to sanctify with their examples, to water with their sweat, and to fertilize with their blood.

To all our beloved diocesans, we wish from the depths of our hearts this supreme happiness, and to God, the author of all good and the rewarder of souls, we will not cease to pray. In this holy endeavor, we recommend that you unite your prayers with ours, for the unity of charity makes prayer more fruitful. Our Lord, according to His promise, which never fails, will be with you to make it effective. (a)

Let us pray for the Holy Church, our Mother, for the Holy Father, the Pope, that God may preserve and invigorate him, and grant him the consolation of seeing the desired triumph of the Church in his days; for His Majesty the King, and for the entire Royal Family, for the prosperity of the Portuguese nation, and finally for the needs of this our beloved diocese.
And may the happiness we ask for, dear children, be a sign of the blessing we send you in the Name of the Father, the Son, and the Holy Spirit.
In order that this our pastoral letter may reach the knowledge of all our diocesans, we command that after it is registered in our ecclesiastical chamber, it be sent to our illustrious chapter, to all parish priests and missionaries of the diocese, so that it may be read at the conventional Sunday Mass immediately upon its reception.

D. JOÃO PAULINO D’AZEVEDO E CASTRO, by the grace of God and the Holy See Apostolic, Bishop of Macau, and member of the Council of His Faithful Majesty.
To the Reverend Clergy and Faithful of this our Diocese—health and blessing in Jesus Christ, our Lord and Saviour.
For the benefit of the ecclesiastical service of this Diocese, we hereby establish, in compliance with legal prescriptions, a periodic publication entitled the "Boletim do Governo Ecclesiástico da Diocese de Macau." This will henceforth serve as the official organ of the government of the Diocese, in which will be published our pastoral letters, provisions, ordinances, circulars, orders, notices, and other similar documents. Additionally, in appropriate sections, articles of doctrine, consultations, and news of religious interest will also be included.
The "Boletim do Governo Ecclesiástico de Macau" shall be published at the seat of the Bishopric and will appear in the first fortnight of each month. Upon issuance, the respective administration shall distribute it to all Reverend Parish Priests and Missionaries of the Diocese, who, after reading, shall collect it for binding into separate volumes with an appropriate title page, index, and order number.
Upon receipt by the Reverend Parish Priests and Missionaries, the "Boletim do Governo Ecclesiástico da Diocese de Macau" shall become part of the archives of their respective churches; therefore, we command that it be kept with due care so as not to be lost or deteriorated through the action of moisture or vermin.
By complying with this provision, as we hope they will, the Reverend Parish Priests and Missionaries are hereby exempted from the labor of transcribing any pastoral letters, provisions, circulars, etc., emanating from us, into books designated for this purpose.

Aos nossos caros irmãos e amados filhos, Dean e cônegos da Sé Catedral, Clero e fieis desta nossa diocese—saúde e bênção em Jesus Cristo Nosso Senhor e Salvador.
Quando há pouco mais de um ano soubemos que íamos ser nomeados bispo da diocese de Macau e que essa nomeação seria em breve solenemente confirmada pelo Supremo Hierarca da Igreja, um grande abalo se produziu em nós e quase nos sentimos desfalecer em meio à luta de sentimentos opostos que se debatiam em nossa alma.
Devíamos aceitar ou ser-nos-ia licito declinar aquela nomeação? Tal era a difícil questão que se apresentava ao nosso espírito atribulado, em torno da qual se atropelavam diversas razões disputando-se o triunfo, que nos levavam a resolver-a ora n'um ora n'outro sentido, deixando porém sempre subsistir a dúvida.
Não ir a um tal chamamento, afigurava-se-nos, n'aquele momento psicológico e nas circunstâncias em que tudo se passava, uma desobediência. Podia ser uma contravenção aos designios da Providência. Equivaleria a recusar à pátria, à religião e à Igreja sacrifícios que tinham direito a exigir de nós.
Acceitar porém seria talvez orgulho, temeridade. O episcopado era honra suprema para que absolutamente nos faleciam méritos pessoais, encargo demasiado grande para quem à deficiência de dotes, à debilidade inata à natureza humana, acrescia o enfraquecimento de forças produzido por anos seguidos de aturado trabalho.

A familia, a patria, os amigos—essa grandiosa trilogia,
que resume tudo quanto ha na ordem natural mais digno
d'affeição, actua poderosamente no homem em todos os mo-
mentos da existencia, ainda quando, influenciado por forças
superiores, de tudo pretende desprender-se e libertar-se.
Auelles entes que o acariciavam desde os primeiros dias,
os que para elle tinham um conselho prudente na duvida,
um sorriso d'alegria na prosperidade, uma palavra de confor-
to e uma lagrima de tristeza na desventura; aquelle sol que
lhe doirou o desabrochar da vida e que até entrar no tumu-
lo quereria lhe aquecesse a terra que o ha-de receber,—tudo
constitue uma especie de meio d'onde lhe é tão difficil mu-
dar como á planta acostumada a um certo clima o ser tans-
portada para outro sem risco de definhar e morrer.
“Acolá, diziamos, alguma coisa poderiamos fazer em prol
da causa do bem. D'ali fóra, tão longe dos que temos sem-
pre tido promptos a coadjuvar-nos, em clima tão differente,
em um meio totalmente desconhecido, tendo que ir levar a
fé a povos barbaros e selvagens comprehendidos no ambito
de tão vasta diocese, na idade emque nos encontramos, isto
é, a mais de meio caminho na senda dolorosa que vai do
berço ao tumulo—tudo isso é, que farte, para desalentar
ainda os mais animosos.” (a)
Quereriamos portanto ficar ali no declinar da vida, até
que nos chegasse o momento de irmos repousar no seio de
Deus, mas na verdade sómente o queriamos no caso d'isso
não ir d'encontro á sua vontade, para ali o servirmos e
o termos comnosco, dirigindo e amparando nossos passos,
santificando nossos actos, auxiliando nossas empresas. Co-
mo os discipulos de Jesus Christo na estrada de Emaús di-
ziamos: Senhor, queremos ficar aqui, é já tarde e estamos
cançados, mas ficar Vós tambem comnosco. “Mane nobis-
cum Domine quoniam advesperascit et inclinata est jam

