S. por não os olhos nesta pobre nova desamparada igreja do Japão (mas onde de nosso Senhor he mais glorificado) pertence ela à Coroa de Portugal, a qual quanto mais alongada está daquelle mundo de lá, tanta maior necessidade tem de ser favorecida e ajudada, especialmente não lhe faltando nunca diversos trabalhos e contrários. It is my duty to Your Excellency—as commanded by His Majesty—to report upon this mission to Japan and upon all matters pertaining to my office therein. The letters addressed to the Royal Councils are such that I do not wish to occupy Your Excellency’s time in reading matters whose full import I shall not rehearse here; rather, I beg Your Excellency to cast your eyes upon this poor, newly established, and hitherto neglected church in Japan—though one in which our Lord is glorified more abundantly than elsewhere—and to recognise that it belongs to the Crown of Portugal. The greater its distance from that distant world beyond the seas, the greater its need for royal favour and support—especially as it has never lacked manifold trials and adversaries.
As the Royal Council will have observed, I strive always to discharge my duty faithfully: advising and representing to His Majesty, with utmost clarity, all matters which appear to me most conducive to the service of God and of His Majesty, and to the common good of this Christian community. Yet the desired effect is scarcely discernible. On the contrary, I note that during the last monsoon season of 1611, a new papal brief—issued by the Holy See under Pope Paul V, at the instigation of His Catholic Majesty [of Spain] and the religious orders of the Philippines, and with the active support of the Royal Council of the Indies (*Consejo de Indias*) of Castile—arrived here. This brief grants those religious permission to travel to, reside in, and exercise their pastoral ministry within the Japanese mission—not only via the Portuguese route through Portugal and Goa, but also by way of the Philippines and any other ports belonging to the Crown of Castile.
In sum, the gateway from the Philippines to Japan and China now stands wholly open—not merely to religious personnel, but also to secular clergy. May our Lord grant that all proceed to His greater glory, to the service of His Majesty, and to the spiritual benefit of these souls. Nevertheless, as I have said, I fear certain difficulties analogous to those experienced in the past. Should such arise—and may God forbid it—I trust it will not be held against me, for in this matter I have done all that lay within my power.
Particularly concerning the religious and secular clergy from the Philippines—especially the Spanish—my understanding (which I believe to be correct) is that the Royal Council of the Indies of Castile does not intend for them to halt here in Goa or Macau, but rather that their designs extend further afield. To assist Your Excellency’s fuller comprehension of this matter, I enclose herewith the memorial I have addressed to His Majesty, in which I humbly petition His Majesty—during an audience in his presence—to intercede with His Holiness for the issuance of certain papal briefs, which I specify therein. These briefs are essential for preserving peace, unity, and concord among the ministers of the Gospel, and for the proper governance of this Church. Given that the Philippine gateway is now more widely open than ever before, I renew this plea most earnestly to this Royal Council.

Eu, como esse Real Conselho terá visto, procuro de não faltar nunca à minha obrigação, avisando e representando sempre a Sua Magestade com toda a clareza tudo o que me parece convir mais ao serviço de Deus e de Sua Magestade e ao bem comum desta Christandade. Mas não se vee tanto effeito; antes vejo que nesta monção passada de 1611 chegou aqui hum novo breve passado pela Santa Sé de Paulo V, à instância de Sua Magestade Católica e dos religiosos de Filipinas, favorecidos do Real Conselho das Índias de Castella, no qual se lhes dá licença para virem, estarem e ministrarem nesta expedição do Japão, não somente pela via de Portugal e Goa, senão também pelas Filipinas e outros quaisquer portos pertencentes à Coroa de Castella. Em fim, está a porta das Filipinas para Japão e China de todo aberta, não somente a religiosos, mas também a seculares. Queira nosso Senhor succeda bem tudo à maior glória sua, serviço de Sua Magestade e fruto destas almas; mas como disse, de recear al- guns trabalhos semelhantes aos passados, se poderemos, Deus não permita, não parecer-se-me poder hão imputar, pois neste negócio tenho feito tudo o que pude.
