This Prefectural Office received an official dispatch from the Provincial Administration Commission, which in turn had received a directive from His Excellency Yang, Governor-General of Liangguang (Guangdong and Guangxi), transmitted via the Provincial Financial Commissioner, Mr Yao.
The directive, dated 22nd day of the 9th lunar month, Qianlong 42 (19 October 1777), cites a report submitted to the Canton Customs by the Macau Overseers (*Lü Weiyuan* et al.), stating the following:
On the 14th day of the 8th lunar month (12 September 1777), a Dutch vessel, driven off course by adverse winds, anchored in the open waters off Tanzi Bay, outside the Macau harbour. The ship’s master, *Nuo-ni* (a phonetic rendering of a Dutch name—likely *Noon* or *Noonie*), fell ill and disembarked to reside temporarily in Macau. A physician of the same nationality, *Luo-li-shi-jia*, examined the vessel and confirmed it carried no cargo and was not engaged in commercial trade in Guangdong. This finding had already been formally reported to the authorities.
On the 10th day of the 9th lunar month (8 October 1777), the Overseers received instructions to expel the vessel from Macau forthwith. They immediately notified the designated foreign headmen (*Yi Mu*), including *Tan-li-duo*, directing compliance.
Subsequently, *Tan-li-duo* and other headmen submitted a further report stating that they had duly enforced the order and compelled the vessel to depart. However, *Nuo-ni*, the ship’s master, then pleaded that he was suffering from a grave illness; that the vessel was foundering at sea; that the crew lacked provisions and faced starvation; and that the ship’s masts and rudder were damaged beyond immediate repair, rendering navigation impossible. He therefore requested permission to sell the vessel locally in Macau to secure subsistence, while the merchants and sailors remained temporarily resident there, intending to return home aboard the next Dutch vessel departing from Guangzhou, boarding it en route off Macau’s outer waters.
The Overseers, having ascertained that the Dutch nationals were genuinely afflicted by misfortune—travelling without accomplices and now facing absolute destitution—deemed their plight deserving of compassion. Thereupon, *Hei-ding-lie-lou*, a Macanese (i.e., locally resident Portuguese or Eurasian) merchant, urgently offered to purchase the vessel. Upon his application, the vessel was surveyed, customs duties paid (*shu chao*), and its registration number formally transferred to enable its conversion into a Macau-registered trading vessel operating under the local maritime licence (*yang ying sheng*). This arrangement would allow the distressed foreigners to sustain themselves, while the merchants and sailors remained under strict supervision pending the arrival of a Dutch vessel bound for home, upon which they would be repatriated.
The Overseers accordingly reported: Although foreign merchant vessels are, by regulation, prohibited from entering Macau—and although this vessel neither originated from nor intended trade in Guangdong—it was indeed driven ashore by force majeure, with its navigational equipment irreparably damaged and its crew utterly without provisions. Given that a Macanese subject has voluntarily undertaken its purchase and re-registration as a Macau-licensed vessel, thereby enabling lawful commercial activity in Guangdong, and given the exigent circumstances, the Overseers respectfully petition whether—subject to approval—the vessel may be permitted to be sold and its quota (*e shu*) reallocated to replace one of Macau’s existing licensed vessels (*Ao chuan e shu*). This request is submitted for your consideration, with a formal report simultaneously forwarded to the Provincial Governor (*Fuxian*).
Upon receipt of this submission, this Supervising Censor (*Jiansi*) reviewed the matter and determined as follows: As the Dutch vessel has already arrived in Macau and its crew are in urgent need of sustenance, permission is granted for the sale of the vessel within Macau. Nevertheless, *Nuo-ni* and his compatriots must remain resident in Macau, awaiting passage aboard the next outbound Dutch vessel; they are strictly forbidden from travelling inland or otherwise disturbing public order, lest they contravene established precedent. The Overseers are hereby instructed to direct *Tan-li-duo*, the foreign headman, to convey these terms unequivocally to *Nuo-ni* and the Dutch merchants, and to maintain vigilance until such time as the Provincial Governor (*Fubuyuan*) issues final instructions.
This determination was issued under official seal.
Accordingly, this Office hereby transmits the foregoing for your information and implementation.
Having received the above, this Governor-General’s Office issued the following directive to the Provincial Administration Commission, instructing the Prefectural Office to ensure the County Magistrate implements the measures outlined herein without delay, and to submit a formal report specifying the date on which the Dutch nationals ultimately departed Macau for repatriation.
In compliance with this directive, and having also notified the Military Commandant (*Rongting*) for parallel implementation, this Office hereby issues the present official mandate (*pai*), addressed to the foreign headmen *Tan-li-duo* et al., commanding them to execute the above measures immediately and to report back the precise date of the Dutch nationals’ departure and repatriation, so that this Office may forward the information accordingly. Failure to comply will incur disciplinary sanction. Prompt action is required.

The directive, dated 22nd day of the 9th lunar month, Qianlong 42 (19 October 1777), cites a report submitted to the Canton Customs by the Macau Overseers (*Lü Weiyuan* et al.), stating the following: On the 14th day of the 8th lunar month (12 September 1777), a Dutch vessel, driven off course by adverse winds, anchored in the open waters off Tanzi Bay, outside the Macau harbour. The ship’s master, *Nuo-ni* (a phonetic rendering of a Dutch name—likely *Noon* or *Noonie*), fell ill and disembarked to reside temporarily in Macau. A physician of the same nationality, *Luo-li-shi-jia*, examined the vessel and confirmed it carried no cargo and was not engaged in commercial trade in Guangdong. This finding had already been formally reported to the authorities. On the 10th day of the 9th lunar month (8 October 1777), the Overseers received instructions to expel the vessel from Macau forthwith. They immediately notified the designated foreign headmen (*Yi Mu*), including *Tan-li-duo*, directing compliance. Subsequently, *Tan-li-duo* and other headmen submitted a further report stating that they had duly enforced the order and compelled the vessel to depart. However, *Nuo-ni*, the ship’s master, then pleaded that he was suffering from a grave illness; that the vessel was foundering at sea; that the crew lacked provisions and faced starvation; and that the ship’s masts and rudder were damaged beyond immediate repair, rendering navigation impossible. He therefore requested permission to sell the vessel locally in Macau to secure subsistence, while the merchants and sailors remained temporarily resident there, intending to return home aboard the next Dutch vessel departing from Guangzhou, boarding it en route off Macau’s outer waters. The Overseers, having ascertained that the Dutch nationals were genuinely afflicted by misfortune—travelling without accomplices and now facing absolute destitution—deemed their plight deserving of compassion.