a fé á face d’um mundo descrente, e aos martyres o heroismo para sellarem com seu sangue a fé que os dirige e a caridade que os impelle,—foi quem reanimou a nossa alma abatida e nos deu forças para tomarmos uma resolução firme e inabalavel de tudo deixarmos para irmos aonde nos chamava.
Aquelle que disse aos apostolos: Euntes in mundum universuni, disse-lhes tambem: ecce ego vobiscum sum omnibus diebus......
Sim, amados Filhos, desde o dia em que fomos ungido para Bispo d’esta diocese sentimos como que uma força até então desconhecida, actuando em nós, que nos impelle para junto d’aquelles que o Espirito Santo nos deu por filhos. Tão poderoso é o effeito da graça sacramental! Aquelle Deus que infunde nos corações das mães o mais incendido amor para com os filhos é lhes dá força e coragem para luctarem com todas as difficuldades da vida para bem d’elles é o mesmo que colloca os bispos á frente das egrejas e nos dias da sua eleição lhes accende na alma um amor sobrenatural mais forte do que todos os amores da ordem da natureza, capaz de todos os heroismos, prompto e forte para todos os sacrificios. E’ por isso que a historia dos martyres do christianismo se entrelaça com a historia do episcopado catholico, e que á frente d’essas legiões numerosas de martyres, d’esse exercito brilhante de combatentes, apparecem as frontes aureoladas dos chefes, dos ungidos, dos pontifices, sempre os primeiros nos combates da fé, na defeza das verdades divinas que dão á Egreja a prodigiosa vitalidade e fecundidade que povoa o mundo de crentes, de filhos de Deus. E’ por isso que nos sentimos forte para a missão difficil do Episcopado, e ás difficuldades que a nossa fraqueza e a propria natureza de tão ardua missão nos oppunham, podemos, a exemplo do grande apostolo, responder: Omnia possum in eo qui me confortat (b), tudo posso n’aquelle .que é a minha força. Trata-se de salvar almas, de trazer ao doce convivio do Evangelho povos barbaros e selvagens mergulhados nas trevas do erro? “Esperam-me tribulações...dire-

mos com o mesmo apostolo, mas nada receio nem estimo
mais a minha vida do que a mim mesmo e a minha salva-
ção, uma vez que conclua a minha carreira e cumpra com a
paz d'uma boa consciencia o ministério que recebi de Nosso
Senhor Jesus Christo, que é pregar o Evangelho da graça
de Deus.” (a)
D'or'avante, a família, a pátria e a amizade não serão já
um estorvo que nos dificulte ir para onde a voz imperativa
de Deus nos manda partir. Levaremos sim, no íntimo sacra-
rio do nosso coração, para ali lhes pagarmos o tributo de sauda-
de e gratidão a que nos obrigam as suaves reminiscências
que estes três nomes evocam. Mas hão de ser assim mesmo
um forte estímulo para o bem, um valioso sustentáculo contra a natural
fraqueza, um suave conforto nas tristezas e desalentos que
nos assaltarem no meio dos espinhos e das dificuldades.
Porquanto, ainda que longe, sempre nos haveremos de lem-
brar que além “da ocidental praia lusitana,” naquele formosíssimo
archipelago açoriano, há caracteres nobres e austeros, incarnação
viva da humanidade e da justiça, que nos servirão de modelo, corações
bons e generosos que nos acompanharão por toda parte, interessando-se
e enternecendo-se por nós, almas crentes e piedosas de onde a todo o
momento se evolam ferventes preces que se elevarão até ao céu para
intercederem por nós ante o trono de Deus!
Seja-nos licito ainda uma vez, destas longinquas plagas,
enviar a todos a mais afectuosa e sentida saudação!
Quanto a vós, amados diocesanos, desde que pelo Espírito
Santo fomos constituídos vosso bispo, nunca mais deixámos
de pensar em vós e em tudo o que vos pode interessar, de
sentir e nutrir por vós aqueles cuidados e afectos que dominavam
a alma do grande apostolo, semelhantes aos de um pai ou de uma mãe
para com seus filhos, parecendo até que a linguagem humana lhe escasseava
em recursos para os poder expressar. (b)
Nunca deixámos de orar por vós. Tardávamo-nos chegar ao meio
de nossos amados diocesanos. Na oração achávamos conforto; a nossa alma
ali retemperava-se e fortalecia-se para o trabalho, para a luta, para o sacrifício.

Bem necessario nos eram estes auxilios porque quanto
menos nos distanciavamos da nossa cara diocese maiores
eram as apprehensões que nos assaltavam o espirito.
Quando em viagem chegámos a avistar ao longe, alta noite,
o pharol que illumina as costas de Malaca, d'essa antiga joia
da corôa portugueza, a primeira parte do continente asiatico
habitado por christãos sujeitos á nossa jurisdição, a nossa
alma achou-se dominada por sentimentos oppostos d'alegria
e tristeza! Aquelle pharol, em continuo movimento de rota-
ção, ora illuminando os mares a distancia com seu jacto de
luz, ora deixando na escuridão vastissimas regiões, ficando
sempre para alem outras mais vastas que nunca attingia,
lembrava-nos o phenomeno analago da ordem moral que se
passava n'essas extensas regiões do globo, onde pela primeira
vêz iamos entrar,—regiões que o sól rutilante do Evangelho
de ha seculos para cá percorre continuamente, illuminando
um grande numero d'almas com os esplendores da verdade,
ao passo que outro numero maior dellas jazem mergulhadas
nas densas trevas do erro e da morte, "in tenebris et in um-
bra mortis" (a)
Esta consideração ere de bastante peso para nos fazer per-
der todo o alento. Felizmente porem, cobravamos animo
olhando para o passado e vendo esses heroicos missionarios
que ha seculos por ali mesmo caminharam destituidos de to-
o conforto e de todos os auxilios terrenos, levando n'uma
mão a cruz, symbolo da Redempção, no coração o amor en-
cendrado de Deus e do proximo e nos labios o doce nome de
Jesus! Elles fizeram prodigios sobrehumanos, realizaram
assombrosas conquistas de almas para Jesus Christo. O san-
gue dos martyres espalhado pela terra germinou e produziu
muitos christãos cujo numero de seculo em seculo tem vindo
em progressivo augmento.
Mas pondo de parte isso, a alma humana é tão bella,
tão rica, pois vale o sangue d'um Deus, que se
em todo o nosso episcopado não conquistassemos mais que
uma só para Deus, dariamos por bem empregados os nossos
receios, os nossos suores e as nossas fadigas!

Muito mais do que isso porem esperamos conseguir, para
o que muito confiamos nos amorosos designios de Deus, e na
missão providencial confiada á nossa patria, especialmente
á diocese de Macau, a respeito dos povos do oriente.
Com effeito, Portugal recebeu da Providencia a missão
d’evangelisar e christianisar muitas das nações da terra.
Com essa condição se constituiu em nação independente, ex-
pulsando a moirama do occidente da Peninsula hispanica e
povoando de christãos as terras conquistadas. As mesqui-
tas dos mouros eram transformadas em egrejas e onde as
não havia edificavam-se templos em honra do Deus verda-
deiro. Os proprios escravos levados de Africa convertiam-
se á fé e faziam-se tão bons christãos quanto lh’o permittia
a sua capacidade psycologica. (a)
Assegurada a autonomia e independencia nacional na
Peninsula, alargaram-se as conquistas para alem dos mares.
Audazes navegadores sulcaram o oceano em differentes di-
recções á descoberta de novos caminhos e de novos mundos;
a bravura de nossos capitães alargava os dominios da patria,
conquistando-lhe novos continentes e novas ilhas. Mas a es-
pada do conquistador era de perto seguida pela cruz do mis-
sionario, e este com o coração abrazado nas chammas da cari-
dade, lá ia espalhando as luzes do Evangelho, e com ellas
attrahindo povos embrutecidos para o convivio da civilisa-
ção!
E foram estas as perduraveis conquistas dos portuguezes.
Do mais que causou o assombro das nações e que ainda hoje
não pode ser relembrado sem causação profunda,
pouco é o que resta; são pouco mais que ruinas d’um edifi-
cio grandioso a attestar ao mundo inteiro um passado de
gloria e grandeza inegualaveis! Quanto á religião, essa
para gloria immorredoura da nação que a implantou e dif-
fundiu, vive e desenvolve-se dia a dia illuminando com a fé
as intelligencias e aquecendo com a caridade os corações,
fazendo germinar todas as virtudes de que o homem é ca-
paz, transformando os costumes, espandindo-se em fructos
sasonados de boas obras e consolidando-se em instituições
beneficas, promotoras da felicidade do individuo, do pro-
gresso e bem estar social. Foi isto o que tivemos a indisi-

