The central argument holds that, beyond mere reformist rhetoric, *arbítrios* functioned as mechanisms of mediation between local observers and decision-making centers, converting mercantile, administrative, and maritime experiences into suggested solutions—often with a strong fiscal bent and generating tensions vis-à-vis representative bodies. Methodologically, the approach rests on a historical-semantic contextualization of *arbitrismo* and of the agent known as the *arbitrista*, articulated with the reading and framing of the opinions and proposals related to these two Far Eastern nodes. It concludes that the circulation of these texts reconfigured administrative practices and expectations of rewards (*mercês*) and, simultaneously, contributed to the construction of an ambivalent image of the *arbitrista*, marked by criticisms of extravagance, opportunism, and increased burdens on populations and privileges. |