vel satisfação de ver e observar nas Indias e na Peninsula
de Malaca, onde os christãos se gloriam de terem recebido
dos portuguezes os ensinos da fé, a tal ponto que, mesmo
em paiz de dominação estrangeira, ainda fallam o portu-
guez, ao menos nos actos religiosos, na prédica e exercicios
de devoção nas egrejas e nas orações do culto privado em
familia. Os religiosos habitantes de Malaca não querem
fallar outra lingua senão o seu portuguez, ainda que muito
adulterado, porque, dizem elles, é o fallar christão!
E esta antiga e nobre cidade de Macau, melhor do que
qualquer outra conquista portugueza, nos fornece argumen-
to comprovativo da missão confiada pela Providencia a Por-
tugal na christianisação do Oriente. Collocada durante se-
culos como sentinella avançada na vanguarda das conquistas
da patria portugueza em prol da civilização e da fé, nas re-
giões do extremo oriente, embora tenha sido que ceder essa
honra a outras mais favorecidas da sorte, Macau tem sido e
continuará a sêr um centro d’onde irradiará a luz do Evan-
gelho para muitas vastas regiões ainda hoje immersas nas
sombras do erro. Confinada aos estreitos limites d’uma pe-
quena saliencia de terra ligada ao continente asiatico, situa-
da a 3000 leguas da metropole, exposta por todos os la-
dos aos ataques d’inimigos poderosos, que por mais d’uma
vez tentaram a sua conquista, em tempos em que succum-
biram a iguais assaltos humanamente mais favoreci-
das e que tinham ainda a protegê-las nomes prestigiosos
de Duarte Pacheco, Affonso d’Albuquerque e D. João de
Castro,—Macau, por uma especie de milagre, ou antes por
um favor especial da Providencia, ao cabo de tantos seculos,
acompanhados em sua marcha de mil vicissitudes para todas
as nações do orbe, ainda se conserva debaixo da soberania
da Corôa portugueza! Phenomeno, na verdade, extraordi-
nario, que mal se explica, a não sêr por um designio parti-
cular da Providencia, que constituisse Portugal uma nação
missionaria com o direito de fazer irradiar no
oriente o sol do Evangelho e as luzes da civilização!
O que é Gôa para as vastas regiões Hindostanicas, Macau
o tem sido, é o continuar a sêr não só para as christanda-
des do estreito de Malaca, para as extensas regiões da China
e da Occania que se encontram dentro do nosso ex-

tenso Padrado, mas tambem para muitos outros si-
tuados fóra d'elle, para onde continuamente emigram seus
filhos, que ali vão constituir colonias florescentes, entregues
ao labor da vida commercial, fallando a lingua de Camões e
professando a Religião catholica, apostolica romana !
Temos fé n'esta missão providencial, e esperamos que o
nosso querido Portugal a sustentará e desempenhará briosa
e conscienciosamente á medida que se forem removendo dif-
ficuldades com que tem tido que luctar. E em quanto em
Macau houver uma gotta d'antigo sangue portuguez e almas
em que brilhe um raio d'essa luz que S. Francisco Xavier,
o grande Apostolo do Oriente, n'estas regiões veiu accender,
Macau ha de ser um facho brilhante em meio d'estas longin-
quas plagas. A gruta historica, a que o grande vate, can-
tôr das glorias nacionaes, vinculou o seu nome, estará ali
para estimular os brios patrioticos dos habitantes de Macau,
e o pendão das Quinas tremulando no alto de Nossa Senhora
da Guia lembrar-lhes que, se a espada de Affonso Hen-
riques conseguiu firmar a independencia da patria, era a fé
de Jesus Christo que alentava o braço que a brandia !
O Santo Nome de Deus a cuja egide protectôra Macau
se acolhe desde os primitivos tempos da dominação portu-
gueza continuará a protegel-a no desempenho da sua nobre
missão. Pois não há mal que este santo nome não afaste,
bem que elle não traga. Em nome de Nosso Senhor opera-
vam os Apostolos prodigios de todo o genero, curando os
enfermos, expulsando demonios, convertendo as multidões,
soffrendo alegremente as injurias e perseguições. E assim
implantaram o christianismo em meio das nações. Em no-
me de Deus administra a Egreja os sacramentos, celebra o
mais augusto dos sacrifícios, abençôa todos os sêres, santifi-
ca todas as acções, todas as obras e todas as empresas. Não
ha nada que não prospere sob o santo nome de Deus que em
tempos de fé se iniciavam todas as empresas. Ao largarem
do porto para irem á conquista de novos mundos, os gran-
des navegadores do seculo XVI mandavam içar em nome
de Nosso Senhor Jesus Christo as velas dos seus galeões.
E estes impellidos por uma brisa forte e sacudidos pelas

ondas alterosas, lá iam mar fóra, velozes, destemidos, a des-
cobrir novos mares e novas terras, levando a povos desco-
nhecidos, a nações barbaras, a tribus selvagens a noção
d’um Deus cujo nome bemdito escrito em letras de fogo
nas estrellas do firmamento, repercutido no fraguedo dos
promontorios e repetido pela voz do commando na ponte do
navio, accendia na alma dos arrojados navegantes a fé, for-
talecia-lhes a esperança e dava-lhes coragem para arrosta-
rem os perigos d’uma viagem por demais demorada, até che-
garem a prender a unha de ferro da sua ancora em o porto
desejado! E todas as conquistas que a isso se seguiam eram
emprehendidas, sustentadas e levadas ao fim, em nome do
Deus uno na essencia e trino em pessoas!
Graças a Deus, motivos d’esperança não nos faltam. Paira
ainda por estas regiões o espirito de S. Francisco Xavier, o
grande Apostolo, que depois de ter percorrido o oriente veiu,
por um designio particular da Providencia, exahar o seu
ultimo suspiro aqui, bem perto da futura capital da nossa
amada diocese, para que Macau nascesse das suas derradeiras
bençãos d’apostolo, assim como Gôa se fortalecera e prospe-
rara sob a influencia das primeiras!
Temos tambem a protegel-a no desempenho da sua nobi-
lissima missão, essa brilhante phalange de martyres, muitos
d’elles portuguezes, que regaram com seu sangue o sólo do
extremo oriente, e cujos nomes gloriosos ella se ufana de ter
inscriptos no seu Kalendario diocesano, invocando-os como
protectores seus junto de Deus, offerecendo em dias certos
do anno o mais augusto sacrificio em sua honra e celebrando
a memoria d’elles na psalmodia, nas lições, hymnos e canti-
cos de sua formosa liturgia.

Na longa viagem que emprehendemos para vir ao meio
de vós, amados filhos, todas as circumstancias, todas as coin-
cidencias vinham como que de molde a animar-nos e a for-
talecer-nos. Parecia-nos ouvir a cada passo este grito d’ani-
mação—Sursum corda.
Em Lourdes, na cidade privilegiada de Maria, onde passa-

mos dias que reputamos dos mais felizes da nossa vida, veiu,
augmentar a nossa felicidade o facto d'ali encontrarmos
uma demonstração solemne da vossa fé e piedade. Era a
lampada de prata offerecida á Santissima Virgem de Lour-
des pela religiosa cidade de Macau em testemunho do seu
reconhecimento pelo facto de a haver preservado de total-
mente succumbir ao medonho tufão que sobre ella caiu no
para sempre memoravel anno de 1874 e em que pereceram
mais de 5000 de seus habitantes. Muito nos consolou ver-
mos ali, em lugar d'honra, patente aos olhos das multidões,
que de toda a parte acodem ao sanctuario querido da Rai-
nha dos céos, aquelle testemunho, dado á face do mundo
inteiro, da fé catholica de nossos amados diocesanos, da sua
viva religiosidade, da sua sincera piedade para com Maria
Santissima e da sua firme confiança na intercessão e vali-
mento da mãe de Deus!
E' que ir a Lourdes ou fazer-se representar, por espirito
de verdadeira piedade, n'aquelle lugar abençoado é o mesmo
que admittir o dogma catholico em todo o seu admiravel
conjuncto; é condennar os erros que em todos os tempos,
e particularmente em nossos dias, o espirito da mentira sus-
cita para arrebatar a Jesus Christo e á Egreja o legitimo
imperio que tem sobre as almas. E' crêr na existencia d'um
Deus pessoal, omnipotente e infinitamente sabio, n'uma or-
dem sobrenatural superior á que reina em o mundo physico;
é proclamar o absoluto poder de Deus sobre o mundo e por-
tanto professar o dogma da criação e do governo do mundo
e dos homens pela Providencia; é admittir o peccado origi-
nal com as suas funestas consequencias para o tempo e para
a eternidade, a Redempção operada por Jesus Christo e to-
da a obra do divino Redemptor com a mediação de Maria
Santissima Immaculada; é acceitar a moral christã com
todas as suas maximas e exigencias, o livre arbitrio, a cons-
ciencia moral, a distincção entre o bem e o mal, entre o
justo e injusto, o merito e o demerito, os premios e os casti-
gos, e por conseguinte a sancção eterna da lei divina com a
gloria celeste como galardão da virtude e d'uma morte na
amizade de Deus, é o inferno com todos os seus horrores
para os que prevaricam e morrem impenitentes. E' acredi-
tar na instituição e efficacia divina dos Sacramentos, do san-

to sacrifício da missa e da oração, meios pelos quaes se con-
tinua no mundo o sacrifício cruento da cruz no seu duplo
effeito de glorificar a Deus e de santificar e salvar as almas !
E' principalmente reconhecer que existe uma Egreja depo-
sitaria da verdadeira doutrina, mestra infallivel da verdade,
encarregada da direcção e governo das almas em tudo o que
respeita á salvação, e por conseguinte a obrigação de crêr o
que ella ensina, condemnar o que ella condemna e de cum-
prir o que ella ordena com inteira submissão e obediencia
aos legitimos pastores.
Por outro lado, admittir as apparições de Lourdes com
seus celestes ensinamentos, é condemnar o frio naturalismo
e o sórdido materialismo que invadem os espiritos, a idola-
tria da carne, a avidez das riquezas e a ambição do poder
que avassalam o mundo. E' reprovar a licença que cam-
peia infrene, appellando-se falsamente com o formoso no-
me de leberdade, a lincenciosidade de costumes que se alas-
tra por toda a parte, a revolta contra o principio d'autorida-
de que subverte a ordem moral e põe o mundo social em
medonhas convulsões. E' repellir a irreligião que rouba ao
individuo as suas crenças, condição essencial da verdadeira
felicidade, á familia a paz e alegria domestica, á sociedade a
base do estavel equilibrio entre o desenvolvimento moral e
o progresso material, condição sine qua non do verdadeiro
bem estar, da paz e prosperidade dos estados.
Por isso, immenso contentamento se apoderou de nossa
alma ao contemplarmos aquelle monumento de fé, ali
posto pela piedade de nossos amados diocesanos. Parecia-
nos que nos encontravamos todos—o bispo, o clero e os fieis
da diocese, ali reunidos aos pés da formosa Madona da basi-
lica, para em concerto unisono proclamarmos a nossa firme
adhesão aos celestes ensinamentos de Maria, para fazermos,
á fáce do mundo inteiro e como protesto contra a funesta
e descarada propaganda do erro, a nossa salemne pro-
fissão de fé catholica, e apregoar bem alto, em meio d'a-
quella Europa que os sectarios do inferno se esforçam por
deschristianisar, a nossa intima união á Egreja de Roma,
áquella rocha vinte vezes secular, fundamento inquebranta-
vel da verdade, sustentaculo indefectivel da unica religião
verdadeira !

Oxalá, carissimos filhos, que aquella lampada com a sua
luz sempre brilhante e sempre ardente seja em todo o tem-
po symbolo verdadeiro da vossa fé e da vossa caridade.
Oxalá, nunca ella seja para o vosso bispo o que foi para o
grande Paulo o distico—ignoto Deo—gravado pelos atheni-
enses sobre um dos seus porticos, occasião para vos censurar
d'incredulidade ou pelo menos de incoherencia em vossos
actos, por os achar em desharmonia com os principios da
vossa fé. Esperamos que não será jamais assim, e que bem
pelo contrario com os auxilios da graça que vos não falta-
rão, permanecereis firmes na vossa crença, coherentes na
pratica das bôas obras, não vos envergonhando nunca de
com ellas confessardes a Jesus Christo. A Santissima Vir-
gem vos guardará como filhos do seu coração, não se enver-
gonhará de vos apresentar como taes ante o throno do Pae
celeste (a) e de impetrar para vós, enquanto vivos e á hora
da morte, a misericordia e amor de seu bemdito Filho.
Em nossa viagem tivemos tambem a ventura de visitar a
capital do catholicismo. Ali, n'aquella Roma, ao pé d'aquelle
roble gigante que ha vinte seculos assiste sobranceiro a todas
as vicissitudes porque vão passando as sociedades humanas,
resistindo a todas as tempestades, junto d'aquella pedra em
que assenta solidamente a Egreja de Jesus Christo (b) a
nossa alma fortalecia-se, a nossa fé tornava-se mais viva,
o nosso espirito, ao comtemplar tantos objetos ricos de tra-
dições, caros á piedade christã, tantos monumentos em que
o genio do homem soube imprimir em formas grandiosos os
grandes ideaes do christianismo e gravar d'uma maneira du-
radoura os grandes acontecimentos da vida da Egreja, o nos-
so espirito divagava por todos os lugares, via todas as pesso-
as, representava-se todos os santos mysterios, os actos de
heroismo, as virtudes sublimes, a santidade dos grandes he-
roes da religião, as perseguições que soffreram, as luctas que
sustentaram e as victorias que alcançaram. Via em fim os
combates e os triumphos da Egreja sobre seus numerosos
inimigos! Parecia-nos que em volta de nós reinava uma
atmosfera toda celeste em que a nossa alma se embebia e
deleciava. Para ali chamavamos todos os entes que nos

eram caros, e dos primeiros a representarem-se ao nosso
espirito eram os nossos amados diocesanos. Avivamos ali o
desejo de sermos o que o Supremo Pastor das almas, Jesus
Christo, queria que fossemos para a porção do mystico re-
banho que nos confiára, o que foram os sagrados Apostolos,
os santos martyres e confessores para a Egreja, que elles
receberam a missão d'illustrar com a doutrina da salvação,
de dilatar com os seus trabalhos, de consolidar com o seu
zelo, de sanctificar com os seus exemplos, de regar com os
seus suores e de fecundar com o seu sangue.
Ajoelhado aos pés do Vigario de Jesus Christo, deante d'a-
quelle ancião venerando, dominava-nos o pensamento de que
nos achavamos em presença do proprio Jesus Christo, e da
sua bocca ouviamos os salutares avisos, as palavras de con-
forto, as interrogações por tudo o que mais interessava ao
rebanho querido a que nos ligara, e por fim aquella benção
dada com palavras tão graves, tão solemnes, tão sahidas
do intimo d'aquella alma grande, tão repassadas de caridade
apostolica, que ainda nos parece ouvil-as, e jamais as olvi-
daremos—benção ao bispo, á diocese, ao seminario, aos fieis
e a todas as obras emfim que o zêlo e a caridade promovem
por Jesus Christo aos apostolos e a seus successores: Ide e
eu estarei comvosco, Euntes...ecce ego vobiscum sum...! (a)

E como se tudo isto não bastasse para nos animar e en-
cher nossa alma das melhores esperanças, eis que, admira-
velmente se congregam as mais felizes coincidencias, todas
de molde a tornarem auspiciosa a nossa entrada n'esta
amada diocese! Ao sairmos do mez de maio consagrado
pela Egreja e pelos fieis de todo o mundo aos cultos tão bel-
los, tão consoladores em honra de Maria, nossa celeste Mãe,
ao entrarmos n'esse outro mez, não menos cheio d'encantos
para a alma fiel, consagrado ao Coração amantissimo de
Jesus, e nos dias em que a Santa Egreja commemora com o

[jubilo festival da sua liturgia a descida do Espirito Santo sobre os Apostolos e fieis reunidos no Cenaculo de Jerusalem...! Foi em tão feliz conjunctura que tivemos a dita de sermos acolhido por nossos amados diocesanos, desde o desembarque que fizemos em Singapura até á nossa entrada solemne na capital d'esta querida diocese! Oh quanto nos captivam e animam o acolhimento enthusiastico e affectuoso com que nos receberam, as finezas que continuam a dispensar-nos Sua Ex.<Emphasis type="italic">cia</Emphasis> o Senhor Governador, as mui dignas auctoridades civis e militares da provincia, os illustres filhos d'esta terra e o nosso amado clero! Em taes demonstrações, que de certo não merecemos e que apenas o predicamento da auctoridade de que nos achamos revestido pode explicar, vemos plenamente confirmado tudo o que d'antemão sabiamos á cerca do nobre e primoroso caracter das pessoas que superintendem ao governo d'esta provincia, e dos bons e religiosos sentimentos dos habitantes desta illustre cidade. Tudo isso nos causa immensa alegria, porque nos permitte vêr bem garantidas a bôa harmonia e o perfeito acordo que entre nós deve reinar para o cabal e perfeito cumprimento das graves obrigações que sobre nós impendem, e que todos desejamos escrupulosamente cumprir. Pela nossa parte a expressão do nosso sincero reconhecimento com os protestos da mais leal e decidida cooperação para tudo em que possamos utilmente intervir, e não cessaremos d'elevá-lo nossas luzes, lhes afaste todos os obstáculos e facilite o bom exito todas as suas empresas. Ao nosso amado clero, a tributo dos eleitos que o Senhor collocou para serem os instrumentos dos seus designios de paz, os ministros da sua misericordia, os assoalhadôres da sua doutrina, os guias, os conselheiros do seu povo, a esses companheiros assiduos de trabalho, colaboradores natos na missão ardua que nos está confiada,—as nossas intimas e affectuosissimas saudações! o mais escrupoloso empenho em manter o decoro da sua cor-
poração, em promover a honra e o prestigio da primeira
egreja do bispado, por modo que em tudo o que respeita á
gloria de Deus e ao interesse das almas sirva de exemplo e
de modêlo à todas as outras. Para tudo muito confiâmos
nas luzes e bôa vontade de todos os illustres capitulares.
E a vós, digno e zelosissimo clero parochial e missiona-
rio......! Sois a lucerna ardens accendida pela mão do Se-
nhor em meio da sua casa para com seu brilho allumiar e
com seu calôr suave aquecer aquelles que estão em volta,
posta em lugar elevado, super candelabrum, para que possa
aproveitar a todos os que n'ella habitam. Essa luz que o
Senhor quer que espalheis em torno de vós é a celeste
doutrina de que vos fez depositarios. Deus quer que todos
se salvem (a), e para quem seja se salvar bastará,
diz S. Paulo, invocar o nome de Deus (b). "Mas como in-
vocarão aquelle em quem não creram? Ou como crerão
n'aquelle que não ouviram? E como ouvirão se não tive-
rem quem lhes pregue?" (c)
O povo fiel é o rebanho mystico que o Eterno Pastor das
almas vos confiou para o conduzirdes aos saudaveis pascigos
onde a doutrina e os sacramentos são o unico pabulo succu-
lento capaz de saciar uma alma faminta. E' preciso pois
que o padre encarregado da cura d'almas applique o seu ze-
lo a instruir os fieis confiados ao seu ministerio, incutindo-
lhes as verdades da fé e as maximas da moral christã, e a
santifical-os pela graça dos divinos sacramentos, afim de que
todos esses elementos, bem assimilados, se transformem em
fructos de saudaveis resoluções, em actos de virtude e pra-
tica de boas obras, sem o que não haverá vida christã.
Mas como o bom pastor trata as suas ovelhas consoante
as necessidades das mesmas, tambem o pastor d'almas para
que o seu ministerio seja fructuoso, alem do ensino geral e
cummum a todos, deve proporcionar os seus cuidados e des-
velos ás differentes classes de christãos e aos diversos esta-
dos das almas por quem tem de responder. Necessariamente
devem variar, conforme se dirigem a almas piedosas e

amantes da perfeição, a christãos tibios e arrastados no de-
ver, ou a peccadores habituários e endurecidos no vicio;
á juventude innocente e ignara do mal, ou á adolecencia
avida de liberdade e em perigo de transviar-se; ao homem
senhor de si e do seu destino, mas colocado no meio d’uma
sociedade em que universalmente se conspira contra a honra
e contra o dever, ou a pais de familia, a esposos onerados de
cuidados pelo peso da idade ou a enfermos achacados de males
que lhes tornam pesada à existencia.
Como o Apostolo a seu discípulo Timotheo, aqui vos digo,
carissimos padres: “Prega a palavra, insta a tempo e fóra
de tempo, reprehende, roga, admonesta, sem nunca perderes
a paciencia nem deixares de instruir; vigia, e não te negues
a trabalho algum; procede como um evangelista, cumpre o
teu ministerio.” (a) E n’outra parte: “Fiz-me tudo para
todos para salvar a todos” (b)
Mas não vos contentes de pregar sómente ao povo fiel.
Nosso Senhor “tem outras ovelhas que não são d’este
aprisco,” quae non sunt ex hoc ovile, “mas que é necessario
conduzir a elle” illas opportet me adducere. (c)
Que vasto campo aberto á vossa actividade e ao vosso
zêlo! Quantos milhões de infelizes ainda mergulhados na
densa caligem do erro e da superstição! e quantos d’esses
enfermos só esperam talvez que os mergulhem na piscina
probatica do baptismo para adquirirem a saúde da alma?
Oxalá não tenham elles que lançar-vos em rosto o dito ho-
minem non habeo (a) (falta-me um homem) do enfermo do
Evangelho junto á piscina Bethsaida!
Obriga-vos a trabalho tão meritorio a virtude da caridade,
que não pode soffrer que se percam, por incuria nossa, al-
mas, nossas irmãs, criadas á imagem e semelhança de Deus
e redimidas com o sangue preciosissimo de seu bemdito Fi-
lho. Compelle-vos a isso a ordem terminante e expressa de
Jesus Christo praedicate Evangelium omni creaturæ, pre-
gare a todas as criaturas, para que todas tenham fé e se bap-
tisem, porque só o que tivér fé e fôr baptisado é que será

salvo. (b) Ordena-vol-o a Egreja que na concessão do Pa-
droado do oriente á Corôa de Portugal lhe impoz a obriga-
ção de propagar a fé entre as nações pagãs; e abstendo-nos
agora de citar decretos, apenas vos lembramos o do sexto
Concilio provincial de Gôa, de bem recente celebração, já
posto em execução n'esta diocese, onde por conseguinte tem
força obrigatoria. (c)
E que merecimentos n'esta vida, e que glorias na outra a
coroarem tudo quanto se faça a bem d'estas pobres almas!
Animam salvasti, diz um Santo Padre, tuam praedestinasti.
"Salvaste uma alma, asseguraste a eterna predestinação á
tua". Por onde se vê que o proprio interesse é tambem
alavanca potente a mover-nos ao trabalho, arduo sim, mas
immensamente proveitoso da evangelisação dos gentios.
Esforcemo-nos por trazel-os ao doce convivio da civilisaçõo
a que elles têm tanto direito como tinham nossos pais que
nol-a transmittiram por herança, sem o que d'ella seriamos
privados. Se assim fizermos mostraremos mais uma vêz ao
mundo que só o christianismo é capaz d'arrancar um povo
ao jugo deprimente do selvagismo e da barbarie e fazel-o
gozar da liberdade e dos esplendores da civilisaçõo!
Carissimos padres! Glorificae a Deus pelo cumprimento
integral de vossos deveres; e para que assim seja, sêde asiduos
na oração, na lição espiritual, no estudo da sagrada
theologia, no uso do sacramento da penitencia, e na celebraçõo
do augustissimo sacrificio da missa, sempre precedida
da conveniente preparaçõo e seguida da devida acçõo de graças.
Fugi da occiosidade, mãe de todos os vicios, e de todas
as occasiões perigosas; e edificae a todos pelo bom exemplo.
Pelas entranhas de Nosso Senhor Jesus Christo vos exhortamos
a que poupeis á Egreja o triste espectculo do escandalo
que tanto a afflige. O mau exemplo é tanto mais prejudicial
quanto parte do padre, visto que por virtude da sua missão
é obrigado a instruir, o que mal conseguirá se o ensino
da palavra não fôr, como o do Divino Mestre, prece-dido
do exemplo, coepit facere et docere (a). O Padre está
por natureza do seu munus, como que em lugar alto com

relação aos fieis. O altar aonde todos os dias sobe é a montanha de Sião onde por suas mãos continúa a offerecer-se em holocausto pelos peccados do mundo a victima sacrosanta. O povo tem os olhos fixos n’aquella montanha donde espera desça a salvação. Mas ai! se com as mãos tinctas no sangue immaculado do Divino Cordeiro elle se arremessa ao lodaçal immundo do peccado!
D’aquella altura se despenha o desgraçado, nada ha que o contenha, porque a paixão é insaciavel. E’ a pedra que se desprende do alto da montanha, desce o declive em carreira vertiginosa, precepite-se d’abysmo em abysmo, arrancando arvores, destruindo culturas, arrazando muros, e fazendo de todos estes destroços novos agentes de destruição, que por seu turno multiplicando-se levam a ruina, a devastação e a morte a tudo quanto encontram! Que tremenda responsabilidade, Santo Deus!.... Muito nos consolam as informações que temos ácerca do bom clero d’esta diocese, pois fazem-nos nutrir a esperança de que jamais teremos que deplorar semelhante mal.
Bem hajam nossos illustres predecessores pelo muito que se empenharam para que esta diocese tivesse um clero digno da sua nobre e santa missão! Graças a seus desvelos, o seminario diocesano entregue a mestres e directores competentissimos attingiu um estado florescente que muito nos consola e anima.

O nosso vivo desejo é que todos se santifiquem aproveitando-se dos thesouros de graças e abundantes meios de santificação de que o Nosso adoravel Salvador fez depositaria a sua Egreja e cuja distribuição ella nos confiou e ao nosso amado clero. Vamos pois, carissimos filhos, emquanto é tempo, á fonte da divina graça onde encontraremos a força que nos habilitará a vencer a grande distancia que separa a terra do céo, pois sómente ali poderemos achar aquella felicidade porque todos suspiramos!
Sêde gratos ao Nosso Divino Salvador pela summa liberalidade e misericordia que tem tido para comvosco. Condição facillima, que bem revela a bondade e generosidade d'um Deus, pois é suave e leve o jugo da sua lei—“jugum enim meum suave est et onus meum leve” (c).
Não ha pois razão aceitavel para desculpas. E tanto maior deve ser o nosso empenho em correspondermos á bondade de Deus quanto é infinita a recompensa que nos promette, nada mais e nada menos que a eterna salvação, o gozo d'uma felicidade sem fim na patria bemaventurada.

To our dear brothers and beloved children, Dean and canons of the Cathedral, clergy, and faithful of our diocese—health and blessing in Jesus Christ, our Lord and Saviour.
When just over a year ago we learned that we were to be named bishop of the diocese of Macau and that this appointment would soon be solemnly confirmed by the Supreme Hierarch of the Church, a great disturbance arose within us, and almost we felt ourselves fainting amidst the struggle of opposing sentiments that raged within our soul.
Should we accept or were we entitled to decline that appointment? Such was the difficult question that presented itself to our troubled spirit, around which various reasons jostled for supremacy, leading us to resolve it now one way and now another, yet always leaving doubt in our minds.
Not to go to such a call, at that psychological moment and in the circumstances under which everything was transpiring, seemed to us, a disobedience. It could be a defiance of the designs of Providence. It would amount to refusing sacrifices to the homeland, religion, and the Church that had a right to demand of us.
But to accept might perhaps be pride, temerity. The episcopate was the supreme honour, for which absolutely no personal merits were required, an undertaking too great for one who, besides the deficiency of talents, the inherent weakness of human nature, was further weakened by years of arduous labour.

The family, the homeland, friends – this majestic trilogy that encapsulates all that is naturally most worthy of affection – acts powerfully upon man at every stage of his existence, even when influenced by superior forces to sever and liberate himself from them. Those who had nurtured him from the earliest days, those who offered wise counsel in doubt, a smile of joy in prosperity, words of comfort and a tear of sorrow in adversity; that sun which had nourished his life’s budding and which until death’s door would have wished to warm the earth that was to receive him – all constitute a kind of milieu from which it is so difficult to depart, much like a plant accustomed to a certain climate that struggles to survive if transplanted elsewhere without risk of withering and dying.
“We could still do something for the cause of good there,” they said, “far from the helpers we have always had at hand, in a different climate, in a completely unknown environment, tasked with bringing faith to barbarous and savage peoples within such a vast diocese, in an age where we find ourselves, more than halfway along the painful path from cradle to grave – all this is enough to discourage even the most resolute.” (a)
We would therefore wish to remain there until our time came to rest in God’s bosom, but truly, we only wished to do so if it did not go against His will, serving Him there and keeping Him with us, guiding and supporting our steps, sanctifying our actions, and aiding our endeavors. Like the disciples of Jesus Christ on the road to Emmaus, we said: Lord, we want to stay here, it is already late and we are tired, but also stay with us. “Stay with us, Lord, for it is already evening and the day is inclining towards its end.” (b)

with faith in a world of disbelief, and with martyrs' heroism to seal their faith with their blood and charity—this was what revived our spirits, which were depressed, and gave us the strength to make a firm and unshakable resolution to leave everything and go where we were called.
He who said to the apostles: "Go into the whole world," also said to them: "Behold, I will be with you always, even to the end of the age..."
Indeed, beloved children, since the day we were anointed as Bishop of this diocese, we have felt a force hitherto unknown to us, acting upon us, urging us towards those whom the Holy Spirit has given us as children. The effect of sacramental grace is truly powerful! Just as God infuses the hearts of mothers with the most passionate love for their children, He also gives them the strength and courage to face all the difficulties of life for their benefit; similarly, He places bishops at the forefront of the Church, and during their election, He kindles within them a supernatural love stronger than any natural love, capable of every heroism, ready and strong for every sacrifice. It is for this reason that the history of Christian martyrs is intertwined with the history of Catholic episcopacy, and that before these numerous legions of martyrs, this brilliant army of combatants, appear the crowned foreheads of the leaders, the anointed, the pontiffs, always the first in the battles of faith, defending divine truths that give the Church its prodigious vitality and fertility, populating the world with believers, children of God.
It is for this reason that we feel strong for the difficult mission of episcopacy, and against the difficulties that our weakness and the very nature of such an arduous mission present to us, we can, like the great apostle, respond: "All things are possible to him who strengthens me" (Philippians 4:13). To save souls, to bring barbaric and savage peoples, plunged into the darkness of error, into the sweet fellowship of the Gospel?

I share this sentiment with the same Apostle, and I fear not nor hold in contempt my life more than myself and my salvation, once I have concluded my career and fulfilled the ministry that I received from Our Lord Jesus Christ, which is to preach the Gospel of God’s grace." (a)
Henceforth, family, country, and friendship will no longer be obstacles that hinder our journey where the imperative voice of God directs us. Instead, we shall carry within our hearts, as a sacred altar, the tributes of nostalgia and gratitude owed to these sweet memories evoked by these three names. However, they must remain a strong incentive for good, a valuable support against natural weakness, and a gentle comfort in the sorrows and discouragements that assail us amidst thorns and difficulties. For even though far away, we will always remember that beyond "the western shores of Lusitania," in that most beautiful archipelago of the Azores, there exist noble and austere characters, the very incarnation of humanity and justice, who will serve as models for us. Good and generous hearts that will accompany us everywhere, caring for and touching us, souls of believers and pious individuals who, at every moment, evolve fervent prayers that will rise to heaven to intercede on our behalf before the throne of God!
It is permissible for us, from these distant lands, to send you our most affectionate and heartfelt greetings once more!
As for you, beloved diocesans, since we were constituted your bishop through the Holy Spirit, we have never ceased to think about you and everything that concerns you, feeling and nurturing towards you those cares and affections that dominated the great Apostle's soul, similar to those of a father or mother towards their children, as if the human language lacked sufficient means to express them. We have never ceased to pray for you. We delayed coming to the midst of our beloved diocesans. In prayer, we found solace; our soul was tempered and strengthened for the work, the struggle, and the sacrifice.

These aids were indeed essential to us, for the closer we drew to our mother diocese, the greater became our apprehensions. When on our journey we caught sight, late at night, of the lighthouse that illuminates the coast of Malacca, one of the ancient jewels of the Portuguese crown and the first part of Asian land inhabited by Christians subject to our jurisdiction, our souls were dominated by conflicting emotions of joy and sorrow! That lighthouse, in continuous rotation, sometimes illuminating distant seas with its beam of light, at other times leaving vast regions in darkness, always remaining beyond others that it could never reach, reminded us of the analogous phenomenon of moral order occurring in these vast regions of the globe, where we were about to enter for the first time—regions through which the resplendent sun of the Gospel has been continuously traversing for centuries, illuminating numerous souls with the splendours of truth, while a greater number remain submerged in the dense darkness of error and death, "in tenebris et in umbra mortis" (a).
This reflection was sufficient to drain us of all hope. Fortunately, however, our spirits were lifted when we looked back at the heroic missionaries who, for centuries, had walked those same lands destitute of all comfort and earthly aids, carrying the cross as a symbol of redemption in one hand, burning love in their hearts for God and neighbour, and the sweet name of Jesus on their lips! They achieved superhuman feats, making astonishing conquests of souls for Jesus Christ. The blood of martyrs spread across the earth bore fruit, producing many Christians whose numbers have grown progressively over the centuries.
But setting aside this, the human soul is so beautiful, so rich, that if in all our episcopate we could convert but a single person for God, we would consider our fears, our sweat, and our labours well spent!

Beyond these expectations, we hope to achieve much more, relying on the benevolent designs of God and the providential mission entrusted to our homeland, especially the Diocese of Macau, concerning the peoples of the Orient.
Indeed, Portugal was endowed by Providence with the mission to evangelize and Christianize many nations on Earth. With this condition, it became an independent nation, expelling Moors from the Iberian Peninsula and populating conquered lands with Christians. Mosques of the Moors were transformed into churches, and where they did not exist, new temples were built in honor of the true God. Even the slaves brought from Africa converted to the faith and became as good Christians as their psychological capacity allowed.
Having secured national autonomy and independence within the Iberian Peninsula, conquests extended beyond the seas. Bold navigators sailed across the ocean in various directions, discovering new paths and new worlds. The bravery of our captains expanded the domains of the homeland, conquering new continents and islands. However, the sword of the conqueror was soon followed by the cross of the missionary, who carried the light of the Gospel with the warmth of charity, spreading civilization among the barbarized peoples!
These were the enduring conquests of the Portuguese. While what caused the astonishment of nations and still cannot be recalled without deep emotion today is minimal; little remains but the ruins of a magnificent building attesting to a glorious and unequalled past! As for religion, this eternal glory of the nation that implanted and spread it continues to live and develop, daily illuminating minds with faith and warming hearts with charity, fostering all virtues of which man is capable, transforming customs, expanding in bountiful fruits of good deeds, and solidifying in beneficial institutions promoting individual happiness, progress, and social well-being. This was the legacy we inherited.

It gives great satisfaction to observe and note in the East Indies and the Malacca Peninsula, where Christians pride themselves on having received the teachings of faith from the Portuguese, to such an extent that even in a foreign-dominated land, they continue to speak Portuguese, at least in religious acts, preaching, and devotional exercises in churches, and in private family prayers. The religious inhabitants of Malacca do not want to speak any other language than their Portuguese, despite its significant corruption, because, they say, it is the Christian speech!
And this ancient and noble city of Macau, better than any other Portuguese conquest, provides us with evidence corroborating the mission entrusted by Providence to Portugal in the Christianization of the Orient. Located for centuries as an advanced sentinel at the forefront of the Portuguese nation’s conquests for civilization and faith in the extreme East, although it has had to yield this honor to more fortunate regions, Macau has been and will continue to be a center from which the light of the Gospel will radiate to vast regions still immersed in the shadows of error. From that height he plummets, nothing can contain him, for passion is insatiable. It is the stone that detaches itself from the summit of the mountain, hurtling down the precipitous slope in a dizzying descent, plunging from abyss to abyss, uprooting trees, destroying crops, toppling walls, and turning these ruins into new agents of destruction, which in turn multiply, bringing ruin, devastation, and death to everything in their path! What else can we expect from a priest who, with his corrupt examples, corrupts some victims and, through them, multiplies the disastrous effects of his depravity in a people whose duty it was to guide them to virtue and good practice through constant teaching and example? What a terrible responsibility, Holy God!... Much comfort comes from the information we have about the good clergy of this diocese, which instills in us the hope that such a calamity will never be our lot.
Great credit to our illustrious predecessors for their tireless efforts to ensure that this diocese had a worthy and holy clergy! Thanks to their vigilance, the diocesan seminary, entrusted to the most competent teachers and directors, has reached a flourishing state that greatly consoles and encourages us.
To the Divine Heart of Jesus Our Savior, day and night we pray for abundant and enduring fruits from this work of clergy formation; and to you, dear fathers, we exhort to join us in this holy crusade so that God may ever more favor us and, with the faithful flock whom we are the form and model—formed facti gregis—(a) we may give heaven and earth a spectacle worthy of envy, if possible, even by the very angels!

We send you our joyous and cordial greetings, and extend to the faithful inhabitants of Macau the sincere wishes we have already expressed.
Our heartfelt desire is that all may be sanctified by availing themselves of the treasures of grace and abundant means of sanctification which Our adorable Saviour has entrusted to His Church, and whose distribution He has committed to us and to our beloved clergy. Therefore, dear children, let us, while there is still time, approach the fount of divine grace, where we shall find the strength that will enable us to overcome the great distance separating earth from heaven, for only there can we find that happiness for which we all long!
Be grateful to Our Divine Saviour for His supreme generosity and mercy towards you. By the light you possess, you well see how much happiness you enjoy—in the purity of the faith in which you were instructed, in the sanctity of Christian morality in which you were educated, in the incomparable richness of the divine sacraments and other means of sanctification which only the children of the Church possess, in the care and zeal with which this loving mother ensures that nothing is lacking to you in all that concerns your salvation! Compare your lot with that of the unfortunate pagans who live and die near this divine spring without ever tasting one of these sovereign gifts!
Yet gratitude must measure itself by the love and friendship that they demand of us. "Love is repaid with love." But only he truly loves God who fulfills His law in its entirety, "the fullness of law is love" (Rom. XIII, 10), and only he is truly a friend of Our Lord who fulfills His precepts, "If you keep My commandments, you are My friends" (John XV, 14). This condition is easy to fulfill, which reveals the goodness and generosity of God, for His law is sweet and light—"For My yoke is easy and My burden is light" (Math. XI, 30).
There is thus no acceptable reason for excuses. And the more we should strive to correspond to God's kindness, the greater the reward He promises, nothing less than eternal salvation, the joy of an endless happiness in the blessed homeland.

To the Reverend Clergy and Faithful of this our Diocese—health and blessing in Jesus Christ, our Lord and Saviour.
For the benefit of the ecclesiastical service of this Diocese, we hereby establish, in compliance with legal prescriptions, a periodic publication entitled the "Boletim do Governo Ecclesiástico da Diocese de Macau." This will henceforth serve as the official organ of the government of the Diocese, in which will be published our pastoral letters, provisions, ordinances, circulars, orders, notices, and other similar documents. Additionally, in appropriate sections, articles of doctrine, consultations, and news of religious interest will also be included.
The "Boletim do Governo Ecclesiástico de Macau" shall be published at the seat of the Bishopric and will appear in the first fortnight of each month. Upon issuance, the respective administration shall distribute it to all Reverend Parish Priests and Missionaries of the Diocese, who, after reading, shall collect it for binding into separate volumes with an appropriate title page, index, and order number.
Upon receipt by the Reverend Parish Priests and Missionaries, the "Boletim do Governo Ecclesiástico da Diocese de Macau" shall become part of the archives of their respective churches; therefore, we command that it be kept with due care so as not to be lost or deteriorated through the action of moisture or vermin.
By complying with this provision, as we hope they will, the Reverend Parish Priests and Missionaries are hereby exempted from the labor of transcribing any pastoral letters, provisions, circulars, etc., emanating from us, into books designated for this purpose.
